Boardmember Lamersmoved to approvethe comprehensive sign plan to allow Sarrack’s Liquor Store at 2305 Stillwater Road East to have a 72 square foot mural on the south wall. Approval is subject to the following conditions: 1.Approval of design plans is good for two years. If the applicant has not begun construction within two years, this design review shall be repeated. Staff may approve minor changes. May 24, 2016 Community Design Review Board Meeting Minutes 2 2.All trash receptacles must either be kept inside the building or an outside trash enclosure must be built on site. 3.Satisfy the requirements set forth in this report by staff engineer Jon Jarosch. 4.Satisfy the requirements set forth in the environmental report authored by Shann Finwall, dated May 13, 2016. 5.Submit the following the staff approval before the city issues a grading or building permit: a.Final grading, paving, drainage, utility, traffic/street improvement and erosion control plans. These plans shall meetthe requirements of the city code and the city engineer. b.Verification that all watershed district special provisions, as indicated on the watershed district permit, are met before the city issues a building or grading permit for the site. c.Payment of therequired park availability charge of $286,344, as determined by city ordinance. d.A cash escrow or an irrevocable letter of credit for all required exterior improvements. The amount shall be 150 percent of the cost of the work. 6.The applicant or the contractor shall complete the following before occupying the building: a.Replace any property irons removed because of this construction. b.Install a reflectorized stop sign at the exits and a handicap-parking sign for each handicap accessible parking space. c.Install an in-ground lawn irrigation system for the parking lot islands and for all landscape areas (except the ponding areas). d.Post signs identifying the customer and employee parking spaces. e.Install all the required exterior improvements, including landscaping and signs. f.Install all bituminous and the engineered porous or permeable surface and the curb and gutter. g.Stripe all drive aisles h.Install all required landscaping by June 1 if the building is finished in the fall or winter, or within six weeks of completion if it is finished in the spring or summer. i.Install all exterior lighting. j.Screen all roof-mounted equipment visible from public streets. 7.If any required work is not done, the city may allow temporary occupancy if: May 24, 2016 Community Design Review Board Meeting Minutes 3 a.The city determines that the work is not essential to the public health, safety or welfare. b.The above-required letter of credit or cash escrow is held by the City of Maplewood for all required exterior improvements. The owner or contractor shall complete any unfinished exterior improvements by June 1 if occupancy of the building is in the fall or winter, or within six weeks of occupancy of the building if occupancy is in the spring or summer. 8.All work shall follow the approved plans. The director of the environmental and economic development department may approve minor changes. 9.This approval does not include any of the other buildings on the site (only the first phase medical office building). The owner shall apply to the city for design approval for each of the additional phases (including the architectural, landscaping and drainage plans). The community design review board (CDRB) must approve the project plans for each of these buildings before the city can issue a building permit for each building. Boardmember Ledvinamoved to approve the plans date-stamped May 18, 2016 for a comprehensive sign plan to allow signage for a new medical office building located at Hazelwood. Approval of the comprehensive sign plan is subject to the following conditions:(changes to the conditions are in bold and underlined). 1.Signs on the east elevation shall be limited to one 10’ X 30’ sign over the main entrance and three 3’ and 25’ tenant signs. 2.Signs on the south elevation shall be limited to two 3’ X 25’ tenant signs. 3.No signs are permitted for the west or north elevations. 4.Any signs for future phases will require an amendmentof this sign plan. 5.The maximum size of the letters shall be 48 inches and be channel letters. 6.The monument signshall have amaximum height of 12 feet from the base and shall incorporate design and materials of the buildingsubject to staff approval. The city council discussed combining boards and commissionsor reducing the number of board and commission spots in the near future due to lack of volunteers applying for opening on the boards and commissions. 