It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongsteach other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. Commissioner Susag moved to approve the agenda as amended. Seconded by Commissioner Molstad Ayes – All The motion passed. E.NEW BUSINESS 1.Parks and Recreation Month Wednesday,July 20, 2016 Parks and Recreation Commission Meeting Minutes D1 Parks Manager, Jim Taylor discussed Parks and Recreation Month and requested Parks and Recreation Commission to adopt proclamation. Commissioner Molstad moved to approve theParks and Recreation Month as presented. Seconded by Commissioner BrandonAyes – All The motion passed. 2.Vista Hills Playground Project Parks Manager, Jim Taylor, discussed the Vista Hills Playground Project. Next meeting is August 17,2016 DRAFT Wednesday, July 20, 2016 Parks and Recreation Commission Meeting Minutes E1 AGENDA REPORT TO:Parks and Recreation Commission FROM:Audra Robbins, Recreation Manager SUBJECT: Kid City Project Update DATE: August 17, 2016 Introduction Maplewood is partnering with Z Puppets Rosenschnoz, anaward-winning Minneapolis multidisciplinary artists specializing in innovative, interactive experiences for families and youth. Future plans will involve finding ways to incorporatethe Kid Cityproject with the Integrated Youth Development Initiative to best serve the youth of Maplewood. A member of the Z Puppets Artist Team will be present to give on update on the project. Background Kid City,is a youth-driven public art program that mobilizes kid citizens to work in partnership with artists and the City to revitalize Maplewood. Kid City responds to risk factors faced by our youth, many of whom are from Maplewood’s fastest growing populations (Latino, East African, Hmong, and Karen), receive free and/or reduced lunches, or are at-risk of dropping out of school. F1 MEMORANDUM TO: Parks and Recreation Commission FROM:Jim Taylor, Parks Manager DATE: August 17, 2016 SUBJECT:Farm Program at Harvest Park Introduction In 2015 staff introduced the idea of adding afarm program at Harvest Park. On August 15 staff will be hosting an open house for the residents to discuss the mission of Minnesota Food Association and why this farm training program is important. Background One of the recommendations in theMaplewood Parks System Plan was to continue to add gardening and farm programs. In early 2015 staff began working with Minnesota Food Association (MFA) to bring farming into the City. At this time we established a common vision to repurpose a park in Maplewood into aneducational farm andtraining program. By working with MFA the City feels we can accomplish this goal at an open area of Harvest Park. Introduction of Partners Minnesota Food Association (MFA) is a nonprofit organization with a mission to build a sustainable food system based on social, economic and environmental justice. MFA provides an array of land-based educational opportunities about sustainable organic agriculture for farmers, youth and the community. MFA operates Big River Farms, a150 acre incubator farm for vegetable producers from historically underserved communities; as well as Big River Farms Food Hub, which aggregates, markets and distributes certified organic vegetables grown by program participants. MFA is excited for the opportunity to expand the training program to land closer to where program participants and consumers reside. Accessible land is essential to new farmers' success as they work to build sustainable farm businesses and grow food for our community. Discussion Staff will give an update on the open house and discuss next steps. Recommendation No action required. This update is for informational purposes only. F2 MEMORANDUM TO: Parks and Recreation Commission FROM:Jim Taylor, Parks Manager DATE: August 17, 2016 SUBJECT: Fall Playground Projects Timeline and Community Process Introduction Over the past couple months the Parks and Recreation Commissionhas approved playground projects at Goodrich, Gladstone, and Vista Hills. Staff will present the detailed timeline and process for these projects. Background Upon the adoption of the Parks SystemMasterPlan in early 2015, staff has been working with the Parks and Recreation Commission and the City Council on an implementation plan. This improvement is the first step towards that implementationof the plan. Twomajor outcomes were to “Take Care of What We Have” and to improve accessibility and ADA facilities. These projects will address both of these. Each of these projects will carry a unique community process depending on the goals of the project. For the Goodrich and Gladstone project we will be following a full scale community process gathering resident input on the front end. For Vista Hills we will be following our normal neighborhood park process. Staff will give a detailed presentation on the timeline and Parks and Recreation Commission involvement with each of these projects. Recommendation There is no additional recommendations at this time. The purpose of this discussion is to better understand the process and timeline. Attachments None
