Having served as chief of police for the Maplewood Police Department for a little more than two years, Paul Schnell, 54, has
been promoted to serve as the city's public safety director.

with police staff—to enhance public safety services through innovative approaches and partnerships, explains City Manager
Melinda Coleman.
"I promoted Chief Schnell because he is a leader in public safety issues and organizational development and I know he will
continue to bring these skills to improve operations and find efficiencies in both the fire and police departments," she wrote in
an email to the Review.
The promotion became official Nov. 2. Schnell accepted the new position with no additional increase in pay. He remains the
second highest paid city employee at an annual salary of $130,166.
"I am honored to have been asked to serve in this new role," Schnell said. "I look forward to learning more about the fire
department and working with Chief Lukin to seek efficiencies and enhanced coordination of our collective public safety
efforts."
Schnell's promotion will not impact any other positions in the police and fire departments, Coleman said. Rather, Schnell will
oversee both departments, with the fire chief and commander structure staying in place.
His career in law enforcement began in 1993 when he served as a Carver County sheriffs deputy for seven years, gaining
experience as a patrol officer, sergeant and school resource officer.
He then joined the St. Paul Police Department, where he held many roles including department spokesperson, sex crimes
and child abuse investigator, patrol officer and patrol supervisor.
In 2010, he was appointed chief of police for the Hastings Police Department. He became the Maplewood chief in July 2013.
Schnell holds a bachelor's degree in social work from the University of St. Thomas and a master's degree in organizational
leadership from St. Catherine University.