9.STAFF PRESENTATIONS None. 10.ADJOURNMENT The meeting was adjourned by Chairperson Kempeat7:05p.m. May 24, 2016 Community Design Review Board Meeting Minutes 5 MEMORANDUM TO: Melinda Coleman, City Manager FROM:Michael Martin, AICP, Economic Development Coordinator DATE:July20, 2016 SUBJECT:Consider Approval of Design Plans, Hill-Murray, 2625 Larpenteur Avenue East Introduction Benjamin Foreman, of RJM Construction and on behalf ofHill Murray, is requesting approval to build a newplaza,restroom building and storagebuildingall adjacent to the school’s renovated football field. These improvementswere identified when the city approved the football field renovation project this past Februarybut building planshadyet to be developed. This project requires design review Background On April 8, 1996, the city council approved a conditional use permit (CUP) for Hill-Murray to make changes and improvements to their athletic fields. This approval was subject to ten conditions. On July 14, 1997, the city council reviewed the CUP for Hill-Murray. At this meeting, the council changed Condition 8 of the 1996 approval to read as follows: “Applicant may be required to plant 30 native species of trees for screening between the playing fields and the homes on Knoll Circle, as may be determined at a future hearing on the conditional use permit.” On May 11, 1998, the city council approved a wetland buffer setback variance and a conditional use permit revision for the Hill-Murray athletic facilities. These requests were to update and revise the plans that the city had approved for the school’s athletic facilities in 1996 and in 1997 and were subject to several conditions. On June 28, 1999, the city council approved the following for Hill-Murray High School: 1.Revisions to the conditional use permit (CUP). They proposed several changes to the approved plans for the school. The city code requires a CUP for schools. This approval was for the school to replace and expand the school’s main entry, which they have now completed. The school also proposed an expanded parking lot on the east side of the school building. 2.The designs for an addition to the main entry of the school. This included the architectural, site and landscape plans for the project. On November 13, 2001, the city council approved a CUP revision for the school. This revision was for plans for an addition on the west side of the school that included a chapel and a student entrance. On August 28, 2006, the city council approved a CUP revision and the project plans for the school. These approvals were so that Hill-Murray could: 1.Put a 31,500-square-foot addition onto the east side of the field house for additional gym and locker room space. 2.Renovate and remodel the interior of the existing athletics building. On September 9, 2013, the city council approved a CUP revision and project plans for construction of a new tennis court complex. On February 23, 2016, the CDRB approved project plans to reconstruct the school’s existing running track, currently gravel, and football field, currently grass, on the north side of the school property. Discussion Plaza The proposed plaza will connect the school’s parking lot to the existing football field.The plaza willbe constructed withconcrete and will feature the school’s logos. A decorative fence will serve asan entrance gate between the parking lot and the field. Attractive landscaping will be place throughout the plaza. Restroom Building Thenew 62’8” by 16’8” restroom building will be placed on the northwest side of the plaza. The rear and sides of the building will be constructed with rockface cement blocks. The front side of the building will alternate with rockface and smooth concrete blocks. The blocks will be painted with the schools colors. Storage Building The new 48’ by 20’ storage buildingwillbe located to the southeast of the football field. The building willbe constructed with lap siding with an asphalt single roof. The schools colors and nickname willbe featured on the building. Tree Preservations Requirements Seven trees willbe removedfrom the site whichis lessthan20 percent of the overall si. Therefore, only seven treesthat are at least 2” indiameterneed to be replaced perthe tree preservation ordinance.Theapplicant isproposingto plant 23 trees, which meetsthecity’s tree replacement requirements. Department Comments Building Official Jason Brash, building inspector, commented the applicant will need to meet the following requirements: 1.Build per 2012 IBC, 2012 IMC, 2012 IFGC, 2014 NEC, 2012 Minnesota State Plumbing Code, 2015 Minnesota State Building Code 1323 Commercial Energy Code 2012 IECC, 2015 Minnesota State Building Code with ANSI A117. 