water quality.
Historically, the water quality in Wakefield Lake has not met th
Pollution Control Agency (MPCA) for shallow lakes. In 2002, Wakefield Lake was listed as impaired for
excess nutrients (phosphorus) by the MPCA. Once listed as impaired, a total maximum daily load (TMDL)
study must be completed. A TMDL study identifies and quantifies

(approximately 67% of the load) and internal sources, such as re

SUBJECT:
Playcrest Park Improvements
Introduction
Parks staff has been working with area playground providers to providedesigns for a new
playground structure at Playcrest Park.
Background
In mid August, City staffsent a Request for Proposal (RFP) to six playground vendors in the
state. The RFP was fairly simple. We gave them an$80,000 budget and asked them to come
up with a design for the age range on 5-12 years old. We received fiveproposals. However,
only fourmet the $80,000 budget. The project team of City staff narrowed the proposals down
to two. This was based on play value and meeting the specifications of the RFP. At that
meeting, it was decided that the two proposals to be presented to the residents would be from
Gametime represented my MN/WI Playground and Little Tikes Commercialrepresented by
Northland Recreation.
On September 10, staff will be presenting these two proposals to the residents for them to
choose the park they would like to see in their neighborhood. Staff will present the winning
proposal to the Parks& RecreationCommission at the meeting.
