October 24, 1989 The minutes were amended for Item 5. A. adding "No action was taken on this motion" after the first motion which was made. Boardmember Deans moved approval of the minutes of • October 24, 1989, as amended. Boardmember Molin seconded Ayes - -Moe, Deans, Holder, Molin Abstentions -- Anitzberger 4. APPROVAL OF AGENDA The agenda was amended moving Item 5. B. before 5. A. and deleting Item 6. A. Boardmember Deans moved approval of the agenda as amended. Boardmember Anitzberger seconded Ayes - -all 5. UNFINISHED BUSINESS B. Building Design Revision - Goff Homes, Inc. Edgehill Court Pat Goff, 865 Aspen Circle, Little Canada, representing Goff Homes, Inc., said this building design revision was requested because they would like to build a few rambler -style double homes instead of the two -story homes now being built. Mr. Goff said the same exterior • materials would be used and the colors would be varied. Community Design Review Board -2- Minutes 11 -14 -89 Boardmember Deans said he felt the variety of design would be more interesting and benefit the development. Boardmember Deans moved approval of the alternative building design plans date - stamped October 25, 1989 for the one -story twin -home design for Goff Homes Inc., on Edgehill Court, to permit rambler design or the originally approved plans. Approval is subject to all of the previous conditions of approval by the Community Design Review Board. Boardmember Holder seconded Ayes - -all A. Site Plan Revisions - Citgo Fuel Station 2228 Maplewood Drive The applicant for this requested site plan revision was not present at this meeting. Secretary Ekstrand presented the staff report on this project. Boardmember Molin said there is not any designated border line to define the street from this project's area and creates confusion for drivers. Staff said that the state and county do not feel the concrete • islands originally proposed are desirable and may even cause problems if they were to be installed. Staff said the three parking spaces the applicant created within the frontage road should not be allowed, since they are within a right -of -way. Boardmember Anitzberger moved the site plan approval for the Citgo Fuel Station at 2228 Maplewood Drive shall be revised as follows: 1. The two concrete islands originally proposed along County Road B and the Maplewood Drive frontage road may be omitted. The three parking spaces striped within the frontage road right -of -way shall be omitted by cross - hatching these spaces out. In lieu of providing concrete islands, as originally required, the applicant shall keep these "islands" painted. Since the concrete islands are omitted, the stop signs shall also be omitted. 2. The parking space nearest the easterly convenience store entrance shall be widened to 12 feet and shall have a blue "handicap parking" sign erected. • Boardmember Molin seconded Ayes - -all Community Design Review Board -3- Minutes 11 -14 -89 6. DESIGN REVIEW A. Parking Authorization - Panda Cafe, 705 North Century Avenue The applicant requesting this parking authorization was not present. Secretary Ekstrand presented the staff report. Staff and board members agreed there have not been any parking problems in this center's lot in the past and felt denial of this request could be detrimental to the operation of the center. It was agreed that the City Council should review the parking after one year to determine if any problems have developed. Boardmember Molin moved authorization for 11 fewer parking spaces than code requires for the Panda Cafe's dining room expansion at Century Center, 705 North Century Avvenue, on the basis that the Cafe's peak customer time is in the evening when many of the adjacent shops are closed and also, since there has never been any parking problem experienced at this center. The parking shall be reviewed by the City • Council after one year to determine if there is a parking shortage. The Council may then consider requiring the Panda Cafe to relinquish some of their dining area. Boardmember Anitzberger seconded Ayes - -all 7. VISITOR PRESENTATIONS 8. ADJOURNMENT Meeting adjourned at 7:40 p.m. • MEMORANDUM TO: City Manager FROM: Thomas Ekstrand, Associate Planner SUBJECT: Design Review LOCATION: East side of Beebe Road, north of Larpenteur APPLICANT: Continental Development Corporation (Chuck Cook) OWNER: Georgetown Commons PROJECT TITLE: Southwinds Apartments Addition DATE: November 22, 1989 SUMMARY INTRODUCTION 1. The applicant is requesting approval of the design plans for a seven building apartment complex. Each building would be three - stories tall and is proposed to have an exterior of horizontal -lap aluminum siding. 2. This project consists of 120 apartment units including 48 one - bedroom, 60 two - bedroom and 12 three - bedroom units. There are 126 open parking stalls proposed and 120 tuck -under garages. 