1-2009 accessibility rules. Engineer Refer to the engineering report from Jon Jarosch, staff engineer.The applicant would need to comply with Mr. Jarosch’sconditions as stated in his report. Police Chief Paul Schnell has no issues with the proposal. Budget Impact None. Recommendation Approve the project plans date-stamped July 15, 2016, for the new plaza, restroom building and storage building at HillMurray School at 2625 Larpenteur Avenue. The city bases this approval on the findingsrequired by the code. The developer or contractor shall do the following: 1.Repeat this review in two years if the city has not issued a building permitfor this project. 2.Complete the following before the city issues a grading or building permit: a.Have the city engineer approve final construction and engineering plans. Theseplans shall include: grading, utility, drainage, erosion control, tree and sidewalkplans. The plans shall meet all the conditions and changes noted in Jon Jarosch’s memo dated July 15, 2016. b.Provide the city with a letter of credit or cash escrow for all required landscaping improvements. The amount shall be 150 percent of the cost of thework. 3.Complete the following before occupying the new buildings: a.Replace property irons that are removed because of this construction. b.Restore and sod damaged turf areas. c.Complete all landscaping for the project. d.Install and maintain all required trees and landscaping and an in-ground sprinkler system for all landscaped areas (code requirement). 4.If any required work is not done, the city may allow temporary occupancy if: a.The city determines that the work is not essential to the public health, safety orwelfare. b.The above-required letter of credit or cash escrow is held by the city for all required exterior improvements. The owner or contractor shall complete any unfinished landscaping by June 1 of the next year if the building is occupied inthe fall or winter, or within six weeks of occupancy if the building is occupied inthe spring or summer. 5.Thefuture concession building project requires design review andapproval by the city. 6.All work shall follow the approved plans. The director of the environmental and economic development department may approve minor changes. The applicant is requesting a review of the current design. The stormwater management for this entry plaza, restroom facility, and storage shed were accounted for as part of the football field renovations. No additional stormwater management is required at this time. This review does not constitute a final review of the plans, as the applicant will need to submit construction documents for final review.Thefollowing are engineeringreview comments on the design and act as conditions prior to issuing permits. Drainage and Stormwater Management 1)The project shall be submitted to the Ramsey-Washington MetroWatershed District (RWMWD) for review. All conditions of RWMWD shall be met. Grading and Erosion Control 2)The applicant shall submit a grading plan depicting proposed plaza elevations and how runoff in the plaza area will be managed. 3)All slopesshall be 3H:1V or flatter. 4)Theneighboring wetland areasshall be protected from sedimentation throughout construction. 5)Inlet protection devices shall be installed on allonsite storm seweruntil all exposed soils onsite are stabilized. 6)Adjacent streetsand parking areasshall be swept as needed to keep the pavement clear of sediment and construction debris. 7)All pedestrian facilities shall be ADA compliant. The applicant should verify the need for other City permits with the Building Department. 14)Grading and erosion control permit 15)Sanitary Sewer Permit -END COMMENTS - MEMORANDUM TO:Melinda Coleman, City Manager FROM:Michael Martin, AICP, Economic Development Coordinator DATE:July 20, 2016 SUBJECT:Consider Approval of Design Plansand a Comprehensive Sign Plan Amendment, ALDI, 3000 White Bear Avenue North Introduction Andrew Brandel, of ISG and on behalf of ALDI, is requesting approval of design plans and a comprehensive sign plan amendment for a new grocery story to be located at Plaza 3000, 3000 White Bear Avenue North. Background 1974: The city council approved plans for the Plaza 3000 Shopping Center. January 28, 2014: The community design review board approved the design plans for the addition of the Hobby Lobby at the Plaza 3000. May 12, 2014: The councilapproved a CUP fora reduced parking lot setback on the south sideof the building by Lydia Avenue Discussion Buildingand SiteDesign ALDI is proposing to locateitsstore withinvacated spacesatthe Plaza 3000 while constructing a new canopyand cart corral near the front entrance and anew loading dockat thesouth side of the building.The cart