CALL TO ORDER Chairman Moe called the meeting to order at 7:02 p.m. 2. March 27, 1990 Commissioner Erickson moved to table the minutes of March 27, 1990, until staff can research and clarify a condition of Item 5. a. Commissioner Anitzberger seconded Ayes - -Moe, Deans, Erickson, Anitzberger, Holder, Molin 4. APPROVAL OF AGENDA Item 6. a. was deleted from the agenda. Commissioner Deans moved approval of the agenda as amended. Commissioner Erickson seconded Ayes - -Moe, Deans, Erickson, Anitzberger, Holder, Molin 5. UNFINISHED BUSINESS a. Maplewood Rental Townhomes - Between Londin Lane and Lower Afton Road Nick Boosalis, developer of this project, was present at this meeting, along with the architect and landscape • architect who both gave presentations. • Leigh Rolfshus, architect, discussed the proposed changes in the site plan and proposed materials and design of the buildings. Mr. Rolfshus said they prefer 411 Community Design Review Board -2- Minutes 4 -10 -90 to locate the storm shelter /community center next to the pond and open area, since it will be available for use by everyone in the development. Mr. Rolfshus said the basement would be used for the storm shelter and the building would also include an exercise area, pool, and the manager's office. The storm shelter is proposed to accommodate 80% (which computes to 391 people) of the projected population of the development. The landscaper said they would like to seed rather than sod this site. Staff responded that they are recommending the area be sodded to eliminate any weed problem developing. The landscaper explained the proposed tree plan. A person from the audience objected to this project bringing into the area too many people and too much pollution. Jim McGill, Connemara II, said at a previous meeting staff was authorized to request a traffic study from Ramsey County to determine if improvements will be needed at the McKnight and Lower Afton Roads intersection prior to construction of this project. Staff responded that the study was completed by Ramsey County and it is their intention to install signal lights within two to three years. Boardmember Deans moved approval of plans date - stamped March 16, 1990, for the 176 -unit Maplewood Rental Townhomes between Londin Lane and Lower Afton Road, subject to the following conditions: 1. Compliance with the conditions of the City Council's December 12, 1988, site plan approval of this development, except that condition number three shall be revised to read, "All parking spaces shall be double- striped and have a width of at least 9.5 feet." • 2. The developer shall revise the site plan for staff approval to include the following changes: a. Widen the driveways to at least 24 feet in width, except the main north -south roadway. This driveway shall be at least 28 feet wide from curb to curb, with a width of 18 feet on each side of the medians. 411 b. The medians shall not extend into the right - of -way. Community Design Review Board -3- Minutes 4 -10 -90 c. There shall be 30 -foot turning radii at both street intersections. All turning radii inside the site shall be at least 10 feet. d. There shall be at least 36 feet between the end elevations of buildings and at least 20 feet between the corners of adjacent buildings that meet at right angles. e. Provide at least one open parking space for each apartment unit in each grouping of buildings. 3. All siding and trim shall be aluminum or another low - maintenance material acceptable to the Community Design Review Board. Samples, colors, and a color scheme for the project shall be submitted for Review Board approval. 4. The developer shall submit the design of the storm shelter /community center to the Board for approval. 411 5. The size of the storm shelter shall be subject to the approval of the Director of Emergency Management. The developer must complete the storm shelter before the issuance of a certificate of occupancy for the first unit. 6. The developer must sign the north -south roadway as Dorland Road at both ends. These street signs shall be standard Maplewood reflectorized signs. 7. The developer shall revise the landscaping plan • for Board review as follows: a. All deciduous trees must be at least 2 1/2 inches, balled and burlapped. b. Provide landscape screening along the east and west sides between adjacent residential property. c. Show a row of deciduous trees on -site along the Londin Lane frontage as shown on the site plan, at a spacing of 50 feet on center. 8. The property owner shall dedicate a 20- foot -wide storm sewer easement along the easterly lot line to the City. Community Design Review Board -4- Minutes 4 -10 -90 9. The developer shall post all driveways and the main north -south roadway for "no parking ". 10. The applicant shall submit a tree plan that complies with all of the requirements of the Environmental Protection Ordinance for staff approval prior to the issuance of a grading permit. The Review Board shall review any site plan changes that may result. 11. All landscaping shall be properly maintained and any landscaping that dies shall be replaced within one year. Boardmember Anitzberger reported on the City Council meeting of April 9, 1990. 9. STAFF PRESENTATIONS a. Design Guide The board members discussed with staff the first draft of the Review Board design guidelines. No action was taken. b. Secretary Ekstrand reminded board members to phone in their RSVP for the recognition dinner planned in April. 