The amount to be specially
assessed against your particular lot,
piece, or parcel of land is (shown

Such assessment is proposed
to be payable in equal annual
installments extending over a period
of fifteen (15) years for single family
residential property, and seven (7)
years for commercial, institutional
and multi -family properties, the first
of the installments to be payable on
or before the first Monday in January
2018, and will bear interest at the
rate of 3.86 percent, from the date
of the adoption of the assessment
resolution. Interest for one year shall
be added to all subsequent unpaid
installments.
You may at any time prior to
certification of the assessment to
Ramsey County, pay the entire
assessment on such property,
with interest accrued to the date of
payment, to the Finance Department.
No interest shall be charged if the
entire assessment is paid within
30 days from the adoption of this
assessment. You may at any time
thereafter, pay to Ramsey County
the entire amount of the assessment
remaining unpaid, with interest
accrued to December 31 of the year
in which such payment is made.
Such payment must be made before
November 15 or interest will be
charged through December 31 of the
succeeding year. If you decide not to
prepay the assessment before the
date given above the rate of interest
that will apply is 3.86 percent.
The proposed assessment roll is
on file for public inspection at the
city clerk's office. The total amount
ofthe proposed assessment is
$413,100. Written or oral objections
will be considered at the meeting. No
appeal to district court may be taken
asto the amount of an assessment
unless a written objection signed by
the affected property owner is filed
with the municipal clerk prior to the
assessment hearing or presented to
the presiding officer at the hearing.
The council may upon such notice
consider any objection to the amount
of a proposed individual assessment
at an adjourned meeting upon such
further notice to the affected property
owners as it deems advisable.
Under Minn. Stat. §§ 435.193
to 435.195 the council may, in its
discretion, defer the payment of
this special assessment for any
homestead property owned by a
person 65 years of age or older or
retired by virtue of a permanent and
total disability for whom it would be
a hardship to make the payments.
When deferment of the special
assessment has been granted and is
terminated for any reason provided in
that law and Ordinance (Resolution),
all amounts accumulated plus
applicable interest become due. Any
assessed property owner meeting
the requirements of this law may,
within 30 days of the confirmation
of the assessment, apply to the city
clerk for the prescribed form for such
deferral of payment of this special
assessment on his/her property.
An owner may appeal an
assessment to district court pursuant
to Minn. Stat. § 429.081 by serving
notice of the appeal upon the mayor
or clerk of the city within 30 days
after the adoption of the assessment
and filing such notice with the district
court within ten days after service

WASHINGTON COUNTY
BOARD OF COMMISSIONERS
Notice is hereby given by the
Washington County Board of
Commissioners that a public hearing
will be held to hear testimony
with regard to designation of
acceptable mixed municipal solid
waste generated in Washington
County for delivery, beginning
January 1, 2018, to the Ramsey/
Washington Recycling & Energy
Center ('R&E Center') in Newport,
MN for processing, recycling,
energy recovery and other proper
management. The hearing is
scheduled for January 24, 2017, at
9:00 a.m., or as soon thereafter as
possible, in County Board room,
5th floor, Washington County
Government Center, 14949 62nd
Street, Stillwater MN.
Comments received by Washington
County at the hearing and in writing
will be compiled and used by the
County as it makes decisions with
regard to designation.
Washington County works with
Ramsey County on certain waste
management programs as part of
the Ramsey/Washington Recycling
& Energy Board ('R&E Board"),
which owns and operates the R&E
Center. On November 28, 2016,
the Commissioner of the Minnesota
Pollution Control Agency approved
the Ramsey and Washington
Counties Joint Waste Designation
Plan prepared by the R&E Board
as being consistent with state
statutes and state goals for waste
management. Both Washington
County and Ramsey County will now
begin the process of implementing
waste designation, through the
adoption of a waste designation
ordinance amendment later in 2017
by each County. A separate public
hearing will be held on the ordinance
amendment.
