Maplewood mom charged after baby left outside on cold day
It was a Sunday afternoon in November.The temperature was in the 30s.And a 7-month-old baby in a
stroller sat unattended in a Maplewood driveway until a neighbor spotted it and called police.
When officers arrived,they found the mother inside the house,lying unconscious on top of another child,
according to a criminal complaint.Her blood-alcohol level was 0.307—almost four times the legal limit to
drive in Minnesota--the charges said.
Alyssa Ann Rangel,25,was charged with child endangerment Friday in Ramsey County District Court.
According to the criminal complaint,Maplewood police responded to the 1300 block of Skillman Avenue
about 2:40 p.m.Nov.9.
Officers reported that the front storm door was closed,but the main door was open.
They found Rangel,wearing a jacket and passed out on top of a 19-month-old child,the criminal
complaint said.
The toddler wasn't wearing pants or a diaper,but appeared to be OK,police reported.
Rangel denied drinking alcohol,but the officers said that her speech was slurred and that she couldn't
stand,had difficulty answering questions and was unable to explain why there was blood on one of her
hands.
The fire department checked for carbon monoxide and determined there was none.
The police administered a portable breath test.
In an interview with a child-protection worker,Rangel reportedly said she was going to take the kids for a
walk,the complaint said.
According to the National Weather Service,the high temperature Nov.
9 was 39 degrees about 7 a.m.
Rangel could not be reached for comment Friday,and court records do not show whether she has an
attorney.Her next court appearance will be Jan.27.
