CALL TO ORDER A meeting of the Commission was held in the City Hall Council Chambers and was called to order at 7:00 PM by Chairperson Danielson. B. APPROVAL OF AGENDA Item F2 – Discussion on Integrative Youth Development Program (My Five) Community Forum was removed from the agenda. Commissioner Deeny moved to approve the agenda as amended. Seconded by Commissioner Brandt Ayes - All The motion passed. D. APP ROVAL OF MINUTES 1. Approval of the September 9, 2014 HRC Minutes Commissioner Fortin moved to approve the September 9, 2014 HRC Minutes, as submitted. Seconded by Commissioner Deeny Ayes – All The motion passed. Presentation on Domestic Violence Awareness - Tubman Family Alliance (No Report) Commissioner Garza introduced Katie from Tubman Family Alliance, who addressed the Commission on the issue of domestic violence and answered questions from Commission members. 2. Human Rights in the News – Review/Update on Upcoming Forums/Reports on Forums or Meetings Attended or Other Related HR Issues (No Report) Commissioner Brandt discussed an event held at the Shoreview Community Center “Bullying in our Community”, held on Thursday November 6th at 6:00pm. Commissioner Deeny proposed the Commission work with City Council to approve a Resolution to have the City of Maplewood recognize Indigenous People Day instead of Columbus Day. Commissioner Deeny moved to request City Council approve a Resolution to recognize Indigenous Peoples’ Day as an alternative to Columbus Day. Seconded by Commissioner Garza Ayes – All The motion passed. F. UNFINISHED BUSINESS 1. Discussion on Student Video Essay Contest (No Report) Chairperson Danielson and Commissioner Fortin discussed details of the video essay contest. G. COMMISSIONER COMMENTS / STAFF PRESENTATIONS 1. Public Official Conduct and the Open Meeting Law Staff Liaison, Karen Haag gave a presentation to the Commission relating to Public Official Conduct and the Open Meeting Law and answered questions of the Commission. 2. Discussion on Rescheduling the November 11, 2014 Human Rights Commission Meeting Commission members discussed a date to reschedule the November 11th HRC meeting and decided on a tentative date of Thursday, November 20, 2014. ADJOURNMENT Chairperson Danielson adjourned the meeting at 8:10 PM October 14, 2014 Human Rights Commission Meeting Minutes 2 HRC Packet Page Number 2 of 6 F1 AGENDA REPORT TO: Melinda Coleman, City Manager Karen Haag, Staff Liaison FROM: Maurice Fortin, Commissioner DATE: December 4, 2014 SUBJECT: Discussion on Student Video Essay Contest Introduction Attached is a draft flyer advertising the Student Video Essay Contest for the Commissions’ consideration and approval. Upon approval, the flyer will be distributed to the public. HRC Packet Page Number 3 of 6 Maplewood HRC Youth Video Essay Contest 2014-2015 Over the last few years the City of Maplewood HRC has held a Youth Essay Contest and has had great participation. This year, the Minnesota Department of Human Rights launched a youth video competition around human rights which ended on November 14, 2014 and Maplewood’s HRC wanted to try something similar. We want the youth to pull ideas for the video from the Civil Rights Act of 1964, which is the nation’s benchmark civil rights legislation. Winning videos will be featured on Maplewood’s HRC page and invited to the March HRC meeting for awards/prizes. Challenge Videos should creatively show how you view race, diversity and the ideals of the Civil Rights Act of 1964 today in your life, your school and your community. Groupings • Grades 4-8 • Grades 9-12 Video Details • Length: 30 seconds to 2 minutes • Upload your video to YouTube via the Maplewood HRC’s website Deadline February 28, 2015 MORE INFORMATION Visit our web site at http://www.ci.maplewood.mn.us/ and go to the HRC page for complete details and forms about this contest F1, Attachment 1 HRC Packet Page Number 4 of 6 G1 AGENDA REPORT TO: Human Rights Commission FROM: Karen Haag, Staff Liaison DATE: December 4, 2014 SUBJECT: Approval of Draft Resolution for Council Consideration, Recognizing the Second Monday in October as Indigenous Peoples Day Introduction Attached is a draft resolution recognizing the second Monday in October as Indigenous Peoples Day, similar to that which was passed by the Minneapolis City Council in April of 2014. This draft has been prepared for the Commission’s consideration and approval. Upon approval of this draft, the resolution will be forwarded to City Council for consideration Attachments 1. Draft Resolution Recognizing the Second Monday in October as Indigenous Peoples Day HRC Packet Page Number 5 of 6 G1, Attachment 1 Resolution City of Maplewood Recognizing the Second Monday in October as Indigenous Peoples Day Whereas, the City of Maplewood recognizes the annexation of Dakota homelands for the building of our city, and knows Indigenous nations have lived upon this land since time immemorial and values the progress our society has accomplished through American Indian technology, thought, and culture, and Whereas, the City of Maplewood understands that in order to help close the equity gap, government entities, organizations and other public institutions should change their policies and practices to better reflect the experiences of American Indian people and uplift our country’s Indigenous roots, history, and contributions; and Whereas, the idea of Indigenous Peoples Day was first proposed in 1977 by a delegation of Native nations to the United Nations-sponsored International Conference on Discrimination Against Indigenous Populations in the Americas; and Whereas, in 1990 representatives from 120 Indigenous nations at the First Continental Conference on 500 Years of Indian Resistance unanimously passed a resolution to transform Columbus Day into an occasion to strengthen the process of continental unity and struggle towards liberation, and thereby use the occasion to reveal a more accurate historical record; and Whereas, the United States federal government, the State of Minnesota, and the City of Maplewood recognize Columbus Day on the second Monday of October, in accordance with the federal holiday established in 1937; Now, Therefore, Be It Resolved that the City of Maplewood shall recognize Indigenous Peoples Day on the second Monday in October. Be It Further Resolved that the City of Maplewood shall continue its efforts to promote the well- being and growth of the Maplewood American Indian and Indigenous community. Be It Further Resolved that Indigenous Peoples Day shall be used to reflect upon the ongoing struggles of Indigenous people on this land, and to celebrate the thriving culture and value that Dakota, Ojibwe, and other Indigenous nations add to our city. Be It Further Resolved, the City of Maplewood encourages other businesses, organizations and public entities to recognize Indigenous Peoples Day.
