Construction of s
walks along two busy
sections of White -Bear
Avenue in Maplewood
was proposed last week
by City Manager Mi-
chael Miller.
He identified the
areas as between Coun-
ty Roads C and D and
between Frost and
Larpenteur avenues.
The city council or-
dered feasibility stud-
ies for the projects.
Councilman Johii
Gr avu insisted that
the city's administra-
tive staff, not consult-
ants,conduct the stud-
ies.
He has been a fre-
quent critic, lately, of
. going outside the staff
for advice.

need to spend $30,000
for someone to tell us
that."
Miller, in a written
report to the council,
said that the one-mile
stretch of White Bear
Avenue between

two county roads

"rapidly being devel-
oped into a commercial
center."
That includes the
new Maplewood Mall, a
regional shopping cen-
ter due to open later
this year.
Further south, be-
tween Larpenteur and
Frost Avenues, the
administrator told of a
"critical need" for
some method of safe-
guarding pedestrians.
He cited the flow of
pedestrians especially
between the Ramsey
County Home and the
Hillcrest shopping
area.
