3. APPROVAL OF MINUTES
a. June 28, 1994
Commissioner Connelly moved approval of the minutes of June 28, 1994 as

submitted.

4. APPROVAL OF AGENDA
Commissioner Whitcomb moved approval of the agenda.

5. COMMUNICATIONS
a. Ken Roberts, Associate Planner, stated The Homestead at Maplewood is now the name
for the VOA assisted -care living facility now starting construction at White Bear /Cope
Avenues and Highway 36.
b. Ken Roberts, Associate Planner, stated that he and Commissioner Fischer are members
of the P and Elderly Housing Committee of the Ramsey County strategic
planning process. As such, they represent Maplewood and are to help formulate ideals
for the future of public and elderly horsing in Ramsey County. These will be
presented in December to the Ramsey County Board.

Commissioner Whitcomb moved to meet with the City Council on February 6, 1995.

7. NEW BUSI ESS
a. QSA M ; F lewood Housing Study
Steve Q am of QSA presented a propcsal that could help Maplewood rehabilitate and
manage its housing stock and conserve open space. He also gave a slide presentation
on hous ng and answered questions frcm the HRA.
Commissioner Whitcomb moved the HRA recommend the City Council spend $500
for a ho sing study as outlined in the staff report.

b. Comme cial Property Study
Ken Ro ,erts, Associate Planner, presented the staff report and discussed it with the
HRA. Commissioner Fischer further explained some of the Planning Commission's
work o t its study. Ken Roberts spoke of the Phalen Chain of Lakes Watershed
District and how they are trying to find ways to protect the water quality.
Commi.,s_oner Whitcomb moved the HRA have no objection to the staff
recom endations on the Commercial ?roperty Study except for Item 9:
1. Ini date an ordinance that changes Subsection 36 -27(a) of the City Code to require
tre; s and shrubs in addition to grass, but allow the CDRB to waive the
req irement where the adjacent owners object.
2. Ini fate an ordinance that states that the City may require landscaping with any
req fired screening fencing.
3. Ini liate an ordinance that changes Subsection 36- 28(c)(6). This change would
inc ease the maximum setback fo large and tall buildings from 75 feet to 100
fee .

4. Init a:e an ordinance to change the commercial districts to conform to the
Pl. ing Commission's list on pale 91. Exclude the prohibition on gun shops.
5. M. e no change to clinics in the zoning ordinance, and lift the moratorium on
ne or expanding clinics.
6. Us: tie monetary standards, vehi • lar, foundation and aesthetic plantings,
lane s3aping materials and definiti ins of the Chanhassen ordinance for a one -year
tria . The staff shall apply the ord nance to each project and report the results to
the Community Design Review B. ard. Since it is not a Maplewood ordinance,
the Board can use or ignore the C anhassen standards on a case by case basis. At
the end of the year, the Board sha 1 recommend whether the City should add all or
so le of the Chanhassen ordinanc; to the Maplewood Code.
7. IniV ate an ordinance that allows t e City to replace some of the required parking
wit reserve land.
8. Ini Fate an ordinance that would d op the first sentence of the intent section of the

9. Ini date an ordinance to amortize onconforming commercial uses in residential
zo es.
10. Di ect the Planning Commission o study the intensity of commercial
de e_opment. The study should i elude the following:
a Define what intensity of co ercial development means.
b. Decide whether the City nee. s to control the intensity of commercial
development.
c If the Commission decides t at the City needs to control intensity,
recommend ways to do it. he Commission should consider regulating
maximum lot coverages and floor area to lot area ratios.

c. Intervie s
Ken Ro erts, Associate Planner, introduced Allen Carlson and Thomas Schiff, the two
applic. is for the vacant Housing and Redevelopment position. The Board
intervie ed the two applicants and voted. There were six points for each applicant.
Commi•sioner Connelly moved the HRA submit the names of Allen Carlson and
Thomas Schiff to the City Council as candidates for the vacant Housing and
Redevelopment position.

