It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. MINUTES MAPLEWOOD HERITAGE PRESERVATION COMMISSION 7:00p.m., Thursday, September 10, 2015 Council Chambers, City Hall 1. CALL TO ORDER A meeting of the Heritage Preservation Commission was held in the City Hall Council Chambers and called to order by Chair Boulay at 7:00 p.m. 2. ROLL CALL Commissioners Chairperson Peter Boulay Present Commissioner Robert Creager Present Commissioner Richard Currie Present Commissioner John Gaspar Present Commissioner Frank Gilbertson Absent Commissioner Brenda Rudberg Present Staff Natural Resources Coordinator, Ginny Gaynor Present 3. APPROVAL OF THE AGENDA Chair Boulay informed the commission that he would give the education committee report. Commissioner Currie requested that the fire station be added under new business 6a. Commissioner Creager moved to approve the agenda as amended. Seconded by Commissioner Currie Ayes – All The motion passed. 4. APPROVAL OF MINUTES a. July 9, 2015 HPC Meeting Minutes Commissioner Gaspar moved to approve the July 9, 2015 HPC Meeting Minutes. Seconded by Commissioner Boulay Ayes – Commissioner Creager, Commissioner Rudberg, Commissioner Gaspar, Commissioner Boulay Nays- Commissioner Currie The motion passed. 5. VISITOR PRESENTATIONS 6. NEW BUSINESS a. Fire wÒ©7är{;¦·;,;© I;©z·m;t©;;©Ý·z/zza;;·zmazÒ·; Commissioner Currie moved to request that the city not change the Hazelwood Fire Station from #7 to #3. Seconded by Commissioner Creager. Discussion ensued. Commissioner Gaspar made a substitute motion to table the issue and to have staff provide background information at the next meeting. Seconded by Commissioner Creager. Ayes- All 7. OLD BUSINESS a. Research/Education Committee Report and Discussion (Commissioner Boulay) Commissioner Boulay presented information from the Education Committee on plans to develop 60 short pieces about Maplewood history. b. Fish Creek Archeological Dig Ginny Gaynor, Natural Resources Coordinator presented a summary of the Fish Creek Archeological Dig. c. Gladstone Savanna Update Ginny Gaynor, Natural Resources Coordinator presented an update on Gladstone Savanna. 8. MAPLEWOOD AREA HISTORICAL SOCIETY UPDATE a. Maplewood Area Historical Society President, Bob Jensen, presented on Historical Society activities. 9. COMMISSION PRESENTATIONS a. Commissioner Creager requested that the Joy Brothers present at an upcoming meeting about Joy Park. 10. STAFF PRESENTATIONS 11. ADJOURNMENT Commissioner Creager moved to adjourn the meeting. Next meeting is October 8, 2015. wÒ©7är{;¦·;,;© I;©z·m;t©;;©Ý·z/zza;;·zmazÒ·; MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor,Natural Resources Coordinator DATE: October 1, 2015 for October 8, 2015 Meeting SUBJECT: Fire Station Names Introduction At the September 10, 2015 Commissioner Currie requested that the Heritage Preservation Commission address the change in the fire station numbers. Discussion At the September 10, 2015 HPC meeting, Commissioner Currie requested that the HPC make a recommendation that the city not change the fire station numbers. The commission tabled this issue and requested that staff prepare background informationon this matter. Maplewood Fire Chief Steve Lukin has indicated that there was a change infire station numbersin March 2011. Thecity had five stations withnumbers 1, 2, 3, 4, and 7. We now have 3 stations and they are numbered 1, 2, and 3.Onefire station’s number waschanged – Hazelwood Station was #7 and it was changed to #3.North St. Paul’s fire station is #5 and #6 is reserved for North St. Paul in the event they ever add a station. In addition, the Fire Department no longer uses the former fire station names.These have been changed as follows: Former Name/#New Name/# Hazelwood –7North Station 3 Gladstone –2Central Station 2 (new station)South Station 1 The Fire Department changed the numbers to improve radio communication. Thesenumbers are used by the dispatchers. With just three stations, using the numbers 1, 2, 3 simplifies the numbering system and provides clearunderstandingand communication, whichis crucial for public safety. The fire station numbers are part of a county-wide radio system and it is not feasible for Maplewood to request a change. The names were also changedto make communicationmore effective andto better coordinate county-wise emergency services.Each station serves more than one neighborhood.Attached is a map showing the city’s 13 neighborhoods and an overlay of the areas that each station serves. If commissioners feel the names or numbers of the fire stationshave historic significance, staff encourages you to