Minnesota, will meet in the council chambers of the Maplewood Municipal Building, '1830 County. Road B East,, Maplewood, Minnesota at 7:00 p.m..,on.Monday,., March 24, 2014 to hear all persons concerning the adoption of the ,assessment roll for' Public" Improvement Project 12-09, Arkwright-Sunrise Area Improvements and to adopt the .assessment roll as presented or amended. This hearingis scheduled pursuant to Minnesota Statutes Chapter 429. The assessment roll as herein described is on file in the office of the city clerk. Questions regarding the assessment roll may be addressed.to the office of the city engineer:: The total' amount to be assessed is $695,105. The, general nature of ' the improvement : is street reconstruction, • concrete curb and gutter installation, storm sewer installation, water main installation', sanitary sewer and storm sewer. repairs, sanitary : sewer lining, rainwater garden . installation, sidewalk installations, bituminous .trail installations, tree installations, and restoration of boulevards. This project Includes those properties abutting: Arkwright Street (County Road B to Viking Drive), Burr Street (County .Road B to Highway Drive), Burr Street (Eldridge Avenue to dead end), Clark Street (County Road,B to Laurie Road), Desoto Street (County Road B to Lark Avenue), Eldridge Avenue (Desoto Street to Burr Street), Hendry Place (Burr Street to Highway Drive), Highway Drive (Burr Street to Sunrise Drive), Lark Avenue (McMenemy Street to Desoto Street), Laurie Road (McMenemy Street to Desoto Street), McMenemy Street (County Road B. to Viking Drive), Sunrise Drive (County Road B to Highway Drive), Viking Drive (McMenemy, Street to dead end), County Road B Sidewalks and Trails (Mississippi Street to Edgerton Street), Edgerton —Street Sidewalk (County Road .B to' Sunrise.Drive), McKnight Road Sidewalk' (Londin Lane to Lower Afton Road). Persons who wish to be heard or to object with reference to this matter may present their cases at this hearing, either orally or in writing. No appeal may be taken as to the amount of any assessment adopted unfess : a written objection signed by the property owner.1s filed with the city clerk prior to the assessment hearing or presented to the presiding officer at the hearing. An, owner, may appeal an assessment to district court pursuant MAS 2014 to M.A. Section 429.081 by serving notice of the appeal upon the mayor or city clerk of the City of Maplewood within thirty (30) days after the adoption of the assessment and by filing such notice with the district court within ten (10) days after service upon the mayor and city clerk. Under provisions of Minnesota Statutes Section 435.193 to 435.195. the city may'. at its discretion, defer the., payment of assessments for homestead property owned by a person not less than 65 years of age ,or :homestead propertiesfor persons retired by virtue of `a certified permanent and total disability for whom it would be a hardship to make the payments. The council may also defer any homestead underdeveloped or undeveloped ,.properties for which itwould be a financial hardship to' pay the assessment. The procedures for applying for such deferment are available from the office of the city engineer.. The following information shall also apply: 1. The property owner shall have the right to prepay the entire assessment. Partial payment, if made, should be a minimum of 25% of the levied assessment amount. 3. The rate of interest to be accrued, if the assessment .is not prepaid within the required time period, is proposed to be 4.60% commencing on the date of adoption by the city council and running for 8 calendar years for commercial properties and 15 calendar years for residential properties. 4. The amount to be specially assessed against your property is shown on. the . attached public Improvement Statement of Assessment.