coraland canopy willbe constructed with modular brick,split-face concrete block, aluminum composite panels and EIFS. The new loading dock will replace the existing concrete blocks with similarmaterialsand colors. The applicantwas able todesign the new loading dock without encroaching any further into existing setbacksbut six existing parking spaces would be removed. These six spaces are currently located on the rear side of the building and are not typically used. The applicant would restripe the existing parking spaces serving this use and would alter the existing configuration of the parking lot to the west of the building which eliminates eight more spaces. The store is required by ordinance to provide 95 parking spacesand its site plan shows 98 provided spaces. The rest of the center also meets the parking requirements. The applicant’s site plan show the reconfigured parking spaces being striped at 9-feet-wide. Ordinance requires 10-foot-wide spaces and this can be achieved by either eliminating some of the extra spaces or altering the location of the spaces. The applicant is not removing any trees on this site nor are any new trees or landscaping being proposed. However, staff believe some additional landscaping should be added between White Bear Avenue and the parking lot. This will help mitigate the fact the new loading dock faces out to White Bear Avenue. In addition, landscaping should be considered within the new parking lot by adding islands in areas where no parking areas are in place. Trash Enclosures City ordinances require that trash and recycling containers be kept in screen enclosures. The back ofthe Plaza 3000 has many trash dumpstersand the city hasbeen working he property owner overthe past two yearsand getting new enclosures built.Staff recommends as a conditionof this approval, that theownerof the shopping center submit a plan for staff approval forenough trash enclosuresbehind the building toaccommodate all trash dumpsters and recycling containers.ALDI mustscreen alltrash and recycling containersper ordinance requirement. Comprehensive Plan Amendment ALDI is requesting amendments to the comprehensive sign plan for Plaza 3000 to facilitate its desired signage. The existing sign plan limits signs to individual letters no more than 36 inches in height. ALDI is proposing two sign areas on the north and west elevations of the building. The words “Food Market” would be 24 inches in height and the applicant is proposing logos, one on each elevation, which would be just under 10 feet in height. Staff feels the signage is tasteful and conducive to the design of the building. Recommendation A.Approve the plans date-stamped July 15, 2016for the building remodeling for the proposed ALDI at the Plaza 3000 Shopping Center, 3000 White Bear Avenue.Approval is subject to the following conditions: 1.Approval of design plans is good for two years. If the applicant has not begun constructionwithin two years,this design review shall be repeated. 2.The property owner shall submit a plan to staff for approval that proposes trash enclosuresbehind the building on the south and east sides to contain all trash and recycling dumpsters.This is a code requirement. ALDI’s trash and recycling dumpsters are required to be screened. 3.The applicant shall comply with all requirements of the fire marshaland buildingofficial. All building code requirements relative to the proposed building projectandrevisions shall be subject to the building official's approval. 4.The applicant shall comply with all requirements of the engineering department's review datedJuly 8, 2016. 5.The applicant shall stripe parking spaces in the parking lotwest of the building with 10- foot-wide spaces. 6.There shall be no use, other than parking,of the area northwest of ALDI previously used , without the for outdoorseasonal sales, for pumpkinsand Christmas trees, for example property owner first obtaining a parking waiverfrom the city council. 7.The applicant shall submit a landscaping plan for staff approval showing landscaping elements added to the area between White Bear Avenue and the parking lot and the addition of parking lot islands which include landscaping. B.Approve changes to the comprehensive sign plan for the Plaza 3000 to facilitate the requested signage for ALDI. The amended criteria shall read (additions are underlinedand deletions are crossed out): 1.Tenant signs are restricted to store identity only. 2.The approved signagearea on thePlaza 3000south building isthe upper building fascia. Thesignage shall consist ofa continuous 36-inch-high individual-letter signs mounted on a raceway as shown onthe remodeling plans date-stamped March 25 1998. At the centerof the mall area, a second rowof signs maybe used to help locate tenants.There shallbe a minimum of18 inches between signs.Based onthe plans date-stamped July15, 2016, ALDI is approved to have signage on the north and west elevationswhichinclude individualchannelletters which do not exceed a height of 24 inchesandone logo oneach elevation that doesnot exceed 9 feet and 5.5 inchesin height. 