A. CALL TO ORDER
A meeting of the City Council serving as the Economic Development Authority, (EDA),
was held in the City Hall Council Chambers and was called to order at 9:35 p.m. by EDA
Chair Koppen.

Finance Director Bauman gave the staff report and answered questions of the council.
Member Cardinal moved to approve the resolution setting the maximum tax levy for
payable 2016 at $89,270 and setting the date for the Public Hearing on the 2016 Levy
and Budget for Monday, December 14, 2015, in correlation with the Regular City Council
Meeting.

RESOLUTION PROVIDING PRELIMINARY APPROVAL OF A
PROPOSED TAX LEVY PAYABLE IN 2016
and
SETTING BUDGET PUBLIC HEARING DATE
WHEREAS, State law requires that the Maplewood Area Economic Development
Authority give preliminary approval of a proposed tax levy for 2015 payable in 2016 by
September 30, 2015 and
WHEREAS, the Maplewood Area Economic Development Authority has
reviewed preliminary information on the Proposed 2016 Budget and has determined the
amount of the proposed tax levy payable in 2016 which is the maximum amount that will
be levied.
NOW THEREFORE BE IT RESOLVED BY THE MAPLEWOOD AREA
ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD,
MINNESOTA THAT:
1. The proposed tax levy for 2015 payable in 2016 in the amount of $89,270 is
hereby given preliminary approval and shall be certified to the Ramsey County Auditor.
2. The date for consideration of the final levy and consideration of the 2016 Budget
shall be set as Monday, December 14, 2015 at 7:00 pm in the Maplewood City Council
Chambers.

SUBJECT: Public Hearing on 2016 Tax Levy
a. Approval of Resolution Certifying Taxes Payable in 2016
Introduction
Staff is asking Commission approval for the levy certification of the final taxes payable in 2016.
A public hearing on the proposed taxes for 2016 has been scheduled for December 14th at 7:00
p.m. State law requires that the final property tax levy be adopted at this hearing.
Background
The 2016-2020 CIP talks about a Commercial Property Redevelopment Program to prevent
neighborhoods from deteriorating. A tax levy is needed in order to fund this program and to
allow for other economic development opportunities.
This is the fourth year that a levy is being requested to help fund the Maplewood Area EDA
Fund. The Proposed 2016 Budget for the Maplewood Area EDA requires a tax levy of $89,270
which is 0.5% of the 2012 total levy. The budget for the EDA Fund can be found in the
Operating Section of the City Budget.
Budget Impact
This will set the levy payable in 2016 for the Maplewood Area EDA Fund as required by the
budget document.
Recommendation
Staff recommends approval of the attached Resolution Certifying Taxes Payable in 2016.

RESOLUTION
CERTIFYING TAXES PAYABLE IN 2016
BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT
AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA that:
1. The following amounts of taxes be levied for 2015, payable in 2016, upon the net tax
capacity in said City of Maplewood, for the following purposes:
EDA $89,270
2. The 2016 Budget for the Maplewood Area Economic Development Authority is included in
the City Budget document and will be adopted along with all the other funds of the City. A
summary of the budget is as follows:
Revenues $88,020
Expenditures 137,580
Net change in fund balance (49,560)
