a.2014 Demolition report
Natural Resource Coordinator, Ginny Gaynor, provided an update on the 2014
Demolition report. This report contains all of the buildings that were demolished
in the City of Maplewoodin 2014.
Commissioner Gaspar moved to approve the 2014 Demolition Report.

b.2014 Goals Status
Natural Resource Coordinator, Ginny Gaynor, discussed the 2014 Goals Status
and answered questions of the commission.

Introduction
Commissioner Currie requested that the Heritage Preservation Commission (HPC) review the
survey conducted by the HPC in 2009.
Background
In 2009, the HPC sent a survey to the owners of several historic properties in the city. The
survey informed property owners that their site was historic and that the city was revising the
Heritage Preservation Ordinance to better define the criteria and procedures for historic
designation. Survey recipients were askedwhether they supported the ordinance changes (see
Attachment 1).
The survey was sent to the properties the HPC considered the most significant historically:

David Fisher’sNovember 12, 2009 memo to the HPCprovided the following summaryof survey
results:
“The historical survey received very few responses. Here are the results:
- Two in writing do not support the HPC amended ordinance.
- Three came back unopened return to sender.
- One phone call with concern about how this will affect their property.
- One e-mail with concern about building permits and how the amended HPC Ordinance
may limit property owners in remodeling or new construction.”
One take-home message from the survey is that the City and the HPC will need to work
diligently to build support for preservation. A proposed 2015 HPC goal is to complete a
brochure on the local designation program and this brochure is an opportunity to articulate the
importance of preserving historic structures.

HISTORICAL SURVEY:
What is Being Requested?
The City of Maplewood Historical Preservation Commission (HPC) is looking at trying to update the existing
HPC Ordinance. Currently, there is not a clearly defined criteria to determine what is an eligible historical
site or landmark. The objective of an update is to have a public policy that protects and preserves historical
properties and sites. The procedures to designate historic sites or landmarks would require a public hearing
with the CityCouncil per HPC recommendation. Every nomination would be forwarded to the Minnesota
Historical Society for review and comments. Eligibility criteria: In considering the designation of any area,
site, place, district, building or structure in the city asa historic site, landmark, or district the Commission
shall consider the following factors with respect to eligibility:
(1)Its character, interest or value as part of the history or cultural heritage of the City, the State
or the United States;
(2)Itsassociation with persons or events that have made a significant contribution to the cultural
heritage of the City;
(3)Its potential to yield information important in history or prehistory;
(4)Its embodiment of distinguishing characteristics of architectural type or style, or elements of
design, detail materials or craftsmanship;
(5)Its unique location or singular physical appearance representing an established or familiar
visual feature of aneighborhood or community of the City.

At the February HPC meeting, commissioners discussed several possibilities for goals and
decided to make final decisions at the March meeting. The goals that were discussedare

Three goals from 2014 should be carried over to 2015:
1.Develop materials and procedures for local designation program.
2.Submit grant for Fish Creek archeology and conduct project (Aprilgrantdeadline).

Not included in the list above are 2014 goals 11-15 (recognize families, recognize geographic
features, website links, identify books and articles, and workwith Maplewood Area Historical
Society). These were very general goals and the HPC discussed that if these are adopted they
should includespecific actions and people assigned towork on them.
Some of the proposed goals would be best accomplished viacommittees.Prior to the March
meeting, please consider whether you would be willing to work on a committeeoutside the
regular commission meeting. Committees would be helpful for the following:
1.Develop list of sites that are most important to designate
2.Research and develop materials on Maplewood history
3.Plan a project to be unveiled at Maplewood’s 60th anniversary
Commissioners discussed a goal of planning for the 60th Anniversary celebration. Staff
continues to advisethat the scope of the60th anniversary celebration does not require two
years of planning. However, if the commission wants to do a project that is unveiled as part of
the celebration, then 2015 would be the year to start planning that project.
One proposed goalwas to determine whichrecommendations from the Historic Context Study
need themost immediate action. Staff received the followingsuggestionon how toapproach
this: 1) provide HPC members alist of all the recommendations from the Context Study, 2) have
each commissioner review the recommendations outside the HPC meeting and identify their top
two priorities, 3) have staff compile the priorities to present to HPC for discussion. Staff thinks
this is an excellent suggestion.
