had been led to believe that the

Miller said in a letter to the gov-
ernor.
"It was on this assumption
that the Maplewood Council
supported your proposed tax
package."
Miller said the "failure of the
state to share its growth in in-
come due to inflationary fac-
tors," the state property tax lim-
itation on local governments and
the Fiscal disparities act are re-
sulting in increasing reliance on
the property tax and reduction
in municipal services.
Miller enclosed a copy of an
article in the city's newsletter,
which is distributed to all resi-
dents,titled,"No Tax Relief."
