Homart, a development company and
subsidiary of Sears Roebuck, told the

Normal village procedure calls for such
sites to be entirely plotted and while the
council had no specific objections to the
request, one councilman, Donald Wiegert
said, "Our staff says they haven't had
enough time to review your request, and
I'm not sure if what you want is for your
best interests."
