Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others in public.

SUBJECT: Discussion of City Manager Review Process
Introduction
The purpose of this discussion is to seek council direction regarding the annual performance
review process for the City Manager.
Background
The City Manager has an employment agreement with the City of Maplewood, dated February
10, 2015. According to the agreement her anniversary date is February 6. Last year, the City
Council conducted an evaluation process that was established by the Human Resource
Department. In keeping with past and best practices it is reasonable for the City Council to
evaluate the performance of the City Manager.
At the last council meeting, the process was outlined to the City Council. It was suggested by
Council Member Smith that an additional component be added to the process. This component
involves soliciting feedback from Department Heads and/or other peers that interact with the
City Manager.
Staff is seeking clarity to the following questions:
• Are the three questions contained in the feedback form providing information
needed for council to complete their evaluations?
• Besides Department Heads, are there others that should be included? For
example, chamber representatives, county officials, other?
• Will the feedback received from this form be used in the overall
scoring/compilation of the original form completed by the council – or is this
meant to be a separate document for discussion with the City Manager?
Depending on the answers to the questions above we will determine timing and the next steps.

There is no estimated budgetary impact projected for this discussion.
Recommendation
Staff seeks consensus from the City Council as to how to proceed.

SUBJECT: Discussion of Proposed Gun Range Legislation
Introduction & Background
In 1975, the City of St. Paul entered into a 99 year lease with Ramsey County for a portion of
the Ramsey County Workhouse property. The property in south Maplewood was used as a
pistol range by the St. Paul Police Department. For many years, the Maplewood Police
Department used the facility for their firearms training.
Neighbors of the outdoor range in south Maplewood expressed considerable concern about
noise levels and encouraged the Maplewood Police Department to secure a long-term solution
for firearms training. On August 31, 2015, the Maplewood Police Department decided to
discontinue use of the St. Paul Police Department’s range facilities and are currently using other
facilities. The SPPD is still using the range, and are now shooting with high power rifles that
have greatly increased the noise levels. The residents have been very concerned and although
St. Paul and Maplewood took measures to reduce the impact such as adding baffles and berms,
the noise levels have not been reduced.
Last summer, the city and residents had a meeting with the St Paul Police Department,
Commissioner Reinhardt, Senator Kent, Representative Ward, Mayor Slawik and myself to
discuss options for the gun range. Two options were favored, shut down or re-locate the range
or look for funding to do sound mitigation.
As a result of that meeting, Senator Susan Kent and Representative JoAnn Ward are working
on a noise mitigation funding proposal of $2 Million to the MN legislature to address the noise
impact from the gun range on south Maplewood residents.
Discussion
Senator Kent, Representative Ward and the City of St Paul, along with Ramsey County, are
asking the City of Maplewood to approve a Resolution of Support for this project. Staff is
seeking Council consent to draft such a Resolution for the February 27th Council meeting. In
addition, if Council supports the Sound Mitigation Bill, we will hold a neighborhood meeting very
soon to allow the residents a chance to weigh in on this funding proposal.
The Mayor, Chief Schnell and myself met with the team yesterday to discuss the specifics of the
bill and to better understand why we need to be a partner in this project. A copy of the Bill and
other explanatory information will be sent to us on Monday and will be distributed at the Council
meeting.

Budget Impact
None. We are told by the partners on this bill that the City of Maplewood would not be required
to participate in the funding of this project.
Recommendation
It is recommended that the Council direct staff to prepare a Resolution of support for the
February 27th City Council meeting and that a neighborhood meeting be scheduled to solicit
input from the residents in the area of the gun range.

SUBJECT: Review Findings from the 2016 Community Safety Survey and Discuss Cross-
Departmental Response Plans
Introduction
Police Department staff, along with personnel from the Fire Department, Public Works, Parks &
Recreation, Code Enforcement, and the City’s Health Officer will review the results from the
2016 Community Safety Survey and discuss cross-departmental response plans.
Background
Beginning in 2013, the Police Department initiated an online Community Safety Survey. Since
the inception of the Community Safety Survey the number of respondents has risen, with 377
people providing input in 2016. Results over the past four years reveal common themes,
including the identification of issues beyond traditional policing issues. Staff from the various
city departments have met to discuss the reported issues, and will provide the Council with an
overview of response data and discuss cross-departmental strategies to address the community
issues and concerns.

The No. 30 statement is NOT lrue! Nol 'alr concems are addr6ssed- Ive had lwo reasons to be in touch with ti€
policl deparlment in the past year and despile repeated attempts to be in touch with an offcer, I never gol a call back.
(One request was handled afler I talked to Cmdr. Shoireed whil€ he was offduty and h€ followed up on it for me.)
This dak6s th€ dspartment look bad, I think. And, again, lier€ appears to be no polico prosenee oth€l lhan when
there is a problem. How about a goodwill officer, who makes lhe rounds lo schools, businesses, elc. to increase
awa.eness of lhe departmenl. This would increasolrust, discourage crime, and remind residents that having a ssfe
community should b€ a community effort.
