It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Council meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other council members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others in public. Be respectful of each other’s tim e keeping remarks brief, to the point and non-repetitive. ADJOURNMENT THIS PAGE IS INTENTIONALLY LEFT BLANK E1 MEMORANDUM TO: Melinda Coleman, City Manager FROM: Michael Mondor, Chief of EMS DATE: October 10, 2016 SUBJECT: Regions EMS Medical Direction presentation Introduction Regions Hospital Emergency Medical Services (EMS) provides pre-hospital Medical Direction and oversight for all of Maplewood EMS providers. It is helpful for City Council and residents to be introduced to Regions Hospital EMS physicians and staff as their services are an extension of Maplewood Fire/EMS and the City of Maplewood. Background In January of 2016 the City Council authorized the formation of a Fire/EMS workgroup to study the City’s current Fire/EMS delivery model. Regions Hospital EMS presented to the Fire/EMS workgroup on April 1, 2016. The presentation was received extremely well by the Fire/EMS workgroup and department staff. Based on the Fire/EMS workgroup’s strategic framework and the Fire/EMS department’s operational framework, staff recommended to City Council that they approve a Pre-Hospital Medical Direction Services Agreement between the City of Maplewood and Regions Hospital. City Council approved entering this agreement on 8/22/2016. Regions Hospital EMS began providing Pre-Hospital Medical Direction on 9/12/2016. Maplewood EMS and Regions Hospital EMS have begun to collaborate on a number of projects. Staff believes that it is useful to facilitate a presentation to allow City Council and residents to understand the capacity of Regions EMS and the partnership potential that exists. Regions Hospital EMS will deliver an approximately 20 minute overview followed by a question answer session. Budget Impact Information only. Recommendation Review only. Attachments None. Workshop Packet Page Number 1 of 3 MEMORANDUM TO: Melinda Coleman, City Manager FROM: Mike Funk, Assistant City Manager/HR Director DATE: October 4, 2016 SUBJECT: Discuss Strategies for Labor Negotiations, Including Negotiation Strategies, Development, and Discussion of Labor Negotiation Proposals for all Seven (7) of the City’s Collective Bargaining Agreements. a. Intent to Close Meeting as Allowed by Minnesota State Statute 13D.03(b) Introduction The purpose of this discussion is to discuss strategies, review offers received from the bargaining units, analyze fiscal considerations, and to develop negotiation positions for counter proposal(s) for all seven (7) bargaining units. Background There are approximately 170 benefit earning employees that belong to one (1) of seven (7) collective bargaining units. Each bargaining unit has a collective bargaining agreement (CBA), or more commonly referred to as a ‘union contract’, with the City of Maplewood. Each of these seven (7) contracts will terminate on December 31, 2016. In the past couple of weeks I have met individually with each of the bargaining units, with the exception of MCSA, as an initial discussion regarding specific points they desire to negotiate. The following is a list of the bargaining units:  Law Enforcement Labor Services (LELS), Local 173, Police Sergeants  Law Enforcement Labor Services (LELS), Local 153, Police Officers  Maplewood Confidential & Supervisory Group (MCSA)  Minnesota AFSCME Council 5, Local 2725  The Metro Supervisory Group (MSA)  International Association of Fire Fighters, Local 4470, Fire Fighters  International Association of Fire Fighters, Local 4470, Fire Officers There are seven exceptions to the open meeting law that authorize the closure of meetings to the public. Minnesota Statutes Section 13D.05 allows the meeting to be closed to consider strategies for labor negotiations, including negotiation strategies or development or discussion of labor-negotiation proposals. Recommendation Before the meeting is closed, the council must state on the record the specific grounds permitting the meeting to be closed and describe the subject to be discussed. Therefore, it is recommended the City Council introduce the following motion: E2 Workshop Packet Page Number 2 of 3 Pursuant to Minnesota Statutes Section 13D.03,Subd. (b), I hereby move to close the regular meeting and go into closed session to discuss strategies, review offers received from the bargaining units, analyze fiscal considerations, and to provide direction to staff on developing negotiation positions for counter proposal(s) for all seven (7) bargaining units.
