CALL TO ORDER Chairperson Moe called the meeting to order at 7 p.m. 2. ROLL CALL Donald Moe Present Tom Deans Present Marvin Erickson Present Roger Anitzberger Absent Michael Holder Present at 7:19 p.m. Daniel Molin Present at 7:04 p.m. 3. APPROVAL OF MINUTES a. April 24, 1990 Boardmember Deans moved to table the minutes until a later time due to lack of a quorum. Boardmember Erickson seconded Ayes - -Moe, Deans, • Erickson 4. APPROVAL OF AGENDA Boardmember Erickson moved approval of the agenda as submitted. Boardmember Deans seconded Ayes - -Moe, Deans, Erickson 5. UNFINISHED BUSINESS a. Landscape Plan - Englewood Shops, Cope Avenue and English Street Jeff Jeffrey of Shorewood Nursery was present representing the owner, BB & D Investments. Chairperson Moe said that the landscape plan presented is okay, but there is a problem with meeting the requirements of the conditional use permit on screening. Mr. Jeffrey said he would put in four -foot- tall berms and if this does not work, he will build a retaining wall on the back side. Secretary Ekstrand said the planning director contacted Councilmember Bastian, who said the intention of the condition requiring berms was that the berm be four feet tall from the street curb. The Board discussed whether the berms will create drainage problems. 411 Community Design Review Board -2- Minutes 5 -8 -90 Roger Franz, 1282 Cope Avenue, spoke in favor of the existing berm height but said he would also like larger pine trees planted. Boardmember Deans moved approval of the landscaping plan dated April 30, 1990, subject to the condition that the berms be reviewed and approved by staff before construction. Boardmember Erickson seconded Ayes - -Moe, Deans, Erickson, Holder, Molin 3. MINUTES a. April 24, 1990 The minutes of April 24, 1990 were amended correcting Boardmember Moe's vote to nay on Item 6. a. Boardmember Erickson moved approval of the minutes of . April 24, 1990, as amended. Boardmember Molin seconded Ayes - -Moe, Erickson, Anitzberger, Holder, • Molin Abstentions - -Deans 6. DESIGN REVIEW a. Building Exterior Remodeling - Champp's, 1734 Adolphus Street Ken Nordby, the architect representing Champp's, was present and gave a presentation on the proposed revisions to add windows, cedar trim and a neon tube to Champp's. Chairperson Moe asked for comments from the public. There were no comments. Boardmember Erickson moved approval of plans date - stamped April 24, 1990, for the Champp's building exterior renovation at 1734 Adolphus Street. Signage is subject to staff approval. Boardmember Holder seconded Ayes - -Moe, Deans, Erickson, Holder, Molin Community Design Review Board -3- Minutes 5 -8 -90 7. VISITOR PRESENTATIONS 8. BOARD PRESENTATIONS Chairperson Moe informed the Board that Roger Anitzberger has been appointed to the Maplewood Planning Commission. Mr. Anitzberger will continue to sit on the Board until a replacement is found. Secretary Ekstrand said the position opening on the Review Board will be advertised immediately. 9. STAFF PRESENTATIONS Secretary Ekstrand reminded Board members there will be one meeting on June 5, 1990. 10. PROJECT TITLE: Salvation 1990 y May y INTRODUCTION licant is requesting approval of a 32 square foot ground The app sign for the Salvation Army church. The sign base would match the brown block of the building. BACKGROUND On December 9, 1986, the Review Board approved plans for the Salvation Army. On December 22, 1986, Council granted a conditional use permit. CODE REQUIREMENT Code section 36 -316 (3) allows ground signs for churches up to 15 square feet in area. Signs between 16 to 32 square feet • may be allowed by the Board, based on the following factors: 1. Acreage of the total development; 2. Design of the sign, including lighting; dway; 3. Setback and visibility from a public application; 5. 4. Need for identification by the app 5. Public safety concerns; 6. Proximity to low density residential and recreational areas; 7. Overall landscape design of the property, including topography; 8. The nature and design of the message board supports. The following is a summary of the proposed signs: Freestanding Signs 1. 6- by 10 -foot concrete block and brick shopping center identification sign (previously approved). 2. 5- by 10 -foot Fina Gas pylon sign. Fuel Station Canopy Signs • Two 24- inch -tall Fina signs facing east and w one 24- inch -tall Brook's Food Market sign facing q han Y 36. Building Signs E trectlyaaboveuthebtenantwspace. These signs l would be a awning d maximum ily ab of 24- inches - tall. BACKGROUND On August 15, 1989, the Design Review Board approved plans • Englewood Shops. The Board required the applicant to submit a comprehensive sign plan. On December 12, 1989, the Board approved the exterior building materials and the design of the shopping center's main freestanding sign. They required an accent band of brick to match the building. • • DISCUSSION The proposed signs meet all code requirements with one exception. There must be at least 100 feet between the two freestanding signs. RECOMMENDATION Approval of the sign criteria for the Englewood Shops. General v A. Tenant signage shall be limited to decoration of the lighted awning directly above the tenant space and the allotted tenant space on the pylon sign. B. Landlord will provide the lighted awning and the pylon sign for purpose of displaying tenant's information. Decoration of the tenant information will be at the expense of the tenant. C. All other types of signage will be prohibited with the exception of 1. Window displays may occupy up to 25% of the tenants window and be subject to compliance with with Maplewood sign ordinance. 