CALL TO ORDER Chairman Moe called the meeting to order at 7 P.M. 2. January 9, 1990 Boardmember Erickson moved approval of the minutes of January 9, 1990 as submitted. Boardmember Holder seconded Ayes - -Moe, Deans, Erickson, Holder, Molin Abstentions- - Anitzberger 4. APPROVAL OF AGENDA Boardmember Deans moved approval of the agenda as submitted. Boardmember Erickson seconded Ayes - -all 5. UNFINISHED BUSINESS 6. DESIGN REVIEW a. Proposed Building - City and County Employees Credit Union on Cope Avenue Sheldon Sanborn, president of the credit union, and Dave Campbell, architect for the project, were present at the meeting. Secretary Ekstrand said Item 2. d. (1) on page 2 of the staff report, regarding increasing the stall dimension for the parking stalls south of the building, could be deleted since all parking dimensions will comply with code. Community Design Review Board -2- • Minutes 1 -23 -90 Mr. Sanborn said he did not want this proposed building to have excessive landscape screening for security reasons, but he was not opposed to the conditions in the staff report regarding screening. Mr. Sanborn said the building construction is proposed to be of an earth tone brick with gray -blue trim and beige dryvit. Secretary Ekstrand explained the condition of the staff report regarding site security lighting and asked that the lighting be directed away from the homes to the south. Boardmember Deans moved: 1. Adoption of the resolution approving a conditional use permit for a building setback of 160 feet from the adjacent residential district for Cope Avenue, based on the findings required by code. Approval is subject to adherence to the site plan date - stamped January 9, 1990, and review by the City Council after one year from the date of approval based on the procedures in the City code. • 2. Approval of plans date - stamped January 9, 1990, for the City and County Employees Credit Union building on Cope Avenue, subject to the following conditions: a. Approval of plans by the Community Design Review Board does not constitute approval of a building permit. b. All trash dumpsters shall be stored in screening enclosures with a 100% opaque wooden gate and shall be a color and material compatible with the building. Enclosures shall be protected by concrete - filled steel posts, or the equivalent, anchored in the ground at the front corners of the structure. If the enclosure is masonry, the protective posts may be omitted. c. Any exterior building or roof - mounted equipment shall be decoratively screened and hidden from view. Screening is subject to Board approval. d. The site plan shall be revised to include the 411 following parking lot changes: Community Design Review Board -3- 1110 Minutes 1 -23 -90 (1) The parking stalls shall be striped in a double - stripe, "hairpin" design. (2) There shall be a 2.5 -foot bumper overhang provided for the ten parking spaces by the east lot line. This overhang area shall be concrete or crushed rock. (3) Both curb cuts at Cope Avenue shall have turning radii of ten feet. e. Enter and exit signs shall be installed as proposed. Directional signs for the drive -up teller windows, stop signs, a handicap parking sign and "employee only" parking signs shall be installed. Stop signs shall be the type to reflect headlight glare. f. All bituminous areas shall have continuous concrete curbing. Parking lots shall be kept in a continual state of repair. 411 g. Site security lighting shall be provided and shall be directed or shielded so not to cause any undue glare onto adjacent properties or roadways. h. If any adjacent property is disturbed or property irons removed due to construction of the site, that property shall be restored and irons replaced by the applicant. i. Grading, erosion control, drainage and utility plans shall be subject to the City Engineer's approval. j. All public boulevard that is disturbed due to this construction shall be restored and resodded. k. Proper building addresses shall be installed, subject to the approval of the Fire Marshal. 1. Signage is not part of this approval. Sign proposals shall be approved by staff, unless City Council or Review Board approval is required. • Community Design Review Board -4- Minutes 1 -23 -90 m. A sidewalk shall be installed along the front property line and shall be designed and constructed according to the specifications of the City Engineer. The sidewalk must taper to meet the driveway grade at all driveway crossings. n. The building exterior shall be continually and properly maintained. o. An in- ground sprinkling system shall be installed for all landscaped areas. p. The landscape plan shall be revised to provide five six - foot -tall evergreen trees along the front berm. q. All required landscape areas shall be continually and properly maintained. r. All required plant materials that die shall be replaced by the owner within one year. • s. If construction has not begun within two years of approval, Board review shall be repeated. t. The color scheme for the building shall be submitted for staff review and approval prior to the issuance of a building permit. u. The applicant shall provide a monetary guarantee, in a form acceptable to staff, in the amount of 150% of the estimated cost of any site improvements that are not completed by occupancy. The applicant shall also provide staff with property documentation, to be approved by the City Attorney which allows staff access onto the property to finish work that may not be completed. Boardmember Erickson seconded Ayes - -all b. Annual Election of Chairman and Vice Chairman Boardmember Erickson nominated Don Moe as Chairman. Annual Report Secretary Ekstrand presented the annual report. The Board discussed the report and upcoming projects. ADJOURNMENT • Meeting adjourned at 7:50 p.m. 111 110 MEMORANDUM TO: City Manager FROM: Thomas Ekstrand, Associate Planner SUBJECT: Building Siding Colors LOCATION: Beebe Road APPLICANT: Continental Development Corporation PROJECT TITLE: Southwinds Apartments DATE: February 6, 1990 SUMMARY INTRODUCTION The applicant is requesting approval of the proposed siding colors for the Southwinds Apartments on Beebe Road. The two siding colors would be "colonial blue" and "autumn brown." All trim would be