A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:39 P.M. by Mayor Greavu.

C. PUBLIC HEARING
1. Plan Amendment - Appeal - Woodlyn Avenue
a. Mayor Greavu stated this item had been tabled from the April 5, 1979 meeting for
the purpose of obtaining a legal opinion relative to approving a plan amendment that
could be designated for senior citizen occupancy.
b. City Attorney Bannigan presented his opinion.
C. Several of the residents of the area questioned the Council and the developer.
d. Councilman Wiegert moved to approve the Plan Amendment to the Comprehensive Land
Use Plan as requested by Mr. Thomas H. Weber from R -m, Medium Denisty, to RH, High
Denistv, on the following described Property:
The E 527.264 feet of the W 1054.52 feet of the S 450 ft of the N 1321.3
feet of the NW 1/4 of the NE 1/4 of Section 2, Township 29, Range 22 in
the City of Maplewood, Ramsey County, Minnesota subject to roads and easements.
Seconded by Councilman Anderson. Ayes - all.
e. Councilman Wiegert introduced the following resolution and moved its adoption:

WHEREAS, the Maplewood City Council and the Maplewood Planning Commission have
prepared and adopted a Comprehensive Community Plan in compliance with the require-
ments of Section 462.355 of the State Planning Enabling Legislation; and
WHEREAS, said Section 462.355 provides for subsequent amendment of said Com-
prehensive Plan which reflect changed conditions; and
WHEREAS, the Maplewood Planning Commission has conducted the required public

hearing, and has given consideration to all evidence and testimony submitted at such
hearing held on February 26, 1979 and has denied said amendment and forwarded said
recommendation to the City Council; and
WHEREAS, the Maplewood City Council has reviewed said recommendation of the
Planning Commission and held a public hearing on April 5, 1979, continued to April 9'
1979, for an appeal of the Planning Commission denial;
NOW, THEREFORE, BE IT RESOLVED, that the Maplewood City Council hereby adopts
and amends the Comprehensive Plan for Maplewood.
Seconded by Councilman Anderson.
Ayes - all.
I. Councilman Wiegert moved to invite the developer to present a Planned Unit Devel-
opment proposal for the property.
Seconded by Councilman Anderson. Ayes - all.
