The highest priority way I . given to proposals that would benefit large, low-income families. 1 The federal funds are part of federal 1 1 "bonus" funds awarded by HUD to the i Twin Cities area for outstanding, local- regional performance in expanding I housing opportunity for low- and 1 moderate-income persons.