5. COMMUNICAT C NS
a. Carefree Cottages of Maplewood (Phase III)
Ken Robe is. associate planner, reported that the Carefree Cottages were approved and are
now being onstructed. Phase III includes 32 cottages and 110 units in a 3 -story apartment
building. r. Roberts said he was told that there are up to 500 people on a waiting list for this
housing.
b. HRA Vaca cy
Ken Robe s, associate planner, stated that notices were sent to the Maplewood Review and
the St. Pa I ioneer Press requesting interested residents to fill the vacancy on the HRA. An
announce ent will also be put in the next Maplewood in Motion and on the cable channel.
Applicatio s will be due the second week in December. Mr. Roberts also introduced Joe
O'Brien, a resident interested in the HRA, and Melinda Coleman, the director of community
developm =nt since May of 1995.

6. UNFINISHED BUSINESS
Lorraine Fischer "sve an update on truth -in -ho sing compliance. She has the newspaper ads for
the past year listi c houses for sale in Maplew•od. Mrs. Fischer will put together the information,
determine the pe cantage of compliance with tr th -in- housing, and report at a future meeting.
7. NEW BUSINESS
a. Metropolitan Livable Communities Act
Ken Roberts, associate planner, introduce' this item. Jack Frost, of the Metropolitan Council
and a mem •er of the Maplewood Planning Commission, explained that the act was an effort
to make housing affordable throughout the Twin Cities area. He said it was a commitment to
family– youn!, singles and elderly –by ens ring a diversity of housing stock and a commitment
to economy by enabling people to have a ordable housing near where they work. He also
said that th- metropolitan government off :rs incentives to cities that participate in this act.
Mr. Frost e chasized that the Metropolita Livable Communities Act is a voluntary-type
program an that the Metropolitan Counci 's function is solely to implement this act for the
legislature. He also said that affordable h •using is defined as that which costs no more than
30 percent •f the median household inco e of the Twin Cities area. The Met Council uses
80 percent of this figure to determine affo dability. Based on a median income of $50,000, an
affordable house was $115,000 in 1994 d •liars on a fixed 30 -year mortgage. A rental
apartment 1. affordable with a rent of $6311 a month or less in 1994. This program is an
attempt to :n :ourage all cities to have a •-rtain percentage of their housing stock as
affordable.
Mr. Frost a d Mike Keane, who is also wi h the Metropolitan Council and a resident of North
St. Paul, th °r answered questions and di .cussed the act with the commission members.
Commissio er Fischer felt the commissio had nothing to lose and might possibly gain from
participatinI! in the program. Commissio er Pearson said he had yet to see a decent program
out of metro government that aided anyo e who wishes to purchase or revitalize
manufactured housing. Mr. Pearson stat-d that he has a program within his manufactured -
housing co inunity wherein he purchase. the older homes as they become available,
rehabilitate. them, and privately finances them with reasonable financing terms.
Commissioner Whitcomb said he doesn't think these programs work —they identify problems
to solve bu the means being used to sol e them are not working. He felt it will require more
money be ause the demand will increas: as it is implemented and the current funds allocated
won't meet that inceasing demand. Mr. hitcomb commented that the city was being
coerced in io participating because, if the didn't, they could lose other discretionary funding
from the M -I Council. He said that using rongful means to achieve an overall greater good is
still wrong. Commissioner Connelly thou•ht the city should take part in the program for a year
and, if it di •r ' t work, they could get out a that time.
Commissi • ner Whitcomb moved the HR i recommend denial of the model resolution
rejecting p: rticipation in the Metropolitan Council's Livable Communities Act.
There was no second.

Commissio e Pearson expressed reservation about some parts of the program but
seconded t e motion and voted for participation as a city.

c. Meeting Ti -
Melinda C•I °man, director of community development, mentioned that the HRA will need to
meet mor= • ften to draft goals for the Lip able Communities Act and to make required changes
to the comp ehensive plan and zoning plan. Staff and the commission discussed changing
the meeting time. It will be reconsidered after a fifth member is appointed.
