CALL TO ORDER A meeting of the City Council serving as the Economic Development Authority, (EDA), was held in the City Hall Council Chambers and was called to order at 9:35 p.m. by EDA Chair Koppen. B. ROLL CALL Marvin Koppen, Chair Present Marylee Abrams, Member Present Robert Cardinal, Vice Chair Present Kathleen Juenemann, Member Present Nora Slawik, Member Present C. APPROVAL OF AGENDA Member Abrams moved to approve the agenda as submitted. Seconded by Member Juenemann Ayes – All The motion passed. D. APPROVAL OF MINUTES 1. Approval of December 8, 2014 Economic Development Authority Meeting Minutes Member Cardinal moved to approve the December 8, 2014 Economic Development Authority Meeting Minutes as submitted. Consider Preliminary Approval of Proposed Tax Levy Payable in 2016 and Setting Budget Public Hearing Date EDA Packet Page Number 1 of 4 D1 September 14, 2015 Maplewood Area Economic Development Authority Meeting Minutes 2 Finance Director Bauman gave the staff report and answered questions of the council. Member Cardinal moved to approve the resolution setting the maximum tax levy for payable 2016 at $89,270 and setting the date for the Public Hearing on the 2016 Levy and Budget for Monday, December 14, 2015, in correlation with the Regular City Council Meeting. Resolution 15-8-1253 RESOLUTION PROVIDING PRELIMINARY APPROVAL OF A PROPOSED TAX LEVY PAYABLE IN 2016 and SETTING BUDGET PUBLIC HEARING DATE WHEREAS, State law requires that the Maplewood Area Economic Development Authority give preliminary approval of a proposed tax levy for 2015 payable in 2016 by September 30, 2015 and WHEREAS, the Maplewood Area Economic Development Authority has reviewed preliminary information on the Proposed 2016 Budget and has determined the amount of the proposed tax levy payable in 2016 which is the maximum amount that will be levied. NOW THEREFORE BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA THAT: 1. The proposed tax levy for 2015 payable in 2016 in the amount of $89,270 is hereby given preliminary approval and shall be certified to the Ramsey County Auditor. 2. The date for consideration of the final levy and consideration of the 2016 Budget shall be set as Monday, December 14, 2015 at 7:00 pm in the Maplewood City Council Chambers. Seconded by Councilmember Koppen Ayes – Chair Koppen, Members Abrams, Cardinal, and Juenemann Absent – Mayor Slawik The motion passed. H. ADJOURMENT EDA Chair Koppen adjourned the meeting at 9:40 p.m. EDA Packet Page Number 2 of 4 E1 MEMORANDUM TO: Melinda Coleman, City Manager FROM: Gayle Bauman, Finance Director DATE: December 8, 2015 SUBJECT: Public Hearing on 2016 Tax Levy a. Approval of Resolution Certifying Taxes Payable in 2016 Introduction Staff is asking Commission approval for the levy certification of the final taxes payable in 2016. A public hearing on the proposed taxes for 2016 has been scheduled for December 14th at 7:00 p.m. State law requires that the final property tax levy be adopted at this hearing. Background The 2016-2020 CIP talks about a Commercial Property Redevelopment Program to prevent neighborhoods from deteriorating. A tax levy is needed in order to fund this program and to allow for other economic development opportunities. This is the fourth year that a levy is being requested to help fund the Maplewood Area EDA Fund. The Proposed 2016 Budget for the Maplewood Area EDA requires a tax levy of $89,270 which is 0.5% of the 2012 total levy. The budget for the EDA Fund can be found in the Operating Section of the City Budget. Budget Impact This will set the levy payable in 2016 for the Maplewood Area EDA Fund as required by the budget document. Recommendation Staff recommends approval of the attached Resolution Certifying Taxes Payable in 2016. Attachment 1. Resolution Certifying Taxes Payable in 2016 EDA Packet Page Number 3 of 4 E1, Attachment 1 RESOLUTION CERTIFYING TAXES PAYABLE IN 2016 BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA that: 1. The following amounts of taxes be levied for 2015, payable in 2016, upon the net tax capacity in said City of Maplewood, for the following purposes: EDA $89,270 2. The 2016 Budget for the Maplewood Area Economic Development Authority is included in the City Budget document and will be adopted along with all the other funds of the City. A summary of the budget is as follows: Revenues $88,020 Expenditures 137,580 Net change in fund balance (49,560) EDA Packet Page Number 4 of 4
