An allegedly intoxicated Maplewood woman passed out on top of her toddler inside her home while leaving
an infant strapped to a stroller outside,according to court documents.
Alyssa A Rangel,25,was charged Friday in Ramsey County District Court with one count of child
endangerment for the Nov.9 incident
According to the complaint A neighbor called police to the 1300 block of Skillman Avenue in Maplewood
about 2:40 p.m.that day because an infant strapped to a stroller was left in the driveway.The child was 7
months old.
Records from the National Weather Service show that the temperature in the St.Paul area that day was 37
degrees just before 3 p.m.No precipitation was recorded.
Police found the storm door to the home closed,but the inside door was open.As the neighbor watched the
infant,an officer entered the home,finding Rangel unconscious on top of her 19-month-old child,the
complaint said.
Rangel was wearing a jacket.
"Rangel was removed and the child appeared okay but was not wearing pants or diapers,"the charge said.
"Rangel's speech was slurred but she denied that she had been drinking.°
Police called the are department to check for carbon monoxide,which was not detected.
"Rangel could not stand on her own,could not answer questions and had blood on her hand that she could
not explain,'the complaint said.
She was given a portable breath test,which registered 0.307,according to the charge.
In an interview with a child protection worker,Rangel allegedly was only able to remember that she had
planned to take her children on a walk because it was"football day.°The complaint did not say how long
the infant was left outside in the stroller.
Rangel was charged via summons,and is not in custody.
