A. CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota was held
in the Cafetorium of the John Glenn Junior High School and was calleito
order at 7:33 P.M. by Mayor Axdahl.

C. PUBLIC HEARING - Location of Interchange on Highway 36 between Highway 61
and White Bear Avenue
Mayor Axdahl convened the meeting for a public hearing regarding the location
of an interchange on Highway 36 between Highway 61 and White Bear Avenue.
Village Manager Miller read the notice of hearing along with the dates
of publication.
1. Introduction
Mayor Axdahl explained the purpose of the hearing and presented the
background of the matter. He further explained that the Council has
not made a decision and hopefully after hearing all parties concerned,
a decision can be made this evening.
2. Consultant Report.
Dr. Larry Dallam, representing Howard, Needles, Tammen and Bergendoff,
Consultant Engineers, presented their report.
3. Staff Report
Village Manager Miller presented the staff report.
4. Village Commission reports.
Mayor Axdahl read the motion from the Maplewood Planning Commission
minutes of November 15, 1971 regarding the interchange location on
Highway 36.
"Commissioner Barrett moved that the Planning Commission recommend
to the Village Council that an interchange be provided at English
Street on Highway 36 and an overpass at Hazelwood Avenue at T.H. 36
for the reason being that such interchange at English Street would be
more adequate to serve the existing business - commercial areas near
T. H. 61 and 36 interchange.
Commissioner Stolzman seconded. Commissioner Singer moved to amend
Commissioner Barrett's motion by adding the following amendment: We
further recommend that this is no an endorsement of any of the alter-
natives as shown in the Gervais Avenue Corridor Location Study.
Commissioner Disselkamp seconded the amendment. Motion carried on
the amendment. Ayes - all.
The Chairman then called for a vote on the total amended motion of
Commissioner Barrett in conjunction with Commissioner Singer's motion
and the amended total motion carried. Ayes - all."

6. Question and 'Answers
a. The Council and Staff answers questions from the audience. Dr. !:
Dallam from Howard, Needles, Tammen and Bergendoff answered.questions
from the Council and audience.
7. Village Council Discussion
a. Councilwoman Olson presented her statement regarding the placement
of the interchange on Highway 36.
b. Councilwoman Olson moved that the Council go on record as
approving the interchange location on Highway 36 at Hazelwood Street.
Motion died for lack of a second.
d. Councilman Wiegert moved that the Council reaffirm its request
that an interchange be located at English Street and an overpass at
Hazelwood Street and introduced the following resolution and moved
its adoption:

WHEREAS, the State Highway Department has requested the Village
of Maplewood to approve Plan S P 6211 -17, Layout 413, for the
upgrading of T. H. 36 =118 in Maplewood, and
WHEREAS, said plans indicate an interchange at English Street, and
WHEREAS, a study of Gervais Avenue indicated that an interchange
could be constructed at Hazelwood Street or English Street, and
WHEREAS, the Village Council has previously approved the English
Street interchange, and
WHEREAS, members of this community have acted in reliance upon
the English Street location, and'
WHEREAS, the Village has approved building permits and construction
has been accomplished based on an English Street interchange location,
and
WHEREAS, the Village Council is not satisfied with the currently
proposed interchange design at English Street; and
WHEREAS, it has been approved by the Metropolitan Council;
BE IT THEREFORE RESOLVED THAT THE VILLAGE COUNCIL OF MA.PLEWOOD,
MINNESOTA, reaffirms its request that an interchange be established
in the area of English Street and an overpass at Hazelwood Street; and
FURTHER, that the Village Council requests that the English Street
interchange be redesigned to better accommodate projected traffic flow,
and
FURTHER, that this resolution be forwarded to: Minnesota Highway
Department, Bureau of Public Roads, Metropolitan Council, Ramsey County
and other interested parties.
Seconded by Councilman Haugan.
8. Petition
Ayes - Mayor Axdahl, Councilmen Haugan
and Wiegert.
Nay - Councilwoman Olson and Council-
man Greavu.
a. Mr. William Gardner presented Council with a petition signed by
Maplewood residents requesting the Village Council to request the Minn-
esota Highway Department to open the intersection of Hazelwood Street
to cross Highway 36. The petition also requests the Highway Department
to install traffic signals on the East and West bound lanes of Highway
36 at Hazelwood Street.
b. Council accepted the petition and referred it to Staff.