consider other ways to commemorate those. For example, HPC could chronicle how changing technology and other factors have ledtochanges inemergency services over the years, includinga listing of past station locations, names, and numbers.Or, a historic photo showing the old name and number of the Hazelwood Station could be mounted insidethe Hazelwood Station. Recommendation Staff recommends the HPC discusses the fire station name and numbering system. Attachments 1.Map of neighborhoods MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor,Natural Resources Coordinator DATE: October 1, 2015 for October 8, 2015 Meeting SUBJECT: Local Designation Introduction The Heritage Preservation Commission (HPC)set a 2015 goalof developing materials for a Local Designation program. At the October HPC meeting commissioners willdiscuss proceduresfor designation and for review. Discussion Developing procedures for the local designation project requires an understanding of the city’s planning and development procedures. At the October 2015 HPC meeting,staff will review these proceduresand discuss howthe local designation process will fitin with other city processes. At the November 2015 meeting,staff hopes to present draft materials for the program including brochure, application form, and procedures. Process for Initial Designation Below is staff’s recommendation for the process of designating sites. It is based on what our Historic Preservation Ordinance allows for and existing city procedures. 1.Owner submits the application form. 2.Staff reviews application. If it is complete and meets most requirements, staff brings it to HPC. 3.HPC reviewsthe application and approves or denies it. 4.If approved by HPC, staff schedules public hearing and publishes notice of public hearingin the Lillie Review.Landowners within 500’ of the site will receive written notification of the meeting. 5.Council conducts public hearing. 6.City council approves or denies designation. 7.State Historic Preservation Office reviews designation. Process for Review of Designated Sites Not Owned by City When the owner of a locallydesignated site wants to make alterationsto their historic structure or site, they will come before the HPC. This process needs to mesh with the city’s building review processes. The general process for designated sites would be: 1.Owner submits plansto Environmental and Economic Development Department. 2.Project is reviewed by HPC. 3.Depending on the scope of the project, project may also be reviewed byPlanning Commission and/or to Community Design Review Board. 4.City Council reviews recommendations from staff and commission(s) and makes decision. Master Plan Process for City-owned Parkthat Is Locally Designated Site Ifacity park or preserve is a locally designated site and the city is developing a master plan for the site, the master plan would go before the HPC for review.Here is the general process. 1.Staff discusses project with Parks Commission. 2.Staff discusses project with HPC. 3.Survey sent to residents living near site. 4.Public meeting #1 --to gather input for master plan. 5.Public meeting #2 –to presentconcepts to the public. 6.Additional public meetings scheduled as needed. 7.HPC reviews concept plan. 8.Park Commissionreviews concept plan. 9.City Council reviewsstaff and commissionrecommendationsand approves or denies plan. Master Plans are general concepts. To move forward with detailed design and implementation after the Master Plan is created, staff must request funding for the project from the City Council. Review Process for AlteringCity-owned Site or Structure that Is Locally Designated If the city hasapark or facility that islocally designated, HPC review of the project would be integrated into the review process as shown below. 1.Staff initiates project. 2.Some projects go toCity Council to approve moving forward on planning. 3.Staff and/or consultants prepare plans. 4.Plans may be reviewed by these commissions depending on the nature of project: a.HPC –if site or structure is designated.The plans should be detailed enough for HPC to gage potential impacts. b.Parks Commission–if site is a park or trail. If the project is at a City Park, Parks staff typically leads the project and the Park Commission is a key player. c.Environment and Natural Resources Commission–for environmental impacts d.Community Design Review Board e.Planning Commission 5.Commission and staff recommendations go to City Council. 6.City Council approves or denies project. Recommendation Commission shall discuss how review for locally designated sites will fit into city processes.