3.The approved signage area on the Plaza 3000 North Annex is the upper buildingfascia. Themaximum letter height allowedis 36 inches. The total sign height for morethan one line of copy shall not exceed four feet. These signs shall be individual,internally-lit letters mounted on raceways. There must be at least two feet betweenboth ends of a tenant's sign and that tenant's store front. These signs must becentered horizontally and vertically within the upper building fascia. 4.Staff may approve signage changes for the major tenants, providedthe signs meet the code and are smaller or similar in size to the signs they are replacing. 5.As approved bythe city councilonOctober9 1995 the sign criteria for pylon signs shall be as follows: The original Plaza 3000 pedestalsign and the6 by 12-foot pylon sign shallbe removed.Theproposedexisting11 by20 foot pylonas shownon the plandate- stamped August 18 1995is approved subject tomeeting the city code requirements. The existing Plaza 3000 North Annex pylon sign may remain. If the shoppingcenter owner doesnot installthe proposed pylon sign, there shallbe no pylon sign changes, except removal, without city approval. 6.Service door signs are limited to the store name and address. Addresses must be between 3 and 12 inches in height. Store names must not exceed three inches in height. 7.All holes from signs that are removed must be properly patched and the wall raceway or fascia must be repainted or refinished. 8.The community design review board must review major changes to this criteria. Staff may approve copy changes for the signs and minor pylon sign revisions if they meet code. The proposed project includes building out the former Old Country Buffet tenant space within the existing multi-tenant building located at 3000 White Bear Avenue North in Maplewood, Minnesota, to accommodate a new ALDI grocery store. The scope of work also includes the associated site improvements, although disturbance of the existing site will be minimal. While the majority of the project is internal to the building, minor exterior site improvements are proposed to accommodate the new grocery store.The applicant is requesting a review of the current design. As theamount of disturbance on this site is less than0.5 acre, the applicantis not requiredto meet the City’s stormwater qualityrequirements. Drainage and Stormwater Management 1)The proposed storm sewer connection intothe existing manhole along Lydia Avenue shall be made by core-drilling the existing manhole. 2)A stormwater maintenance agreement shall be prepared and signed by the owner for the ongoing maintenance ofthe proposed storm sewer system. Grading and ErosionControl 3)Silt fencing is currently shown behind the curb along the south end of the parking lot. It appears that this silt fence will be ineffective in its current location, as sedimentwould need to build up over the curb to reach the fencing. The applicant shall review the erosion control plan and modify as necessary to ensure the site contains adequate perimeter control. One option would be to utilize compost logs around the perimeterof the excavated areas. 4)Inlet protection devices shall be installed on allexistingand proposedonsite storm seweruntil all exposed soils onsite are stabilized. 5)Adjacent streetsand parking areasshall be swept as needed to keep the pavement clear of sediment and construction debris. Other 12)The truck access exhibit depicts delivery trucks needing to drive up onto the curb on the south side of Lydia Avenue, cross 3 lanes of traffic, drive onto the curb at the property entrance, and narrowly miss the building under an optimal driving scenario. This scenario is likely to cause traffic disruption on Lydia Avenue, as well as damage o curbing and boulevard areas near the entrance. The applicant shall review the entrance off of Lydia Avenue and modify as necessary to better accommodate delivery trucks. 