2015 Permit to Carry Report released in Minnesota

The Department of Public Safety Bureau of Criminal Apprehension (BCA) The BCA released its 2015 Permit to Carry
Report on Friday.

ST. PAUL—The Department of Public Safety Bureau of Criminal Apprehension (BCA) today released the 2015 Permit to
Carry Report, an annual report summarizing data submitted by Minnesota law enforcement agencies regarding applications
made for handgun carry permits as well as data about permit holders.
Minnesota sheriffs reported to the BCA that 47,872 permits were applied for and that they issued 44,696 permits in 2015, up
slightly from the number issued in 2014.

Sheriffs reported there were 14 permits suspended, 5 revoked and 736 denied in 2015.
Crimes committed by permit holders
Minnesota law enforcement agencies reported that individuals with permits committed 1,238 crimes in 2015. Nearly 75
percent were DWI's or other traffic offenses.
As of today, the total number of valid permits in Minnesota is 217,909.
Coding issue produces totaling error in past years' reports
Due to a database coding error which existed in the BCA's Permit Tracking System, the statewide number of Total Valid
Permits for some past years may be over-reported. This error has been addressed and the 2015 Total Valid Permits number
is correct. The issue in this one report does not and has not affected the data in the system.
About the Minnesota Permit to Carry
Minnesota's Personal Protection Act was first enacted in 2003. Permits were first eligible for renewal in 2008. Individuals
wishing to obtain a Minnesota Permit to Carry must apply for the permit at their local sheriff's office and provide proof of
approved firearms training. Sheriffs then must follow a statutorily-defined process, checking FBI, BCA and DHS records as well
as their own data for any disqualifying information. Individuals denied a permit have the right to appeal the denial.
Law enforcement agencies are then required to report their data on gun permit applications, issuances and denials to the
BCA. The BCA compiles the public information provided by Minnesota law enforcement agencies into its annual report.

BCA forensic scientists matched DNA from a handgun found and unscrewed lightbulb found at a crime scene to two
defendants in a home invasion and murder of a Maplewood man.
Nearly 57,000 criminal complaints were processed through the BCA's eCharging service. All but two Minnesota counties are
now using the electronic service to process complaints, citations, DWIs and incident referrals.
