CALL TO ORDER A meeting of the City Council serving as the Economic Development Authority, (EDA), was held in the City Hall Council Chambers and was called to order at 6:17 p.m. by EDA Chair Koppen. B. ROLL CALL Marvin Koppen, Chair Present Rebecca Cave, Vice Chair Present Robert Cardinal, Member Present Kathleen Juenemann, Member Present Will Rossbach, Member Present C. APPROVAL OF AGENDA Member Juenemann moved to approve the agenda as submitted. Seconded by Member Cave Ayes – All The motion passed. D. APPROVAL OF MINUTES 1.Approval of October 14, 2013 Economic Development Authority Meeting Minutes Member Rossbach moved to approve the October 14, 2013 Economic Development Authority Meeting Minutes as submitted. Seconded by Member Cardinal Ayes - All The motion passed. E. PUBLIC HEARING 1.Approval of Purchase Agreements for City-Owned Real Property, Castle Avenue and Van Dyke Street a.Housing and Economic Development Commission Report b.Approval of Purchase Agreement Between EDA and Solomon Real Estate Group, Inc. Assistant City Manager Coleman gave the staff report and answered questions of the council. Chair Koppen closed the public hearing. Member Cardinal moved to approve the purchase agreement between the Maplewood Area Economic Development Authority and Solomon Real Estate Group for the property located on the southeast corner of Castle Avenue and Van Dyke Street. This approval authorizes the chairperson of the EDA and the EDA’s director to sign the purchase agreement. Seconded by Member Juenemann Ayes - All The motion passed. F. UNFINISHED BUSINESS 1.Approval of a Commercial Reinvestment Loan, Larkin Dance Studio, 1400 East Highway 36 a.Approval of Loan Assistant City Manager Coleman gave the staff report and answered questions of the council. Member Cardinal moved to approve the business subsidy agreement which provides a loan of $70,000 from the EDA levy funds for a commercial loan to Larkin Dance Studio. Seconded by Member Rossbach Ayes - All The motion passed. G. NEW BUSINESS 1.EDA Status Report Update Assistant City Manager Coleman gave the staff report and answered questions of the council. City Manager Ahl gave additional information. H. CALL TO ORDER A meeting of the City Council serving as the Economic Development Authority, (EDA), was held in the City Hall Council Chambers and was called to order at 7:39 p.m. by EDA Chair Koppen. B. ROLL CALL Will Rossbach, Member Present Rebecca Cave, Vice Chair Present Robert Cardinal, Member Present Kathleen Juenemann, Member Present Marvin Koppen, Chair Present C. APPROVAL OF AGENDA Member Juenemann moved to approve the agenda as submitted. Seconded by Member Rossbach Ayes – All The motion passed. D. APPROVAL OF MINUTES None E. PUBLIC HEARING 1.2014 Tax Levy a.Resolution Certifying Taxes Payable in 2014 Finance Director Bauman gave the staff report. Chair Koppen opened the public hearing. No one was heard. Chair Koppen closed the public hearing. Member Cardinal moved to approve the resolution certifying taxes payable in 2014 to the EDA Fund in the amount of $89,220. Resolution 13-12-1015 Certifying Taxes Payable in 2014 BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA that: December 9, 2013, 7:39 p.m. Maplewood Area Economic Development Authority Meeting Minutes 1 EDA Packet Page Number 3 of 5 D2 1.The following amounts of taxes be levied for 2013, payable in 2014, upon the net tax capacity in said City of Maplewood, for the following purposes: EDA $89,270 2.The 2014 Budget for the Maplewood Area Economic Development Authority is included in the City Budget document and will be adopted along with all the other funds of the City. A summary of the budget is as follows: Revenues $94,420 Expenditures 115,180 Net change in fund balance (20,760) Seconded by Member Cave Ayes - All The motion passed. F. UNFINISHED BUSINESS None G. ADJOURMENT EDA Chair Koppen adjourned the meeting at 7:45 p.m. December 9, 2013, 7:39 p.m. Maplewood Area Economic Development Authority Meeting Minutes 2 EDA Packet Page Number 4 of 5 G1 AGENDA REPORT TO: Charles Ahl, City Manager FROM: Melinda Coleman, Assistant City Manager DATE: January 22, 2014 SUBJECT: Election of Officers Introduction / Background NOTE: It would be appropriate for current Chair Koppen to call the meeting to order and chair the meeting through the election process. The Economic Development Authority was created by the City Council in 2010 to prioritize and operate according to statute in the development and redevelopment of properties within the City of Maplewood. It is appropriate that the EDA elect officers to conduct business and provide leadership to the Economic Development Authority as well as to coordinate with the Housing and Economic Development Commission [HEDC]. A history of the officers for the EDA is: June 14, 2010: John Nephew – Chair; James Llanas – Vice Chair July 9, 2012: James Llanas – Chair; Will Rossbach – Vice Chair January 28, 2013: Marv Koppen- Chair; Rebecca Cave- Vice Chair On January 13, 2014 the City Council appointed Marv Koppen as the Liaison to the Housing and Economic Development Commission. An election of officers to the EDA, as well as re-appointment of the City Manager as Executive Director, is recommended. Budget Impact None. Recommendation It is recommended that the EDA members accept nominations and conduct elections for the position of Chair and Vice Chair for the Maplewood Economic Development Authority and should consider re-appointing the City Manager as EDA Executive Director.
