Thursday, February 12, 2015 Heritage Preservation Commission Meeting Minutes MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE: March 12, 2015 RE: 2009 Survey Introduction Commissioner Currie requested that the Heritage Preservation Commission (HPC) review the survey conducted by the HPC in 2009. Background In 2009, the HPC sent a survey to the owners of several historic properties in the city. The survey informed property owners that their site was historic and that the city was revising the Heritage Preservation Ordinance to better define the criteria and procedures for historic designation. Survey recipients were askedwhether they supported the ordinance changes (see Attachment 1). The survey was sent to the properties the HPC considered the most significant historically: Bruentrup Farm Heritage, 2170 County Rd D Ramsey County Poor farm Campus, 2020 White Bear Ave Forest Lawn Cemetery Mausoleum, 1800 N. Edgerton Street Owner or Occupant, 1800 E. Shore Drive KSTP Transmitter Building, 2792 Highway 61 Carver Lake School, 2684 W. Highwood Ave Keller Lake Club House, 2166 Maplewood Drive Northern Aire Motel (Sign), 2441 Maplewood Drive St. Jerome, 380 E. Roselawn Ave Owner or Occupant, 741 County Road B Owner or Occupant, 1851 Clarence Street Owner or Occupant, 1865 Arcade Street Owner or Occupant, 1865 Clarence Street Owner or Occupant, 1889 Clarence Street Owner or Occupant, 1745 Edgerton Street Owner or Occupant, 1875 Edgerton School Owner or Occupant, 1685 English Street Owner or Occupant, 2492 Highwood Ave Owner or Occupant, 2591 Stillwater Road St. Paul Monastery, 2675 Larpenteur Ave Ski Jump, 1230 Sterling Ave McCarron Water Treatment Plant (St Paul Water Works), 1900 Rice Street Schroeder Milk, 2080 Rice Street Owner or Occupant, 1851 Clarence Street David Fisher’sNovember 12, 2009 memo to the HPCprovided the following summaryof survey results: “The historical survey received very few responses. Here are the results: - Two in writing do not support the HPC amended ordinance. - Three came back unopened return to sender. - One phone call with concern about how this will affect their property. - One e-mail with concern about building permits and how the amended HPC Ordinance may limit property owners in remodeling or new construction.” One take-home message from the survey is that the City and the HPC will need to work diligently to build support for preservation. A proposed 2015 HPC goal is to complete a brochure on the local designation program and this brochure is an opportunity to articulate the importance of preserving historic structures. Recommendation No action required. Attachments 1.2009 Survey Attachment 1 1830 County Road B East Maplewood, MN 55109 Date: October 19, 2009 Did you know you own a highly significant historical property in Maplewood as designated by the Maplewood Historical Preservation Commission? HISTORICAL SURVEY: What is Being Requested? The City of Maplewood Historical Preservation Commission (HPC) is looking at trying to update the existing HPC Ordinance. Currently, there is not a clearly defined criteria to determine what is an eligible historical site or landmark. The objective of an update is to have a public policy that protects and preserves historical properties and sites. The procedures to designate historic sites or landmarks would require a public hearing with the CityCouncil per HPC recommendation. Every nomination would be forwarded to the Minnesota Historical Society for review and comments. Eligibility criteria: In considering the designation of any area, site, place, district, building or structure in the city asa historic site, landmark, or district the Commission shall consider the following factors with respect to eligibility: (1)Its character, interest or value as part of the history or cultural heritage of the City, the State or the United States; (2)Itsassociation with persons or events that have made a significant contribution to the cultural heritage of the City; (3)Its potential to yield information important in history or prehistory; (4)Its embodiment of distinguishing characteristics of architectural type or style, or elements of design, detail materials or craftsmanship; (5)Its unique location or singular physical appearance representing an established or familiar visual feature of aneighborhood or community of the City. David Fisher, Building Official Enclosures: Draft Amended Historical Ordinance MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE: March 12, 2015 RE: 2015Commission Goals Introduction At the MarchHeritage Preservation Commission (HPC) meeting, commissioners will discuss andfinalize 2015 goals. Background At the February HPC meeting, commissioners discussed several possibilities for goals and decided to make final decisions at the March meeting. The goals that were discussedare summarized below. Suggestions for 2015 goals from 2/12/15 HPC Suggested process discussion 1.Local DesignationProgram Staff or HPC member develops brochure Develop brochure for program Staff draftsprocedures Develop procedures HPC approves program Compile list ofproperties that are most Council approves program important to designate 2.Compile list of properties that are most important to Appoint committee to prepare list designate HPC reviews list 3.Survey non-residential historic structures Staff writes grant and hires consultant HPC works with consultant (mostly during HPC meetings) 4.Archeological investigation at Fish Creek Staff writes grant and hires consultant HPC members participatein project outside HPC meetings 5.Research and develop materials on Maplewood Appoint committee to identify topics, history. research and prepare materials Topics and formats suggested at 2/12/15 meeting Review plans with HPC included: Partner with MAHS Prepare videos on Maplewood history Videography can be done by GTN16 Sporting activities (1920’s-1950’s) Staff assists with posting and publicizing Identify and document structures that have work to city and local media outlets been lost Take photos of Fish Creek prior to archeological investigation 6.Plan project for Maplewood’s 60thAnniversary Appoint committee (February 2017). Depending on project, this might Partner with MAHS be combined with #5above. Review ideas with HPC 7.Determine what recommendations in the Historic Each commissioner reviews list of Context Study should be addressed in 2015 or recommendations and submitstop two 2016 prioritiesto staff to include in memo HPC reviews 8.Nominate and recommend to council a recipient for Appoint committee to gather suggestions the 2015 Heritage Award. and write a description of candidate accomplishments Three goals from 2014 should be carried over to 2015: 1.Develop materials and procedures for local designation program. 2.Submit grant for Fish Creek archeology and conduct project (Aprilgrantdeadline). 3.Submit grant for inventory (April grantdeadline.) Not included in the list above are 2014 goals 11-15 (recognize families, recognize geographic features, website links, identify books and articles, and workwith Maplewood Area Historical Society). These were very general goals and the HPC discussed that if these are adopted they should includespecific actions and people assigned towork on them. Some of the proposed goals would be best accomplished viacommittees.Prior to the March meeting, please consider whether you would be willing to work on a committeeoutside the regular commission meeting. Committees would be helpful for the following: 1.Develop list of sites that are most important to designate 2.Research and develop materials on Maplewood history 3.Plan a project to be unveiled at Maplewood’s 60th anniversary Commissioners discussed a goal of planning for the 60th Anniversary celebration. Staff continues to advisethat the scope of the60th anniversary celebration does not require two years of planning. However, if the commission wants to do a project that is unveiled as part of the celebration, then 2015 would be the year to start planning that project. One proposed goalwas to determine whichrecommendations from the Historic Context Study need themost immediate action. Staff received the followingsuggestionon how toapproach this: 1) provide HPC members alist of all the recommendations from the Context Study, 2) have each commissioner review the recommendations outside the HPC meeting and identify their top two priorities, 3) have staff compile the priorities to present to HPC for discussion. Staff thinks this is an excellent suggestion. Recommendation Discuss and finalizeHPC goals for 2015.Appoint members to any goal requiring a committee.
