A request from the owner of the Maplewood Manor Apartments to cancel penalties for
late payment of sewer bills during the last two quarters of 1975 and the first quarter of
1976 has been denied by the Maplewood city council.
The council rendered its decision at its April 8 meeting.The owner,Charles Vander
Voort,did not appear at the meeting when the council took its action.
In his letter to the city clerk,Vander Voort stated,"As this is the first bill which we
have received(actually it was addressed to the Freidson Investment Company,which
hasn't owned the property for over four years)and could not pay something that we
were not aware of.I am not including the penalty charges and am asking that this
matter be put on the council agenda for consideration at the earliest possible date."
CITY MANAGER MICHAEL Miller,in his staff report,stated,"The apartments
were evidently sold sometime during 1972 and no notification was made to the city by the
former or present owners that such a sale had taken place.
..City ordinance does not provide for voiding of such(penalty)charges where
the city is not at fault for late payment,"Miller continued.
"The present owner indicates that he has owned the property for four years,during
which time delinquent sewer bills have appeared upon his tax bill,"Miller noted."In
spite of this fact he has not seen fil to notify the city of the ownership change.The error
appears to be Mr. Vander Voort's and the staff has therefore refused to void the
penalty."
In other action the council:
—GRANTED AN extension to the applicants of the Maplewood State Bank for
building construction.
Donald Regan,Maplewood State Bank president,told Miller,in a letter,that plans
and specifications for the bank are "virtually complete, requiring minor
modifications." Complete plans and specifications were to have been delivered to
Robert Reed,city planner by April 5.
"The contractors have three weeks to respond to the proposal and the owners of
Maplewood State Bank building have 30 days thereafter to commence construction,"
Regan stated.
An extension from April 15 to July 15 was unanimously granted by the council.
—APPROVED A REQUEST from the White Bear Avenue Businessmen's
Association for a parade permit in conjunction with the Ramsey County Fair July 29.