3. The complex would be developed in phases. Phase one would include buildings one, two and seven. The applicant does not know at this time if the remaining four buildings would be built • all together or one at a time. BACKGROUND On May 22, 1989, The City Council approved a preliminary plat and a conditional use permit for a planned unit development for this project subject to a number of conditions. The PUD included the following conditions relative to the site plan: 6. The trees along the north and east property lines shall remain undisturbed. 7. A five - foot -wide concrete sidewalk for public use shall be constructed from Furness Street to Beebe Road. An eight -foot- wide asphalt walkway shall be constructed from the east -west path described above to the parking lot. 8. A five - foot -wide concrete sidewalk shall be constructed along Beebe Road from the north property line to Larpenteur Avenue. DISCUSSION (exterior materials) At the August 10, 1989, joint meeting between the City Council and volunteer commissions the Council expressed their desire for improved building aesthetics for multiple dwellings. Primarily, this meant incorporating brick into the design. • • Staff has prepared a draft of a design ordinance which proposes that apartments have exteriors that are at least 75% brick. The ordinance would allow less brick, based on compatibility with the surrounding development and concealment by trees and topography, but in no case would a building's exterior be allowed to be less than 30% brick. The four four -unit apartments to the southwest across Beebe Road, as well as Archer Heights apartments to the north, all have brick applied as an accent material. The Green Gate apartments to the north behing Archer Heights, on the other hand, are almost entirely brick. The exterior elevations, therefore, should be redesigned to incorporate brick into the design to be compatible with these nearby projects. Staff feels that the proposed apartment buildings should be at least 50% brick. This would be a compromise between the lesser brick accents on Archer Heights and the Beebe Road four- plexes and the three - story, brick Green Gate apartments on Furness Street. The rear elevations of buildings three and five, and the south end elevation of building three, however, do not need to be brick. These would be concealed by the existing tree line. RECOMMENDATION Approval of plans date stamped November 1, 1989, for the Southwinds Apartments, subject to the following conditions: 1. Approval of plans by the Community Design Review Board does • not constitute approval of a building permit. 2. Outdoor trash dumpsters shall be stored in screening enclosures with a 100% opaque wooden gate and shall be a color and material compatible with the building. Enclosures shall be protected by concrete - filled steel posts, or the equivalent, i anchored in the ground at the front corners of the structure. If the enclosure is masonry, the protective posts may be omitted. 3. Any exterior building or roof - mounted equipment shall be decoratively screened and hidden from view. Air conditioner grills, designed to appear as an integral part of the wall, shall be placed to screen the protruding portion of the unit. Utility meters shall also be hidden from view. 4. An erosion control plan, acceptable to the City Engineer, shall be submitted prior to the issuance of a building permit for erosion control during construction. 5. Parking areas shall be striped in a double - stripe "hairpin" design and all bituminous areas shall have continuous concrete curbing. Parking lots shall be kept in a continual state of repair. Parking stalls shall be at least 9.5- feet -wide. • 2 • 6. If construction has not begun within two years of approval, Board review shall be repeated. .7. Site security lighting shall be provided and shall be directed or shielded so not to cause any undue glare onto adjacent properties or roadways. 8. If any adjacent property is disturbed or property irons removed due to construction of the site, that property shall be re- stored and irons replaced by the applicant. 9. Grading, drainage and utility plans shall be subject to the City Engineer's approval. 10. All required landscape areas shall be continually and properly maintained. All required plant materials that die shall be replaced by the owner within one year. 11. All disturbed areas shall be sodded as proposed. 12. Reflectorized stop signs and handicap parking signs shall be provided. 13. All public boulevard that is disturbed due to this construction shall be restored and resodded. 14. Proper building addresses shall be installed, subject to the • approval of the Fire Marshal. 15. Signage for this complex shall be subject to Staff approval, unless City Council or Review Board approval is required. 16. Sidewalks and pathways shall be installed as previously required by the City Council. Sidewalks must taper to meet the driveway and parking lot grades at all driveways and connections. 17. The building exterior shall be revised for Design Review Board approval showing that the exterior of each building is at least 50% brick. All sides of the buildings shall be treated the same as the front so that the sides and rear elevations are not of a lesser quality of design. The east (rear) elevations of buildings three and five, and the south end elevation of building three are not required to have brick. 