10. ADJOURNMENT Meeting adjourned at 9:16 p.m. 4111 • MEMORANDUM TO: City Manager FROM: Thomas Ekstrand, Associate Planner SUBJECT: Landscaping Plan Revisions LOCATION: Londin Lane (Section 12 -28) APPLICANT /OWNER: SB Multifamily Fund 11 Limited Partnership PROJECT TITLE: Maplewood Rental Townhomes DATE: April 20, 1990 SUMMARY INTRODUCTION 1. The applicant is requesting approval of the revised landscape plan for the Maplewood Rental Town Homes. The plan now provides a mix of evergreen and deciduous plantings along both side lot lines. The plantings previously proposed in the parking lots are deleted, but may be planted in the future. The trees required along Londin Lane have not been shown. 2. The applicant will present examples of the building colors at the meeting. BACKGROUND 111 April 10, 1990: The Design Review Board approved the site and architectural plans. They tabled the landscape plan so the following changes could be shown: 1. All deciduous trees must be at least 2 1/2 inches, balled and burlapped. 2. Landscape screening along the east and west sides between adjacent residential property. 3. A row of deciduous trees on -site along the Londin Lane frontage as shown on the site plan, at a spacing of 50 feet on center. • The Board also required the applicant to submit samples of building colors and a color scheme for the project. DISCUSSION The revised landscape plan has not shown any trees along Londin Lane as the Board required. Auto Body DATE: April 17, 1990 SUMMARY INTRODUCTION William Tait is requesting approval of the metal ribbed screening -fence at G.A.C. Auto Body. BACKGROUND August 14, 1989: Council granted a conditional use permit for the sale of used cars. Condition 12 required the applicant to build a 100% opaque fence to screen the storage yard. Staff approval was required. October 31, 1990: Staff approved the fence design as shown and 411 described on pages 5 and 6. The applicant installed the fence with ribbed metal siding to match the building. The cedar accents were not applied. The approved design was also approved by Councilman Rossbach. DISCUSSION Staff required the cedar accents for better aesthetics. The applicants feel the fence is attractive as built. The Board's action should be based on whether the fence is attractive enough for the site and the adjacent properties. RECOMMENDATION Approval of the previously required fence design. Auto Body. This material, howe.vpr, is only acceptable with the following modifications: 1. There must be a continuous rough- sawn cedar cap and bottom along the entire length of the fence. 2. There must be vertical rough -sawn cedar- boards placed every six to eight feet. 3. All gates must be treated the same as the fencing with the cedar accent strips. 4. The color of the metal material shall match the building as closely as possible. 5. The vertical and horizontal cedar accent strips shall be no narrower than six inches wide. 6. For strength, the ribbed metal sheeting material shall he constructed as shown on the enclosed sketch. Both twin homes would have exteriors of horizontal -lap aluminum siding. BACKGROUND April 26, 1988: The Review Board approved two twin -homes for the applicant east of the proposed lots. CODE REQUIREMENTS 1. Minimum setbacks: both street sides - 30 feet 411 side - 5 feet 2. Decks, steps or any other projections, may not extend more than 18 inches into a required setback. 3. Minimum floor area: 740 square feet for a two - bebroom unit DISCUSSION Both twin -homes would be compatible with the surrounding development. Building B, however, may have difficulty meeting a 30 foot building setback. Setback compliance should be verified prior to the issuance of a building permit. Decks and steps may not extend more than 18 inches into any required setback area. 411 411 RECOMMENDATION Approval of the twin -homes on Gall Avenue for DeSoto Associates. Approval is subject to the applicant complying with the following conditions: 1. Repeating the design review process if construction has not begun within two years. 2. Restoring any adjacent property that may be damaged by this construction. 3. Submitting grading, drainage, utility and erosion plans to the City Engineer for approval. 4. Continually maintaining the building exteriors. 5. Verifying that Building B has a 30 foot setback from the County Road D right -of -way. 6. Providing no more than an 18 inch deck or step projection into any required setback. 7. Meeting all requirements of the driveway code. On January 22, 1990, the City Council required that ABRA submit a plan for additional screening to be considered by the Review Board. The Council directed the Board to "further discuss fencing or screening on the north and west side of the property and, also, contact the Watershed District regarding the "skimming" operation for runoff into the wetlands." 2. ABRA submitted a plan that would screen their proposed parking lot expansion area only. BACKGROUND December 27, 1988: The Review Board approved ABRA Auto Body. The landscaping plan was approved as shown on page . DISCUSSION The Watershed District has determined that the parking lot expansion will not adversely effect the "skimming" operation for runoff into the wetlands. Council intended that additional screening be considered along the entire north and west lot lines. If any screening is required by the Board, Staff recommends a decorative -wood screening fence along the entire north lot line to improve the appearance from southbound Highway 61. The Director of Public Safety has recommended that there not be a screening fence because of vandalism. RECOMMENDATION Revision of the approved landscaping /site plan for ABRA to require a six - foot -tall, 80% opaque decorative wood screening fence along the north lot line. TEABRA Attachments 1.
