Maplewood may request
legislation to force the St.
Paul Water Board to oper-
ate as an independent
agency, serving "that to-
tal area for which it was
designed."
The Maplewood City
Council Thursday ordered
its staff to study the,possi-
ble legislation after the
council rejected by 3 to 2
a $10.3 million water im-
provements project that
would have enabled the
city to operate an inde-
pendent water distribu-
tion system.
The council also direct-
ed its staff to study the
constitutionality of legis-
lation under which the St.
Paul Water Board oper-
ates.
The board's operation is
discriminatory, council
members said, in that
suburban retail water cus-
tomers pay higher rates
than St. Paul customers,
Maplewood water cus-
tomers now pay rates
about 35 per cent higher—
than those paid by St.
Paul customers.
Under the proposed in-
dependent water distribu-
tion system, Maplewood
would have purchased wa-
ter from the water board
at wholesale rates and re-
sold it to Maplewood cus-
tomers.
