The Maplewood City Council is eyeballing the possibility of increasing fees for
planning permits,liquor licenses and the like.
At several of the council's recent meetings written information requested by the
council and prepared by city staff has been distributed.Some members of the council
feel Maplewood fees might need some increasing to bring them into line with fee
charges in other Twin Cities suburbs.
Mayor Robert Bruton said at one session that he feels that some increases may help
the city's financial situation,and that such increases might be justified.The council has,
as yet,taken no action on the suggestion.
In planning permit fees,the city of Maplewood charges$100 for a zone change,$75
for a special use permit and has no charge for special exceptions.A single family zoning
variance costs$15 and other variances cost$50.Subdivisions cost$3 per lot,with a
minimum of$30 and maximum of$150.A planned unit development permit costs$75
plus$5 for each acre beyond the first five acres.
Comparatively,costs for a zone change in 10 other communities surveyed range
from$45 in White Bear Lake to$450 in Burnsville.Of the 10,two charge$100,three
charge$150,one charges$205,one charges$250 and another charges$300.Figures from
White Bear Lake and Burnsville round out the 10.
Special use permits in the cities (Apple Valley, Bloomington, Brooklyn Park,
Burnsville,Eden Prairie,Maple Grove,Maplewood,Minnetonka,Roseville,White Bear
Lake and Woodbury)range from$45 in White Bear Lake to$450 in Burnsville.
The written report presented the council also included facts on the state code fee
schedule,now used by many communities.Various permit fees are based on land
valuation in this system.
A July 2 report to the council includes information on planning permit fees in three
other cities—Oakdale,North St.Paul and Vadnais Heights.
A zone change costs$25 in Oakdale,$100 in Vadnais Heights and$110 in North St.
Paul.
Special use permits and variances cost$10 in Oakdale,$25 in North St.Paul and$50
in Vadnais Heights.
Comparative figures for liquor license fees show that on-sale license fees range
from$1,500 in North St.Paul and White Bear Lake to$10,000 in Roseville.Maplewood
charges$2,000.
Nine communities were surveyed regarding on-sale license fees.West St.Paul and
St.Paul charge$1,750,Falcon Heights charges$3,403,Burnsville charges$3,500 and
Fridley charges$4,500.
Various investigation and license transfer fees are charged by some of the cities.
