Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings -elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commission members or citizens -unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or
others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

Introduction
Since 1985, Americans have celebrated Parksand Recreation Month in July to promote
the importance of parksand recreation in healthand wellness, conservation and social
equity, andtorecognize thethousands of park and recreation employees thatmaintain
ournation’s localand community parks.
The mission of Maplewood Parksand Recreationis to provide diverse recreational
opportunitiesfor peopleof all agesand abilities,enhance and preserve our parks,
facilities, andopen spaces while promoting environmentalstewardship through
education and outreach.
We serve approximately 10,000 childrenand adultsthrough our recreation programs
and sports leagues per year.With36 parksand 14 open space consistingof 930 acres
of land serving as an anchorto provide placesforgathering, athletics,andrespite, the
City of Maplewood isa great place to live,work, andplay!
Parks andecreation services are vitalfor our communities,from protecting open
space and natural resources,to helpingfight obesity,toproviding activitiesand
resources for all walks of life.Parksand Recreation Month encourages everyone to
reflectontheexponential value parksand recreation bringto communities.
TheWOWTouch aTruckand Carnival Events atWakefield Park on July27 and August
24,along withMovie In the Park(The Incredibles) on September16 and our Maplewood
Rec Run 3k/5k(MCC) October1 are afew of theupcoming ways that Parks and
Recreation is promotingfamily funandfitness inMaplewood.

Designation of July as Park and Recreation Month
WHEREAS parks and recreation programs are an integral part of communities throughout this
country, including the City of Maplewood; and
WHEREAS our parks and recreation are vitally important to establishing and maintaining the quality
of life in our communities, ensuring the health of all citizens, and contributing to the economic and
environmental well-being of a community and region; and
WHEREAS parks and recreation programs build healthy, active communities that aid in the
prevention of chronic disease, provide therapeutic recreation services for those who are mentally or
physically disabled, and also improve the mental and emotional health of all citizens; and
WHEREAS parks and recreation programs increase a community’s economic prosperity through
increased property values, expansion of the local tax base, increased tourism, the attraction and
retention of businesses, and crime reduction; and
WHEREAS parks and recreation areas are fundamental to the environmental well-being of our
community; and
WHEREAS parks and natural recreation areas improve water quality, protect groundwater, prevent
flooding, improve the quality of the air we breathe, provide vegetative buffers to development, and
produce habitat for wildlife; and
WHEREAS our parks and natural recreation areas ensure the ecological beauty of our community
and provide a place for children and adults to connect with nature and recreate outdoors; and
WHEREAS the U.S. House of Representatives has designated July as Parks and Recreation
Month; and
WHEREAS the City of Maplewood recognizes the benefits derived from parks and recreation
resources
NOW THEREFORE, BE IT RESOLVED BY the Maplewood City Council that July is recognized as
Park and Recreation Month in the City of Maplewood.

SUBJECT:Vista Hills Playground Replacement
Introduction
In the spring of 2016Park Maintenance staff completed a thoroughassessment of our entire
playground system. As a result of this inspection, it was confirmed that theVista Hillplayground
needs to be replaced.
Background
Maplewood currently has twoCertified Playground Inspectorson staff. In the spring of 2016all
of the City’s playgrounds were inspectedand aplan was developed to address the concerns
found.This year staff proposed the Vista Hills replacement.
Discussion
The selection of Vista Hills wasmade through thorough inspectionsand based on safety.
Sometimesaesthetically a park looks in poorcondition; however,structurally itis still functional.
Vista Hills has spent a couple years on the replace or fix list based on safety.
Budget
This project will carry a not to exceed budget of $85,000 andwillbe paid for out of the Parks
Allocation in the CIP Fund.
Recommendation
Staff recommends that the Parks and Recreation Commission givea motion of support for the
replacement of Vista Hills Park.

SUBJECT:Goodrich Park Playground Improvements
Introduction
At the June meeting of the Parks and Recreation Commission, staff presented on the Goodrich
Park Playground Improvements. This project was unanimously approved by the Commission.
Since this meeting the project has been approved by Council. At this month’s meeting we will
have a discussion on timeline and the community process.
Background
Upon the adoption of the Parks SystemMasterPlan in early 2015, staff has been working with
the Parks and Recreation Commission and the City Council on an implementation plan. This
improvement is the first step towards that implementationof the plan. Twomajor outcomes
were to “Take Care of What We Have” and to improve accessibility and ADA facilities. This
projectwill address both of these.
For this project the City will be utilizing Flagship Recreation/Landscape Structures through the
State Purchasing Contract for the purchase and installation of this equipment.
Flagship Recreation/Landscape Structures are industry leaders in inclusive play. We feel there
mission very closely relates to the goals of this project and supports the outcomes of the Parks
System Master plan.
This project will have a detailed and thorough community process and will ultimately be
approved by the Parks and Recreation Commission prior to installation in the fall of 2016.
Budget
This project will have a $250,000 budget funded through an Equipment Certification Bond and
has been approved by the City Council
Recommendation
There is no additional recommendations at this time. The purpose of this discussion is to better
understand the process and timeline.

SUBJECT:Gladstone SavannaPlayground Addition
Introduction
At the June meeting of the Parks and Recreation Commission, Staff is recommended the addition of a
new themed playground at the Gladstone Savanna. This recommendation was unanimously approved
by the Parks and Recreation Commission.
Discussion
The Gladstone area continues to be one of the City’s top priorities. In 2015, the City began Phase 2 of
the Gladstone redevelopment, included in this phaseof the planwas a playground at the site. This
project falls under the approved master plan for the site.
This project will have a full community process with the design team working with the community,
commissions, and council on the front end to ensure everybody is heard. Once the concept is
developed it will be presented at the Parks and Recreation Commission for approval. Staff would like
to lay out this timeline and process to the Commission.
We will be working with Flagship/Landscape Structures. They havethe expertise to deliver a unique
project to the site. This playground will not be our tradition deck and post system,butwillbe
customized to interpret the rich history of the site.
Budget
The funding for this project is $250,000 and budgeted in the Park Development Fund. In the approved
2016-2020 Capital Improvement Plan there is $295,000 allocated for work at the site in 2016.
Recommendation
There are no additional recommendations at this time. The purpose of this discussion is to go through
the timeline and the Community process that we will be following for the completion of this project in the
fall of 2016.