18. The building exterior shall be continually and properly maintained. 19. An inground sprinkling system shall be installed for all landscaped areas. • 3 20. The applicant shall provide a monetary guarantee, in a form acceptable to staff, in the amount of 150% of the estimated cost of any site improvements that are not completed by occupancy. The applicant shall also provide staff with proper documentation, to be approved by the City Attorney which allows staff access onto the property to finish work that may not be completed. Appeals Any appeals of the Community Design Review Board's conditions must be made in writing to the city staff within ten days of the Board's approval. TECOOK Attachments 1. The applicant is requesting approval for 71 fewer parking spaces than are required by the City Code, due to the expansion of an existing bar (T- Birds) into 1,000 square feet of neighboring retail space and the conversion of an additional 1,000 square feet of retail space into a Vietnamese restaurant. These changes will result in there being too few parking stalls for the complex to meet code, because restaurants require more parking than retail spaces. 316 spaces are required; 245 are existing on site. 2. The parking was originally calculated for this shopping center on a retail basis. The complex was 36 parking spaces short upon opening, because of the Brothers • Restaurant and Lounge which occupied the T -Birds space. The proposed 2,000 square feet of bar and restaurant expansion will result in a code requirement of 35 more parking stalls. 3. Refer to the applicant's letter on page 5. BACKGROUND The City Council approved this center on July 14, 1977. On November 16, 1989, the City Council approved a parking authorization for Century Center for 11 fewer parking spaces than are required. The reason for this request was because the Panda Cafe proposed to expand their restaurant into the adjacent retail space. This approval was granted on the basis that the cafe's peak customer time is in the evening when many of the adjacent shops are closed and also since there has never been any parking problem experienced at this center. Council required that they review the parking situation at the shopping center after one year to determine if there is a parking shortage. The Council may then consider requiring the Panda Cafe to relinquish some of their dining area. • CODE REQUIREMENT Section 36 -22 requires one parking space for each 200 square feet of retail space and one space for each 50 square feet of patron area for restaurants, unless otherwise authorized by the City Council. DISCUSSION Staff does not object to this request because there are reciprocal parking agreements between this shopping center and the Maplewood Mall. Another reason for granting approval is that, as was the case with the Panda Cafe, the bar and restaurants peak hours of operation would be in the evening when many of the neighboring retail shops are closed. RECOMMENDATION Authorization for 71 fewer parking spaces than Code requires, for the Maplewood Square's restaurant /bar expansions for T -Birds and a Vietnamese restaurant, on the basis that: 1. The bar and restaurant's peak customer time is in the evening when many of the adjacent shops are closed; 2. There has not been any serious parking problems at Maplewood Square • 3. The applicant is requesting approval of plans to construct an enclosure around a portion of the existing shooting range to prevent the potential for a bullet to be deflected out of the range. This baffling system would also help lessen the noise of shooting. 2. The structure would be constructed of pine and would be 12- feet -tall. DISCUSSION The proposed baffling system would improve the existing shooting range by making it quieter and safer by eliminating the potential for a stray bullet from deflecting outside the range. The • structure would also be screened from the future single family development to the west since the Police Department owns 4.8 wooded acres in between which acts as a buffer. The existing ground sign is proposed to be removed. Refer to the sketch on page 4. BACKGROUND On October 24, 1989, the Design Review Board approved a 32- square -foot ground sign for Arlington Hills United Methodist Church on County Road B. ORDINANCE REQUIREMENT • Subsection 36 -316 (3) requires Review Board approval for church signs that would be between 16 and 32 square feet in area. Approval of a sign of this size must be based on consideration of the eight factors listed on page 5. Only one ground sign is allowed for each street frontage. DISCUSSION The proposed sign would be attractive and would meet code requirements. The only condition of approval should be the removal of the existing ground sign, since code only allows one per street frontage. The existing directional sign for the day -care facility in the church may remain. RECOMMENDATION Approval of the proposed ground sign for Holy Redeemer Church dated November 21, 1989, based on the eight factors for approval required by code.
