Efforts to rezone the south side of Beam
avenue have failed several times during
the last year and a half.Since August,
1979 efforts to rezone the land BC,Limited
Business Commercial (LBC) and Com-
mercial Office (CO) district have all
lacked the necessary four-fifths council
approval on second reading.
In the past councilmen John Greavu
and Burton Murdock have favored BC
zoning as a way to relieve property
owners from highpending street and
utility assessments.Mayor Robert Bruton
and councilmen Donald Wiegert and
Norman.Anderson, on the other hand,
have pushed for a rezone less than BC in
order to control commercial develop-
ment.
After hours of discussion it appears that
all five councitrven may agree to the BC-
M zone.
.Beforediscussing the application of the
new zone to Beam Avenue,the council
passed second reading of the ordinance
with its clarification on what is "drive-in
restaurant"and a"personal service."
CITY MANAGER MIKE Miller's staff
presented thecouncilwith three choices
on what is a"drive-in restaurant."Two of
the definitions were specific and aimed at
the "conventional drive-in restaurant
where food is served in cars."
The other alternative, which was
adopted along with its guidelines by the
council,is,in Miller's words, "directed
towards the broader category of strip
'restaurant row' which would contain
fast food or franchises which might not
fall within the conventional drive-in
