Print Current Page Big Horn Radio Network Police Chief Finalists Announced City Administrator Barry Cook has announced five final candidates for the Chief of Police vacancy. These finalists were selected from a group of 77 applicants for the position. They will be invited to Cody for a community reception,to which all City staff and community members are invited. The community reception will be held at Olive Glenn Country Club,from 5:30 to 6:30 pm,on Jan. 14. At the community reception,people will be welcome to personally meet and speak with the Chief of Police candidates.The candidates will meet with interview panels on Jan. 15. The interview panels will include community members,city staff,and the City Administrator. The finalists are: Chuck Baker— Mr. Baker is a police commander who has over 36 years of municipal police experience,he came up through the ranks gaining a diverse exposure to all aspects of municipal law enforcement,supervision and organization management,and he is currently serving as an acting deputy chief for the Commerce City,CO, Police Department. He has served the City since it was a small community in the Denver area,and has also served as the Acting Chief of Police for significant amounts of time,when his agency was staffed by 88 sworn police officers. He has experience in administrative duties,as well as investigations,patrol operations,and support services. During his tenure,he has supervised units including school resource officers,crime scene investigators, property and evidence,animal control, SWAT,traffic,and volunteers. Mr. Baker has a Bachelor of Science Degree in Applied Management,and in 2006 completed his Master's Degree from the University of Colorado at Denver,Graduate School of Public Affairs. Mr. Baker has received advanced police executive development and leadership training from Pennsylvania State University and the FBI National Academy Session 196,in Quantico,Virginia. http://www.mybighornbasi n.com/pri nt_page.php?contentld=18235647&contentType=4 1/2 1/5/2016 www.mybighornbasin.com/pri nt_page.php?content1d=18235647&contentType=4 Jonathan Beck—Mr. Beck has recently served as the Interim Chief of Police,as well as,served as acting Chief of Police for the City of Cody,where he has served as a police sergeant for 14 years,including experience as a detective sergeant. Before coming to Cody,he was a patrol deputy for about two years forth Albany County Sheriffs Office. He has been involved in the review of department policy,and has assisted the chief of police with community policing,intelligence-led policing,and computerized statistical analysis,as well as the expansion of the Department's K-9 program. Mr. Beck has earned a Bachelor of Science degree in Agricultural Business from the University of Wyoming in Laramie,and has attended a number of supervision and leadership courses including the sergeants'academy and FBI command courses. David Kvam—Mr. Kvam has 26 years of municipal police experience and is presently a police commander with the Maplewood, Minnesota, Police Department. Maplewood adjacent to St Paul and has 38,000 residents. He has served as Acting Chief of Police and has served atthe ranks of police officer,investigator,sergeant,and lieutenant as well. Commander Kvam is the Commander of the Investigations and Specialized Services Division. He has been a media liaison,and has leadership experience in investigations,internal investigations, patrol operations, policy development, and property and evidence as well. He has earned a Master of Arts degree in Police Leadership from the University of St. Thomas in St. Paul. He is a graduate of the 231 st Session of the prestigious FBI National Academy in Quantico,VA. Ron Leonard—Mr. Leonard has 28 years of law enforcement experience and is currently a lieutenant with the Jefferson County Sheriffs Office in Colorado. As a lieutenant,he has served in the Criminal Investigations Division,the Detention Services Division,the Support Services Division,and the Uniformed Patrol Division. He also served in local mountain communities as a commander in the Mountain Precinct of Jefferson County. He has a great deal of experience in the accreditation of law enforcement agencies,having served as the manager for the Sheriffs Office accreditation process with the national Commission on the Accreditation fo Law Enforcement Agencies(CALEA),as well as, participating as an assessor for CALEA. He has earned a Bachelor of Science degree in Criminal Justice from Metropolitan State University in Denver,and has attended the Leadership in Police Organizations course hosted by the International Association of Chiefs of Police (IACP). He has also attended the Senior Management in Policing course at the Police Executive Research Forum(PERF). Keith McPheeters—Mr. McPheeters has 24 years of municipal police experience and is presently the Deputy Chief with the Farmington, New Mexico, Police Department,a police agency of 182 employees in northwestern New Mexico which serves a community of about 46,000 residents. He has served in leadership positions for many years,and has experience in police operations,accreditation,budget,internal affairs,investigation,and records and evidence. He has been responsible for his department's international accreditation,with excellence,from the Commission on Accreditation for Law Enforcement Agencies(CALEA).Other assignments have included crisis negotiator,detective,field training officer,grant coordinator, patrol sergeant,and SWAT supervisor. He was raised in the Cody region,on the west side of Yellowstone National Park, in Rexburg, ID. He has earned a bachelor's degree in the criminal justice program of Excelsior College,is a graduate of the 161stSession of the Northwestern University School of Staff and Command,and a graduate of the 232nd Session of the prestigious FBI National Academy in Quantico,VA.
