Monday, September 26, 2016 Council Chambers, City Hall A. CALL TO ORDER A meeting of the City Council was held in the City Hall Council Chambers and was called to order at 5:06 p.m. by Mayor Slawik. B. ROLL CALL Nora Slawik, Mayor Present Marylee Abrams, Councilmember Present Kathleen Juenemann, Councilmember Present Bryan Smith, Councilmember Present Tou Xiong, Councilmember Present C. APPROVAL OF AGENDA Councilmember Abrams moved to approve the agenda as submitted. Seconded by Councilmember Xiong Ayes – All The motion passed. D. UNFINISHED BUSINESS None E. NEW BUSINESS 1. YMCA Contract Review/Discussion City Manager Coleman introduced the staff report. Parks & Recreation Director Konewko gave the staff report. Parks & Recreation Director Konewko and City Manager Coleman answered questions of the council. 2. Review and Discussion of Minnesota’s Policy Body Worn Camera (BWC) Law, the Police Department’s Proposed BWC Policy, and Perspective Policy Considerations Police Chief Schnell gave the staff report, then introduced Matt Ehling from the Minnesota Coalition on Government Information; Ben Feist from the American Civil Liberties Union of Minnesota; and Yusef Mgeni from the National Association for the Advancement of Colored People, St. Paul Chapter. Matt Ehling, Board Member from the MNCOGI addressed the council and gave background information on MNCOGI and their perspective on the proposed Body Worn Camera Policy drafted by the City of Maplewood. September 26, 2016 City Council Workshop Minutes 2 Ben Feist, Legislative Director from the ACLU of Minnesota addressed the council and gave background information on ACLU of Minnesota and their perspective on the proposed Body Worn Camera Policy drafted by the City of Maplewood. Yusef Mgeni, 1st Vice President from the NAACP, St. Paul Chapter and 2nd Vice President/Political Action Committee Chair of the Minnesota/Dakotas Area Conference NAACP addressed the council and gave background information on NAACP, St. Paul Chapter and their perspective on the proposed Body Worn Camera Policy drafted by the City of Maplewood. Police Chief Schnell, Matt Ehling, and Ben Feist answered questions of the council. F. ADJOURNMENT Mayor Slawik adjourned the meeting at 6:56 p.m.