13)All work within the Lydia Avenue right-of-way will require a right-of-way permit. The city requires design review for all commercial building projects built in Maplewood. Discussion Building Design and Site Plan The proposed buildingand parkinglot meets setback requirements. The proposedstructurewill be constructed with lap siding and rockfacecement block. The trash enclosure is proposed to be locatedon the north sideof the site.It is recommendeddesign detailsof the trash enclosure be submitted to staff forapproval. The enclosureneedsto besized to hold both trash and recycling containers. Staff feels the applicant should be required to enhance the design of the building. Staff recommends the applicant be required to add either brick or stone to the front elevation which should also wrap around to a portion of the side elevations. This would be consistent with design standards established by the building immediately to the east and to the north and other nearby buildings. The applicant should also be required to either add larger windows to the front elevation or other architectural elements. In addition, the applicant should be required to add architectural elements to the roof area on the front elevation as is a very large expanse – this could include expanding the size of the two canopy areas. Landscaping The applicant’s landscape plan is also minimaland sparse.The landscape plan proposes 13 treesof a single tree. The plan should be revised to showat least three different species of trees as recommendedbythe city’s environmental planner.Planting details forthe ponding area also need tobe submitted to staff priorto receiving a grading or buildingpermit. Parking Lot This project requires 79 spaces for this project. The office portion of the building requires 12 spaces and the public assemblage portion requires 67 spaces. The applicant is proposing to provide 112 parking spaces which exceeds the city’s requirements. The city has experienced parking shortages with this type of use in other areas of the city. If parking becomes an issue, the applicant may be required to work out overflow parking agreements with nearby properties. The use of this property will be focused on the weekends which should alleviate some of the parking concerns. Department Comments Building Official Jason Brash, building inspector, commented the applicant will need to meet the following requirements: 1.Build per 2012 IBC, 2012 IMC, 2012 IFGC, 2014 NEC, 2012 Minnesota State Plumbing Code, 2015 Minnesota State Building Code 1323 Commercial Energy Code 2012 IECC, 2015 Minnesota State Building Code with ANSI A117. 1-2009 accessibility rules. Assistant Fire Chief Butch Gervais, assistant fire chief, commented the applicant is required to provide fire protection with monitoring fire department lock box and must have all permits pulledand on site. Drainage and Stormwater Management 1)The proposed storm sewer connection into the existing manhole along GervaisAvenue shall be made by core-drilling the existing manhole. 2)A stormwater maintenance agreement shall be prepared and signed by the owner for the ongoing maintenance ofthe proposed storm sewer systemand pond. 3)The applicant is proposing to control runoff rates via the use of a pond proposed near the southeast corner of the property. The applicant shall also meet the City’s volume reduction requirements, infiltrating 1.1-inches of runoff over the impervious surfaces on the proposed site. 4)The proposed pond shall contain a 10-foot wide flat safety bench 1-foot below the normal water level of the pond, as described in the City’s stormwater standards. 5)The applicant shall provide stormwater calculations and a narrative depicting how the City’s stormwater management standards are being met prior to the issuance of a grading permit. Attachment 8 6)This project shall be reviewed by the Ramsey-Washington Metropolitan Watershed District. A permit from the Watershed District shall be obtained prior to the City issuing a grading permit for this project. Grading and Erosion Control 7)Inlet protection devices shall be installed on allexistingand proposedonsite storm seweruntil all exposed soils onsite are stabilized. 8)Adjacent streetsand parking areasshall be swept as needed to keep the pavement clear of sediment and construction debris. 9)All pedestrian facilities shall be ADA compliant. 10)A copy of the project SWPPP and NDPES Permit shall be submitted prior to the issuance of a grading permit. 11)The total grading volume (cut/fill) shall be noted on the plans. 12)Please turn off the existing contours on the plans depicting proposed conditions for clarity. 13)The proposed pond shall be protected from siltation throughout construction. Any accumulated sediment shall be removed once onsite soils are stabilized to ensure design capacity of the pond is attained. Sanitary Sewer and Water Service 14)The applicant shall be responsible for paying any SAC, WAC, or PAC charges related to the improvements proposed with this project. 15)Modifications to the water system shall be reviewed by Saint Paul regional Water Services. 