CALL TO ORDER Chairperson Ledvina called the meeting to order at 6:01 p.m. 2. APPROVAL OF AGENDA The board requested to alter the order of the agenda so New Business is ahead of the Design Review. Boardmember Kempe moved to approve the agenda as approved. Seconded by Boardmember Shankar. Ayes - All The motion passed. 4. APPROVAL OF MINUTES Boardmember Kempe moved to approve the June 24, 2014, CDRB minutes as submitted. Seconded by Boardmember.Shankar. Ayes – Commissioner’s Burger, Kempe & Shankar Abstention – Chairperson Ledvina The motion passed. 5. NEW BUSINESS a. Approval of the 2015-2019 Capital Improvement Plan (CIP) i. Planner, Michael Martin gave the presentation on the CIP and answered questions of the board. Boardmember Kempe moved to approve the 2015-2019 Capital Improvement Plan (CIP). Seconded by Boardmember Shankar. Ayes – All August 26, 2014 Community Design Review Board Meeting Minutes 1 The motion passed. 6. DESIGN REVIEW a. Approval of Design Plans for a Proposed Retail Building at 3094 White Bear Avenue i. Planner, Michael Martin gave the presentation and answered questions of the board. Boardmember Shankar moved to approve the plans date-stamped July 8, 2014, for the proposed building site and landscaping plans for 3094 White Bear Avenue. Approval is subject to the (additions to the conditions are in bold and underlined). following conditions: 1. Approval of design plans is good for two years. If the applicant has not begun construction within two years, this design review shall be repeated. Staff may approve minor changes to these plans. 2. The applicant shall comply with the conditions noted in the engineering report by Jon Jarosch dated July 11, 2014. 3. The applicant shall comply with the conditions noted in the environmental report by Shann Finwall dated June 18, 2014. 4. Submit to staff a copy of the executed cross access easement agreement between the applicant and owner of the property to the north of the site. 5. The plans shall be revised to include the following for staff approval: a. Driveway setback five feet from the side and rear property lines. b. Drive aisle is at least 24 feet wide. c. Inclusion of the required handicap-accessible parking spaces. d. Elevations and plans for the trash enclosure. e. Revised north elevation adding additional architectural elements. f. Revised landscaping plan which meets the city’s tree replacement requirements. g. Plans for meeting the screening requirement along the east property line. h. Use EIFS control joints to create alternating horizontal and vertical patterns and wrap metal blue feature on south and west elevations to cover window on the north elevation. 6. The applicant shall provide an irrevocable letter of credit or cash escrow in the amount of 150 percent of the cost of installing the landscaping, before getting a building permit. Seconded by Chairperson Ledvina. Ayes – All The motion passed. August 26, 2014 Community Design Review Board Meeting Minutes 2 Mr. Joel Cooper, representing the applicant, Thomas English, showed up late for the meeting after the motion was made and seconded. The chair discussed the comments made from the board. 7. VISITOR PRESENTATIONS None 8. BOARD PRESENTATIONS Boardmember Kempe asked if the board would be able to add another boardmember or an alternate since the board has been short members and have been without a quorum at times. He stated his concern is that it isn’t fair for the applicants to come to a CDRB meeting and the board is short members and there is no quorum to vote on an item. Board member Kempe made a motion for staff to ask the City Manager and City Attorney about adding an additional boardmember or alternative to serve on the CDRB. Seconded by Chairperson Ledvina. Ayes – All The motion passed. Staff will bring additional information back to the board regarding adding an alternate member. 9. STAFF PRESENTATIONS None. 10. ADJOURNMENT The meeting was adjourned by Chairperson Ledvina at 7:04 p.m. August 26, 2014 Community Design Review Board Meeting Minutes 3 MEMORANDUM TO: Melinda Coleman, Interim City Manager FROM: Michael Martin, AICP, Planner DATE: October 21, 2014 SUBJECT: Approval of a Comprehensive Sign Plan for a Shared Sign, 1990 County Road D East Introduction Matt Worthley,of ThomasEnglish, has requested the city approve a comprehensive sign plan to allow a shared sign at 1990 County Road D East. Thomas English is redeveloping 3094 White Bear Avenue into a new retail building. Comprehensive sign plans are required for shared signs. Discussion Thomas English is redeveloping 3094 White Bear Avenue into a single-tenant retail building. Currently the site has right in and right out access to White Bear Avenue. As part of the site’s design review, the city approved a shared driveway between the 3094 White Bear Avenue site and its neighbor to the north at 1990 County Road D East. Because of this additional access, a shared sign is being requested off of the County Road D East site. The existing freestanding sign at 1990 County RoadD East will not be expanded but will take an existing panel and dedicate a portion of it for the new retail business. Please see the attached rendering for the proposed sign. Both sites will be required to follow all other city codes for signage. This comprehensive sign plan only permits a shared sign at 1990 County Road D East. Upon staff’s review of this request, it was found that the building at 1990 County Road D East is not in compliance of the city’s requirements for temporary window signage. City code allows up to 30 percent of a window to be used for temporary signage and this site currently far exceeds that standard. Staff will follow its typical code compliance procedures to follow up on this issue. Appeals For reference purposes, the applicant, staff and city council may appeal the CDRB’s decision. An appeal shall be presented within 15 days of the CDRB decision. If the decision is appealed, staff will schedule a hearing with the city council. Recommendation Approvethecomprehensive sign planto allow ashared signat 1990 County Road D East. Approval of the comprehensive sign plan is subject to the following conditions: 1.A single panel on the existing freestanding sign at 1990 County Road D East is allowed to be used for the business located at 3094 White Bear Avenue. 2.No signage for 1990 County Road D East is permitted on the 3094 White Bear Avenue site. 3.Any new signage for either site must comply with the city’s sign code.
