Manager Mike Miller said, "It is the
purpose of the high mast lighting to
provide complete downward aiming of the
lighting and to shield it from the
surrounding area. The lowering of the
mast assemblies by one-half would
require approximately three times as
many lighting standards and would
substantially reduce the capacity to
shield the lighting from surrounding
areas."