16)An existing sanitary sewer line is stubbed in near the southeast corner of the property. The sewer service shall be tied in at this location to avoid an intrusion into the newly constructed Gervais Avenue. Other 17)All work within the GervaisAvenue right-of-way will require a right-of-way permit. Disturbed right-of-way areas shall be restored per the City’s right-of-way ordinance.The applicant should take special note that any intrusion into the street pavement along Gervais Avenue will require a full street width replacement of the pavement from control Attachment 8 joint to control joint, per the City’s right-of-way ordinance. Special care should be taken in designing and constructing the new drive entrance. The applicant is encouraged to consider such options as having the back of curb cut and removed in the drive entrance area to minimize the potential for street pavement damage. 18)The applicant shall satisfy the requirements of all other permitting agencies. Discussion Staff had recommended the city council consider combining the planning commission and the community design review board into a single group. Currently, the council is not comfortable with this direction but did direct staff to explore amending the community design review board’s (CDRB)established meeting date. Meeting Frequency The CDRB’s rules of procedure states the group shall meet on the second and fourth Tuesday of every month. For several years now the CDRB has been holding –at most –a single monthly meeting and the rules should be updated to reflect this. In addition, staff is recommending the CDRB meet on the third Tuesday of every month which is the same night the planning commission will be holding its monthly meetings. The idea is that applicants, staff and currently a single board member would be able to attend both required meetings on a single evenings. It would also afford the opportunity to hold joint meetings for training purposes when one or both groups have light agendas. Recommendation Recommend approval to the CDRB’srules of procedures to establish a single monthly meeting. We, the members of the Community Design Review Board of the City of Maplewood, Minnesota, created pursuant to Article IV, Section 25of the Code of Ordinances, hereby adopt the following "Rules of Procedure," subject to the provisions of said Article, which is hereby made a part of these Rules: I.MEETINGS A.All meetings shall be held in the council chambers in Maplewood City Hall, 1830 E. County Road B, unless otherwise directed by the chairperson or staff, in which case at least 24 hours notice will be given to all members. B.Regular meetings shall be held at 6 p.m. on the second and fourth third Tuesdaysof each calendar month, provided that when the meeting falls on a legal holiday or voting day, such meeting shall be rescheduled. II.QUORUM A.Three members of the board shall constitute a quorum. B. III.DUTIES OF THE CHAIRMAN A.In addition to presiding at all meetings of the board, the chairperson shall appoint such standing committees and temporary committees as may be required, and such committees will be charged with the duties, examinations, investigations, and inquiries relative to subjects assigned by the chairperson. ELECTION OF OFFICERS A.The chairperson, vice chairperson, and such officers as the board may decide are needed, shall be appointed by the board at the secondfirst meeting of each calendar year and will serve until their successors have been duly elected and qualified. B.In the absence of the chairperson, the vice chairperson shall perform the duties of the chairperson. In the event that both are absent, the members present shall elect a chairperson pro tem. V.DESIGN REVIEW BOARD VACANCIES A.The following are grounds for recommending to the city council the dismissal of a community design review board member: 1.Failure to serve, as shown by failure to attend six meetings in any calendar year, without good cause. 2.Resignation in writing. 3.Taking public office in Maplewood. 4.Moving out of Maplewood. VI. DIRECTOR OF COMMUNITY DEVELOPMENTAND PARKS A.In addition to carrying out the duties prescribed in city ordinance, the director or a designated replacement, shall: 1.Prepare the agenda for each meeting. 2.Act as technical advisor to the board on any matter which comes before the board. 3.Make written recommendations to the board on matters such as, but not limited to, architecturalplans, site plans, signage and landscaping proposals. 4.Inspect the construction of all projects approved by the board for plan compliance. 5.Schedule any matter with the city council that has been reviewed by the board that requires city councilapproval.