white. The roof would have "nickel grey" shingles. BACKGROUND On November 28, 1989, the Community Design Review Board approved the Southwinds Apartments. Condition 17 stated that "the building exterior shall be revised for Design Review Board approval showing that the exterior aluminum lap siding shall be two colors of earth tones with white trim." DISCUSSION Staff will not have a recommendation until the siding samples and colored elevations are presented for review. The applicant has stated that he will bring these materials to the meeting. Roselawn Avenue APPLICANT /OWNER: Church of St. Jerome PROJECT TITLE: Building Addition /Renovation DATE: February 6, 1990 SUMMARY INTRODUCTION 1. The applicant is requesting approval of addition /renovation plans for the Church of St. Jerome. The proposal would remove 2,500 square feet of the existing church and replace it with 4,800 square feet of new structure. The net increase amounts to 2,300 square feet. 2. The proposed addition would match the existing church. The entrance on the west side of the building would be revised to be handicap accessible, but the existing canopy on the west side would not be altered. 3. The applicant is also requesting approval of a conditional use permit to expand the church and a 1.8 -foot front setback variance, because the addition would have a 28.2 -foot setback M from the front lot line; code requires 30 feet. These two requests will be considered by the Planning Commission and City Council. BACKGROUND On therconditional0use the permitnand them1.8-footrecommended approval of setback variance. DISCUSSION The proposed addition would be an attractive improvement due to the replacement of the stucco portion of the church with brick and stone to match the existing structure. RECOMMENDATION Approval of plans date - stamped January 17, 1990, for the proposed addition to The Church of St. Jerome at 380 E. Roselawn Avenue, subject to the following conditions: 1. Approval of plans by the Community Design Review Board does not constitute approval of a building permit. 410 2. Any outdoor trash dumpsters for the church shall be stored in screening enclosures with a 100% opaque wooden gate and shall be a color and material compatible with the building. Dear Sirs, The Church of St. Jerome located at 380 East Roselawn Avenue in Maplewood, Minnesota, is applying for a Conditional Use Permit this date. Account the shortage of priests and the assignment of one parish priest • with no assistant, and with membership increasing, it has become mandatory to renovate the rectory in the church to secure 250 more seating capacity to accomodate attendance for Masses, funerals, weddings, and other religious liturgies all on one level. Use will be for church purposes only. We have contacted all property owners within the radius of 350 feet in accordance with Ramsey County Official Abstract of Title, and we are pleased 40 to inform you that there are no objections to our building project. After our review of the criteria necessary for approval of CUP, we find that we will be in compliance with all standards as outlined by the City of Maplewood's CUP Permit application. The building project will in no way be in conflict with the city's standards or policies. Please refer to particularly Item 3 - the use would not depreciate property values, and in reality, would enhance and improve the present site due to the beautiful architecture and improved landscaping. As previously stated, we will be in compliance and abide by all policies set down by the City of Maplewood. We trust you will find everything in order along with the checks in payment for CUP and Design and Review Board applications. But, most of all, your approval and to proceed without any delay. We want to be assured of a hearing with the Design and Review Board on February 13, 1990, and if arrangements can be arranged for February 6th - all the better. The applicant is requesting approval of plans to construct three new buildings at 3M Center. Building 275 will be a a six - story, 580,000- square -foot office building, Building 264 will be a two - story, 90,350- square -foot food - service building and Building 261 which will be a 170,945- square -foot, three -level parking ramp. 2. The office and food - service buildings will have exteriors of brick and glass. The parking ramp will be precast concrete. BACKGROUND On May 25, 1989, the Community Design Review Board approved 4 Building 271, a seven -level parking ramp west of Building 270. Building 271 was the first phase of the overall development plan for this immediate area. RECOMMENDATION Approval of plans date - stamped January 30, 1990, for 3M Buildings 275, 264 and 261, subject to the following conditions: 1. Any outdoor trash dumpsters shall be stored in screening enclosures as required by code. 2. Any exterior building or roof - mounted equipment shall be decoratively screened and hidden from view. Screening is subject to Board approval. 3. Parking areas shall be striped in a double - stripe "hairpin" design. 4. If construction has not begun within two years of approval, Board review shall be repeated. 5. Site security lighting shall be provided and shall be directed or shielded so not to cause any undue glare onto adjacent properties or roadways. 410 410 6. Grading, drainage, erosion control and utility plans shall be subject to the City Engineer's approval. 7. All required landscape areas shall be continually and properly maintained. All required plant materials that die shall be replaced by the owner within one year. 8. Reflectorized stop signs and handicap parking signs shall be provided. 9. Proper building addresses shall be installed, subject to the approval of the Fire Marshal. 10. The applicant shall provide a monetary guarantee, in a form acceptable to staff, in the amount of 150% of the estimated cost of any site improvements that are not completed by occupancy. The applicant shall also provide staff with proper documentation, to be approved by the City Attorney which allows staff access onto the property to finish work that may not be completed Appeals Any appeals of the Community Design Review Board's conditions must be made in writing to the City Staff within ten days of the Board's approval.
