The meeting will be held as part of the regular Environmental and Natural Resources Commission meeting in the council chambers at City Hall. There will be a presentation of the city's Surface Water Pollution Prevention Plan (SWPPP), and time will be set aside to solicit resident comments and input. Comments will be addressed, and may be incorporated into the city's plan to preserve our water resources. The City of Maplewood is proposing amendments to the city ordinances dealing with stormwater including stormwater management, design, erosion control, and illicit discharge. Additionally, the City of Maplewood is proposing revisions to the Maplewood Stormwater Management Standards. These standards are utilized in the design of stormwater systems in the City of Maplewood. The proposed amendments to the city ordinances and the revisions to design standards are required by the City's Municipal Separate Storm Sewer System (MS4) permit issued by the Minnesota Pollution Control Agency (MPCA). Public Hearing Information The City Council will hold a public hearing to conduct the first reading of the proposed ordinance revisions on Tuesday, May 26, 2015, at 7 p.m. or later in the Maplewood City Council Chambers located at 1830 County Road B East. All interested parties may present their views orally or in writing. Sign language interpreters are available. You must request this service at least 96 hours in advance. The City of Maplewood is proposing two Ordinances; a revised Gas Franchise Ordinance and new Gas Franchise Fee Ordinance, which would grant a franchise to, and impose a fee on, Xcel Energy for the use of the City's Right -of -Way to deliver its product—in this case natural gas. The Ordinances require Xcel to pay the fee to the City however it is often passed - along to the consumer as a fee instead of being absorbed by Xcel. The Ordinances mandate that 100% of the franchise fee proceeds shall be used for the specific purpose of preserving and repairing City streets including, but not limited to, methods such as crack seal, fog seal, mill and overlay, hot in place recycle, cold in place recycle, and full depth reclamation. Each year the City shall prepare and publish a report detailing the additional preservation and repair projects undertaken and completed with said franchise revenue.
