Seconded by Commissioner Wilde Ayes – All The motion passed. 4.APPROVAL OF MINUTES a.January 21, 2015 Commissioner Villavicencio moved to approve the January 21, 2015Parks and Recreation Commission minutes. Wednesday, March 18, 2015 Parks and Recreation Commission Meeting Minutes 5.VISTOR PRESENTATIONS a. 6.UNFINISHEDBUSINESS a.Election of Officers The commission discussed the Chair and Vice Chair position.The Commission nominated Commissioner Mallet as the Chair of the Parks and Recreation Commission. CommissionerSchmidtmoved to nominate Commissioner Mallet as the Chair of the Parks and Recreation Commission Seconded by Commissioner Villavicencio Ayes – All The motion passed. Commissioner Brandon volunteered himself for the Vice-Chair of the Parks and Recreation Commission. CommissionerBrannonmoved to nominate Commissioner Brandonas the Vice- Chair of the Parks and Recreation Commission Seconded by Commissioner Schmidt Ayes – All The motion passed. b.2014 Parks and Recreation Commission Annual Report Parks Manager, Jim Taylor, presented the 2014 Parks and Recreation Commission Annual Report and discussed it with the commission. Commissioner Brannon moved to forward the 2014 Parks and Recreation Commission Annual Report to City Council for approval. Seconded by Commissioner Brandon Ayes – All The motion passed. 7.NEW BUSINESS a.Maplewood Community Center Asset Management Plan Parks Manager,Jim Taylor, reviewed the Maplewood Community Center Asset Management Plan and discussed it with the Commission. Wednesday, March 18, 2015 Parks and Recreation Commission Meeting Minutes 8.STAFF PRESENTATIONS a.Update on Tuj Lub at Keller Parks Manager, Jim Taylor,presented anupdate on Tuj Lubat Keller and discussed it with the Commission. b.Update on County Road B Trail Parks Manager, Jim Taylor, updated the commission on the County Road B project. c.Joint City/County Commission Meeting Parks Manager, Jim Taylor, discussed the Joint City/CountyCommission Meeting with the commission. d.Bloomberg Philanthropies Public Art Grant Parks Manager, Jim Taylor, announced that the City of Maplewood is a finalist along with eleven other cities for a Bloomberg PhilanthropiesPublic Art Grant. e.YMCA Partnership Parks Manager, Jim Taylor, updated the commission on the YMCA Partnership and answered questions of the commission. 9.COMMISSIONER COMMENTS a. Commissioner Villavicencio requested to amend the motion of the 2014 Parks and Recreation Commission Annual Report to include Student Representative Julie Honsa. Commissioner Brannon accepted the amendment to his motion. b. Commissioner Brannon moved to recognize Commissioner Erhardt’sservice to the City. Seconded by Commissioner Schmidt Ayes – All The motion passed. 10.ADJOURNMENT Commissioner Prommovedto adjourn the meeting. Seconded by CommissionerBrannon Ayes – All The motion passed. Wednesday, March 18, 2015 Parks and Recreation Commission Meeting Minutes MEMORANDUM TO: Parks and Recreation Commission FROM: Jim Taylor, Parks Manager DATE: April 15, 2015 SUBJECT: Veterans Memorial Park Introduction At the January 2015meeting of the Parks and Recreation Commission there was a discussion onVeteran’s Memorial Park. At that meeting staffagreedto bring the item back for further discussion including the master plan and signature park concept. Background InSeptember of 2011, City Council directed staff to explore renaming a parkVeteran’s Memorial Park within our community. This park was to be highly visible and heavily used. After careful review of our parks system,staff recommended Goodrich Parkas it would fulfill the guidelines directed by City Council. Goodrich Park houses our entire softball program, as well as many tournaments yearly for youth fastpitch softball. In October of 2011, the Parks and Recreation Commission voted unanimously to change the name of Goodrich Park to Veteran’s Memorial Park. This change was to be implementedas the park redevelops. Discussion The mission of Veteran’s Memorial Park is to honor Minnesota veteran’s that have fought for our freedom, our state, and our great nation. As directed by City Council, the park must be highly visible and heavily used. Goodrich is Maplewood’s most used park with 1300 weekly users mainly due to our adult softball program. Through the implementation of the master plan and the enhancements referenced in the Parks System Master Plan, staff expects the number of users to grow greatly. As we did in 2011, staff feels that Goodrich Park is the best site to accomplish the above goals. This park will be a destination for residents from all around the area through the development of the master plan. Recommendation Staff recommends discussion on the site for Veteran’s Memorial Park. All of these projects the Parks and Recreation Commission has or will be weighing in on as the year progresses. Background Below is a list of projectsscheduledto be completed in 2015: 1.SRTS County Road B Trail Project In 2014, the City received a Safe Routes to School Grant to complete the trail along County Road B from Birmingham Street to the Maplewood Community Center. Construction for this project is scheduled to begin in late May and conclude at the beginning of September. 2.Tuj Lub Courts at Keller Regional Park Staff has actively been working with Ramsey County to bring this amenity to the community. Proposed construction for this project is August – September. 3.Joy Park Phase II Over the last fewmonths, Staff has been working with Forecast Public Art to hire an artist to create and construct phase IIof the Joy Park Redevelopment. This willinclude a shelter and play environment.Scheduled completion forthis project will be at the end of 2015. 4.Playground Replacement / Maintenance Staff will present the 2015 Playground Replacementin May for the remainder of 2015 to the Parks and Recreation Commission.Our Certified Playground Inspectors are currently conducting springinspections. 5.Gladstone Savanna a.Landscaping at Four Entrances (including sitting area at corner) b.Trails along Frost and English c. Planting of the Storm Basin d.Playground 6.Fish Creek a.Work with County on Trails and Parking Details (2016 or 2017 installation) b.Community Archeology Project c.