2. Signage for the gas station /convenience store will be as specifically described herein. 2. Awning Sign Criteria 110 A. Decoration of the awning will be with translucent pressure sensative vinyl which tenant will verify to be removable without damage to the background material. B. A 24" margin will be maintained at the right and left of each tenant space (I.E. 20' storefront is allowed 16' sign area) C. Tenant information will maintain a 6" margin to the bottom of the awning and contained within 21" of height making the top of all tenant graphics to be no more than 27" above the bottom of the awning. D. Tenant may use colors and letter style of choice as well as corporate crests or logos. E. A design will be submitted to the landlord for approval before any signage is installed on the awning. Written approval by the landlord will be required before proce- eding. 3. Pylon Sign Criteria A. Decoration,of the sign faces will be with translucent pressure sensative vinyl which tenant will verify to be removable without damage to the background material. B. Tenant will maintain a 4" margin at the left and right of the allotted sign area. C. A minimum 1i" top and bottom margin will be maintained between tenants graphics and the dividing lines between tenant sign areas. MAy 8 • Attachment 6 h. 411 D. Tenant may use colors and letter style of choice as well as corporate crests or logo. E. Design approval will be required as described in section 2.E. 4. Gas Station /Convenience Store Sign Criteria. A. Pylon sign as indicated on site plan shall advertise gas brand and prices. B. Window signage as described in 1.C.1. C. Gas price information may also be displayed on the pump islands per legal posting requirements. D. Canopy signage shall be limited to 1. 24 square feet on the east and the west elevations of the pump island canopy identifying the gas brand by means of illuminated sign cabinet or illuminated letters. 2. 50 square feet on the north elevation of the pump/ island canopy identifying the name of the convenience store by means of illuminated letters. E. Proper margins and placement shall be maintained as established by the landlord. F. Tenant may use colors and letter style of choice.Corporate crests or logos shall be permitted within the allowable 411 square footage. G . Flashing, moving or rotating signs are prohibited. H. Design approval will be required as described in section 2.E. They would delete 36 Ames Junipers and one Black Hills Spruce. 2. The grade in this area is higher than originally proposed. The applicant feels, therefore, that this six- to eight- foot - tall slope will suffice as the required visual screen. Refer to the letter on page 7. BACKGROUND On May 23, 1989, the Board approved the design plans. Condition • 11 required the 26 junipers east of the parking lot be an upright variety, at least six- feet -tall when planted. On June 22, 1989, the City Council granted a conditional use permit subject to the revisions and conditions approved by the Board. DISCUSSION Pat Goff, the owner of the lot to the east, does not feel these plantings are needed for screening. Mr. Goff, furthermore, plans to use this slope to create a berm along the common lot line. He feels this will suffice for screening the office building from his proposed condominiums. Mr. Goff suggested, however, that the applicant plant half of the junipers for aesthetic landscaping. Staff agrees with Mr. Goff. The City typically requires such landscaping. 411 RECOMMENDATION Revision of the approved landscape plan for Rainbow Cleaning Systems to omit 13 Ames Junipers and one Black Hills Spruce east of the parking lot. The applicant shall plant one row of 13, four- foot -tall Ames Junipers instead. • Appeals Appeals to the Board's decision will be accepted within ten days of the Board's motion. There exists an earthen hill (ranging from, approximately, 6 to 8' in height) that separates these properties. This hill currently provides the required visual screening of Mr. Dillon's automobile parkin area for that adjacent residential property. Proposed is: (1) Elimination of the thirty (30) Juniper Ames and the one (1) Black Hills Spruce plantings and associated planting beds along the east property line. Sod would replace these removed items. (2) Screening of Mr. Dillon's automobile parking area from the adjacent property to the east will still be maintained by the above - described grade conditions that are to remain.
