It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commissionmembers or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. Wednesday,August 17, 2016 Parks and Recreation Commission Meeting Minutes D1 F.UNFINISHED BUSINESS 1.Harvest Park Farm Training Program Parks Manager, Jim Taylor, discussed the Harvest Park Farm Training Program with the commission. 2.Fall Playground Projects Timeline and Community Process Parks Manager, Jim Taylor, discussed the fall playground projects timeline and community process. 3.Commission Meeting Start Time Parks Manager, Jim Taylor, discussed moving the start time of the Parksand Recreation Commission from 7:00PM to 6:00PM. Commissioner Molstad moved to approve the start time of the Parks and Recreation Commission from 7:00PM to 6:00PM. Seconded by Commissioner Susag Ayes – All The motion passed. G.VISITOR PRESENTATIONS Chuck Gunsolus – 2408 Barclay Street John Malone – 2415 Barclay Street H.COMMISSION PRESENTATIONS I.STAFF PRESENTATIONS 1.Fish Creek Trails Parks Manager, Jim Taylor, gave an update on the Fish Creek Trails. 2.WOW Events Parks Manager, Jim Taylor, invited everyone to the August 24 WOW Event. 3.Movie Nights Parks Manager, Jim Taylor, discussed the upcoming Movie Night events (August 24 and September 16). 4.Maplewood Rec Run 3K/5K Parks Manager, Jim Taylor, discussed the upcoming Maplewood Rec Run 3K/5K event. Wednesday,August 17, 2016 Parks and Recreation Commission Meeting Minutes F1 MEMORANDUM TO:Parks and Recreation Commission FROM:Jim Taylor, Parks Manager DATE:September 14, 2016 SUBJECT:Goodrich Park Playground Introduction As part of the Parks SystemMasterPlan implementation, staff is proposing the replacement of the playground at Goodrich Park. This improvement will be funded by the sale of an Equipment Certification Bond for the amount of $250,000. The reason for the bigger budget is we want this playground to have some universally designed components. Staff is recommending use Flagship Recreation/Landscape Structures for this project and purchasing directly off the state contract. Background Upon the adoption of the Parks System Master Plan in early 2015, staff has beenworking with the Parks and Recreation Commission and the City Council on an implementation plan. This improvement is the first step towards that implementationof the plan. Twomajor outcomes were to “Take Care of What We Have” and to improve accessibility and ADA facilities. This projects will address both of these. Staff isrecommending utilizing Flagship Recreation/Landscape Structures through theState Purchasing Contract for the purchase and installation of this equipment. Since the last meeting of the Parks and Recreation Commission staff and our consultants form Flagship Recreation have hosted two community meetings to talk about the playground. The first meeting was to discuss concepts and what the residents are looking for out of a playground, at the second meeting two concept designs were presented for discussion (Included in the packet). The consulting team took used those recommendations and discussions to design the preferred concept that will be presented to the Commission at the meeting. Budget This project will have a $250,000 budget funded through an Equipment Certification Bond. Recommendation Staff recommends approval of the Goodrich Park playground preferred concept. This playground will celebrate the history and ecological significant of the site. Discussion As one of the City’s top priorities, the Phase 2 Gladstone Redevelopment Project began in 2015. This project includes the addition of a playground and falls under the approved master plan for the site. The Gladstone Savanna Master Plan integrates the site’s natural and historic resourcesand provides for recreation. Rather than having a lotof interpretive signage on the site, the master plan calls for a more subtle approach to interpretation of site history and natural resources. It relies on design elements and features that hint at the site’s history, while making more in-depth interpretation available via electronic media. This approach received full support from the commissions and City Council.This playground project will help tell that story. Staff is again recommending utilizing the state contract to work with Flagship/Landscape Structures. We believe this company has the expertise to deliver a unique project to the site. This playground will not be our tradition deck and post system but be customized to interpret the rich history of the site. Since the last meeting of the Parks and Recreation Commission staff has held two community meetings to discuss the custom concepts that will be part of this plan. Our consultants from Flagship Recreation will present the preferred concept at the meeting. Budget The funding for this project is $250,000 and budgeted in the Park Development Fund.In the approved 2016-2020 Capital Improvement Planthere is $295,000 allocated for work at the site in 2016. Recommendation Staff recommends approval of the Gladstone Savannah Playground Preferred Concept. Background In mid-August, City staffsent a Request for Proposal (RFP) to six playground vendors in the state. The RFP was fairly simple. We gave them an$85,000 budget and asked them to come up with a design for the age range on 5-12 years old. We received twoproposals, the low number was due to the difficult site the playground sits on. On September 14,2016, staffpresentedthese two proposals to the residents for them to choose the park they would like to see in their neighborhood. The proposal from Northland Recreation/Little Tykes was the overwhelming favorite. Staff will present this concept at the meeting. Recommendation Staff recommends the approval of the Concept design created by Northland Recreation and chosen by the residents of the Vista Hills Neighborhood. Attachments 1.