The R&E Board will also be working
in 2017 to negotiate and enter into
waste delivery agreements with
waste haulers for the delivery of
acceptable mixed municipal solid
waste ("Acceptable Waste') to the
R&E Center. Acceptable Waste
delivered pursuant to a waste delivery
agreement will be exempt from
the waste designation ordinances.
Haulers under contract will be able
to deliver waste to transfer stations
that are under contract to the R&E
Board, and will be eligible for tipping
fee rebates.
The R&E Board anticipates that
waste designation, along with
anticipated improvements to the R&E
Center, will yield an increase in the
amount of Ramsey and Washington
County solid waste processed and
recycled, while also reducing the
amount of solid waste sent to landfills
even as waste generation increases
over time.
The waste designation ordinance
amendment that will be adopted
by the Washington County Board
of Commissioners later in 2017
will regulate the delivery of solid
waste generated within Washington
County, Minnesota in the following
manner:
I. Waste designation will apply
to the entire geographic area of
Washington County.
II. The point of delivery for solid
waste subject to the designation
ordinance will be the R&E Center,
which is located at 100 Red Rock
Road, Newport, MN 55055. All
generators and haulers subject to
designation (and not party to a waste
delivery agreement with the R&E
Board) will be required by ordinance
to deliver, or cause to be delivered,
all Acceptable Waste generated
in Washington County to the R&E
Center. As mentioned, haulers under
contract will be able to use transfer
stations under contract to the R&E
Board.
III. The R&E Board plans to
continue processing of solid waste
at the R&E Center, which has
been processing solid waste into
recyclables and refuse -derived fuel
for nearly 30 years. There, certain
recyclable materials will continue be
removed from the incoming waste,
and the remainder will be processed
into refuse derived fuel that will be
sent to facilities for energy recovery.
A small portion of waste, in the form
of process residue or bypass reject
material, will be sent to landfills.
IV. Waste designation will apply to
the portion of mixed municipal solid
waste generated in Washington
County that is acceptable for
processing at the R&E Center.
Acceptable Waste will be further
defined in the ordinance amendment
enacted by the Washington County
Board of Commissioners, but shall
not include the following:
A. Unacceptable Waste are wastes
that cannot be accepted at the R&E
Center;
B. Materials that are separated from
solid waste and recovered for reuse
in their original form or for use in
manufacturing processes (this does
not include the treatment of waste
after collection for the purpose of
composting);
C. Materials that are processed at
a resource recovery facility at the
capacity in operation at the time that
the Joint Waste Designation Plan
was approved;
D. Materials that are separated at
a permitted transfer station located
within Washington County for the
purposes of recycling the materials
if: (a) the transfer station was in
operation on January 1, 1991; or
(b) the materials were not being
separated for recycling at the R&E
Center at the time the transfer station
began separation of the materials;
E. Recyclable materials that are
being recycled and residuals from
the recycling if there is at least an
85 percent volume reduction in
the solid waste processed at the
recycling facility and the residuals
are managed as a separate waste
stream; and
F. Waste otherwise subject to
designation, but that is delivered
to the R&E Center, pursuant to a
waste delivery agreement between
licensed commercial waste haulers
or authorized self -haulers and the
R&E Board.
V. Washington County anticipates
the county -wide acceptable mixed
municipal solid waste generation in
2018 to be approximately 100,000
tons.
VI. The R&E Center operates as
an enterprise fund, with revenue
collected from tipping fees covering
facility expenses. Fees charged for
waste delivery to the R&E Center
will be at the amounts adopted
by the R&E Board, as amended
from time to time, with adequate
notice of rate changes provided to
haulers and the public. The Joint
Waste Designation Plan provides
estimates for operating expenses.
The 2018 rate for Acceptable
Waste delivered pursuant to the
designation ordinance is estimated
in the Plan to be approximately
$77.75 per ton, assuming current
operations continue into 2018. The
actual charge may be higher or lower
depending on projected expenses.
The actual tipping fee for 2018 will be
set in mid -2017. The R&E Board has
adopted a policy that haulers that
enter into a waste delivery contract
will be able to receive a rebate of at
least $12 per ton during the first four
years of designation.
