Bob Schroeder inquired about the City of St. Paul's involvement with provisions of holding ponds. Mr. Wolfgram asked what the amount required for escrow for the installation of sidewalks would be. Secretary Ekstrand said the Engineering Department would be able to estimate the construction costs. Mr. Wolfgram also askec.l • for details of where fire hydrants would be required. • Secretary Ekstrand said this question should be addressed to the Fire Marshal. • Board Member Erickson moved: Approval of plans date- stamped October 13, 1988, for the Schroeder Milk building and site expansion, subject to ; the following conditions: • 1. Authorization for fewer parking spaces than code • requires. If the 79 spaces allowed do not adequately serve the applicant's parking needs, more spaces shall be III provided. This revised parking plan shall be subject to ,Review Board approval. 2. All trash dumpsters shall be stored in screening enclosures with a 100% opaque wooden gate and shall be a color and material compatible with the building. Enclosures shall be protected by concrete- filled steel posts, or the equivalent, anchored in the ground at the front corners of the structure. If the enclosure is masonry, the protective posts may be omitted. 3. All exterior building or roof -top equipment shall be ! decoratively screened and hidden from vie'. This screening shall be subject to Board app 4. An erosion control plan, acceptable to the City Engineer, shall be submitted prior to the issuance of the grading and building permits for erosion control during L construction. Grading, drainage and utility plans shall be subject to the City Engineer's approval. Storm water retention 1 shall be provided on -site and shall not adversely affect adjacent' properties. 6. All parking and driveway areas shall have bituminous paving. Landscaped islands within the parking lot shall also be curbed. . 7. If construction has not begun within two years of approval, Board review shall be repeated. 8. Site security lighting shall be provided and shall be directed or shielded so not to cause any undue glare onto adjacent properties or roadways. 9. If any adjacent property is disturbed or property irons removed due to construction of the site, that property shall be restored and irons replaced by the applicant. 10. The new maintenance garage shall the not architectural until the Review Board has approved plans for this building. 'A11 fuel pumps shall be toward the rear of the site. • Board Member Anitzberger seconded Ayes - -all • .: „ i 1* i III MEMORANDUM TO: City Manager FROM: Thomas Ekstrand, Associate Planner SUBJECT: Fascia Signs LOCATION: 3035 White Bear Avenue (Section 2) APPLICANT: Juleen Designs PROJECT TITLE: T -Birds Bar DATE: May 25, 1990 INTRODUCTION T -Birds is proposing to install a four - foot - diameter neon clock/ sign on the upper building fascia. T -Birds is expanding into the adjacent tenant space and the proposed sign would go above their new entrance. BACKGROUND December 11, 1984: The Design Review Board allowed Bernard's Restaurant, a previous tenant, to place their signs on the upper fascia. Previously, their signs were required to be placed on the lower fascia along with the other tenants of the building. September 23, 1986: The Board allowed Pasquales Restaurant, the 41, next tenant, to place a changeable -copy electric readerboard n the upper fascia facing north and east. This approval total of three signs on each elevation. DISCUSSION It is reasonable to permit this additional sign on the upper fascia to be consistent with the placement of existing T -Birds signage. The awning would also preclude the placement of a sign on the lower fascia. PROJECT: Parking Lot Expansion DATE: May 29, 1990 INTRODUCTION The applicant is requesting approval to expand their parking lot, add two new pole- mounted site lights and move an earth berm. Refer to the plans and drawings. BACKGROUND May 22, 1979: The Review Board approved plans for Washburn Labs to build an addition. July 10, 1979: The Board approved plans for parking lot expansion and landscaping. The approved landscape plan called for 15, four - foot- tallThesertrees Spruce were never top planted, berm north of the parking lot. DISCUSSION (drainage, parking lot design and landscaping) The City Engineer needs to see a detailed grading plan with two catch basins to handle storm runoff from the parking lot. T plan should be submitted and approved before a paving p obtained. Staff's proposal on page 6 should be approved. This plan is very similar to the applicant's, but allows better traffic flow. The 15 Colorado Spruce required in 1979 should be planted now to fulfill that requirement. RECOMMENDATION Appvl d, of Inc. date Unlie following conditions: 1. The applicant is also requesting the vacation of a 10 -foot drainage easement at the south end of the site. 4. The existing fuel tanks and dispensers would be removed. CRITERIA FOR EASEMENT VACATION Chapter 412.851 of State law allows the City to vacate any public easement if the vacation is in the public interest. DISCUSSION (Parking and Basement Vacation) There must be 18 parking spaces to meet code. The revised sketch on page 8 shows these. Grading, drainage, erosion control and utility plans shall be subject to the City Engineers approval.
