As it is, if he abstained, the remaining two members would not constitute a quorum for a vote. SITE PLAN N 5 Attachment 3 • MEMORANDUM TO: City Manager FROM: Thomas Ekstrand, Associate Planner SUBJECT: Design Review LOCATION: 2370 English Street APPLICANT: Truck Utilities Manufacturing Company, Inc. OWNER: Hartford Lancer PROJECT TITLE: Building Addition DATE: July 27, 1990 INTRODUCTION The applicant is proposing to build a 50.6- by 160 -foot, one -story addition onto an existing concrete block and metal building. The addition would match the existing materials and building design. BACKGROUND On May 13, 1976, Council approved plans for the existing building. On August 16, 1979, Council approved a conditional use permit for an office - warehouse use in a M -1 (light manufacturing) district. Code now allows Truck Utilities as a permitted use. • DISCUSSION (paved parking and screening) Employee Parking Code requires paved, on -site parking. Presently, many employees are parking on English Street and on the vacant property across the street. Some of the existing on -site paved parking is unavailable to employees because of truck parking. On May 13, 1976, the City Council required that the parking stalls on the east and west sides of the subject building not be used for trucks or truck bodies. See condition eight on page 7. New paved and curbed parking area(s) should be installed to provide enough parking. Code does not have a formula for calculating the required parking for assembly areas, which is the main activity at Truck Utilities. There should, however, be enough parking to provide for all of the employees. This would amount to parking for 58 employees. Part of the area shown as future parking may be disturbed by storm sewer installation. New parking lot paving should not take place until after the storm sewer work is completed. Storage -yard Parking Paved parking areas should also be provided for all truck parking and truck body storage areas visible from Highway 36. This paving should be provided for code compliance as well as for cleaning -up the view from the highway. Screening The City Council has expressed interest in seeing the Truck Utilities site cleaned up and storage yard screened. The storage yard south of Gervais Avenue should be screened for better site aesthetics. A screening -fence along the north lot line should be installed to hide the trucks and debris in this area. RECOMMENDATION Approval of the site plan date - stamped July 13, 1990 and building elevations date - stamped July 6, 1990 for the Truck Utilities building addition, subject to the applicant complying with the following conditions: 1. Providing 58 on -site, paved parking spaces to be kept available for employee use. New parking stalls must be double - striped. All new parking that is provide must be curbed in accordance with City Code. The applicant shall submit a parking plan to Staff for approval. Any paving in areas to be excavated for storm sewer installation, shall be paved once that work is completed. 2. Paving all parking and driveway areas on the front and sides • of the southerly building. 3. Restrict the parking on the sides of the southerly building to employee-parking only, as originally required by the City Council on May 13, 1976. This condition may only be waived by the City Council. 4. Storing any outside trash containers, that are visible from streets or adjacent properties, within screening enclosures as required by code. 5. Submitting a grading and drainage plan to the City Engineer for approval. All utility work shall be subject to the City Engineer's approval. , 6. Keeping the building exterior continually maintained. 7. Install a six- to ten -foot tall screening -fence along the north lot line to screen the north storage yard. The fence shall be tall enough to screen the storage yard from Gervais Avenue. A six -foot -tall fence may require raising the grade elevation. 8. Providing an escrow, in a form acceptable to Staff, in the amount of 150% of the estimated cost of any required paving and curbing that is not completed by occupancy. The applicant shall also provide proper documentation, to be approved by the City Attorney, which allows Staff onto the property to finish • work that may not be completed. 2 .
