1. CALL TO ORDER
A meeting of the Environmental and Natural Resources (ENR) Commission was called to order at
7:02 p.m. by Chair Miller.

3. APPROVAL OF AGENDA
Commissioner Ries moved to approve the agenda as submitted.
Seconded by Commissioner Sinn. Ayes – All
The motion passed.
4. APPROVAL OF MINUTES
Commissioner Ries moved to approve the January 27, 2016, ENR Commission meeting minutes
as submitted.
Seconded by Commissioner Sinn. Ayes – All
The motion passed.
5. NEW BUSINESS
a. New Member Orientation
i. Environmental Planner, Shann Finwall introduced the two new ENR Commissioners, Mary
Henderson and Keith Buttleman, and welcomed them to the ENR Commission. Staff
reviewed the new member orientation and rules of procedures with the Commission.

b. Review of 2016 Road Rehabilitation Projects
i. Environmental Planner, Shann Finwall discussed the 2016 road rehabilitation projects with
the ENR Commission. The projects involve the replacement of the deteriorated pavement
on two project areas including Beebe Road and Lakewood-Sterling Area.
ii. City Council Liaison, Kathleen Juenemann addressed the commission about the
upcoming road rehabilitation projects.
The item was brought to the Commission for informational purposes. The ENR
Commission asked questions and offered feedback. No formal action was necessary.
c. Sustainability Report (2015)
i. Environmental Planner, Shann Finwall gave the Sustainability Report (2015)
ii. City Council Liaison, Kathleen Juenemann addressed the Commission regarding the
Sustainability Report and thanked the Commission for their hard work.
iii. Interim EEDD Director/Building Official, Nick Carver addressed and answered questions
of the commission.
The ENR Commission approved the sustainability report.
d. Environmental and Natural Resources Commission Annual Report (2015)
i. Environmental Planner, Shann Finwall reviewed the ENR Commission Annual Report
(2015).
Commissioner Sinn moved to recommend approval of the ENR Commission Annual
Report (2015).
Seconded by Commissioner Ries. Ayes – All
The motion passed.
e. Resolution of Appreciation for Dale Trippler
i. Environmental Planner, Shann Finwall reviewed the Resolution of Appreciation for Dale
Trippler.
ii. City Council Liaison, Kathleen Juenemann addressed the commission regarding Dale
Trippler’s service on the commission and thanked him for his years of service on the ENR
and stated Dale will be greatly missed.
Commissioner Ries moved to recommend approval of the Resolution of Appreciation for
Dale Trippler.
Seconded by Commissioner Palzer. Ayes – All
The motion passed.
6. UNFINISHED BUSINESS
None.
7. VISITOR PRESENTATIONS
a. Julie Drennon, Conservation and Audubon Minnesota, addressed the commission. Ms.
Drennon would like to connect residents to achieving their energy goals and is working with
Cindy Ojczyk, Maplewood’s Energy Program Coordinator, on the City’s energy projects.

8. COMMISSION PRESENTATIONS
a. Chairperson Miller said she volunteers at the Harambee Elementary School which is
located at 30 County Road B in Maplewood. She recently worked with 27 kids on a
recycling project. The kids wrote to Ramsey County to allow the school to compost their
cardboard breakfast and lunch trays in the County’s organics collection program. Chris
Swanson, Environmental Specialist, also came to the school and helped with recycling
and organics education.
b. Commissioner Sinn mentioned that he will be volunteering at the Twin Cities Regional
Science Fair February 26-27 as a judge. He welcomed others to volunteer as judges
also. The Science Fair is held at the U of M Field House, 1800 University Avenue SE,
Minneapolis. More information can be found at www.tcrsf.org.
9. STAFF PRESENTATIONS
Interim EEDD Director to address the commission.
a.
i. EEDD Director/Building Official, Nick Carver gave a presentation on the green building
code.
Energize Maplewood! Energy Plan Update
b.
i. Environmental Planner, Shann Finwall updated the commission on the Energize
Maplewood! Energy Action Plan.
The Team Energy Challenge will be ongoing until the end of May. The city is working with
seven businesses on the Building Tune Up Program. The three remaining energy actions
to be implemented later this year include education and outreach to auto dealers,
restaurants, and congregations.
Commissioner Sinn volunteered to assist staff with the creation of the program to address
education and outreach to auto dealers and restaurants.
Maplewood Nature Center Programs
c.
i. Environmental Planner, Shann Finwall presented the upcoming Nature Center
