A. CALL TO ORDER
A meeting of the City Council serving as the Economic Development Authority, (EDA),
was held in the City Hall Council Chambers and was called to order at 8:23 p.m. by EDA
Chair Koppen.

Authority Meeting Minutes as submitted.

E. PUBLIC HEARING
1. Public Hearing on 2015 Tax Levy
a. Approval of Resolution Certifying Taxes Payable in 2015
Finance Director Bauman presented the staff report.
Chair Koppen opened the public hearing. The following people spoke.

Chair Koppen closed the public hearing.
Councilmember Cardinal further stated that for the 2015-2019 CIP Commercial Property
Redevelopment Programs to prevent neighborhoods from deteriorating the tax levy is
needed in order fund this program and to allow for economic development and
opportunities. He further applauded Larkin Dance for moving from a renter to a property
tax generator.
Member Cardinal moved to approve the Resolution Certifying EDA Taxes Payable in
2015 that is already included in the 2015 budget.

CERTIFYING TAXES PAYABLE IN 2015
BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT
AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA that:
1. The following amounts of taxes be levied for 2014, payable in 2015, upon the net tax
capacity in said City of Maplewood, for the following purposes:
EDA $89,270
2. The 2015 Budget for the Maplewood Area Economic Development Authority is
included in the City Budget document and will be adopted along with all the other
funds of the City. A summary of the budget is as follows:
Revenues $90,210
Expenditures 137,370
Net change in fund balance (47,160)
Seconded by Member Juenemann Ayes – All

SUBJECT: Consider Preliminary Approval of Proposed Tax Levy Payable in
2016 and Setting Budget Public Hearing Date
Introduction
State law requires that cities certify their proposed property tax levies to the county auditor by
September 30th. The proposed tax levy that is given preliminary approval cannot be increased.
Therefore, it is important that the proposed tax levy provides adequate revenues to finance the
2016 Budget. The Proposed 2016 Budget for the Maplewood Area EDA requires a tax levy of
$89,270 which is 0.5% of the 2013 total levy. This is the fourth year that a levy is being
introduced to continue funding the Maplewood Area EDA Fund. The Authority needs to decide
the maximum levy that it is willing to approve and then adopt the attached resolution.
Background
The 2016-2020 CIP talks about a Commercial Property Redevelopment Program to prevent
neighborhoods from deteriorating. A tax levy is needed in order to fund this program and to
allow for other economic development opportunities.
A budget statement for the Maplewood Area EDA Fund is attached.
Recommendation
It is recommended that the Maplewood Area Economic Development Authority adopt the
attached resolution setting the maximum tax levy for payable 2016 at $89,270 and setting the
date for the Public Hearing on the 2016 Levy and Budget for Monday, December 14, 2015, in
correlation with the Regular City Council Meeting.

RESOLUTION PROVIDING PRELIMINARY APPROVAL OF A PROPOSED TAX
LEVY PAYABLE IN 2016
and
SETTING BUDGET PUBLIC HEARING DATE
WHEREAS, State law requires that the Maplewood Area Economic
Development Authority give preliminary approval of a proposed tax levy for 2015
payable in 2016 by September 30, 2015 and
WHEREAS, the Maplewood Area Economic Development Authority has
reviewed preliminary information on the Proposed 2016 Budget and has determined the
amount of the proposed tax levy payable in 2016 which is the maximum amount that will
be levied.
NOW THEREFORE BE IT RESOLVED BY THE MAPLEWOOD AREA
ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD,
MINNESOTA THAT:
1. The proposed tax levy for 2015 payable in 2016 in the amount of $89,270 is
hereby given preliminary approval and shall be certified to the Ramsey County
Auditor.
2. The date for consideration of the final levy and consideration of the 2016 Budget
shall be set as Monday, December 14, 2015 at 7:00 pm in the Maplewood City
Council Chambers.
