I have attached a map of where the current planning commission members live, a map of where the candidates live and the candidates' applications. (See the information on pages 2 -7.) BACKGROUND The planning commission's rules of procedure state that the commission shall recommend candidates based on qualifications and a representative geographical distribution of members. COMMISSION ACTION On June 17, 2002, the planning commission interviewed four candidates for the vacancy. The results (from most points to least) were as follows: 1. Tushar Desai 2 -. Reginald Meissner 3. Brad Lagoon 4. Richard Currie After the planning commission meeting, Mr. Lagoon withdrew his application from consideration. RECOMMENDATION Interview the applicants for the planning commission vacancy and appoint a person to serve on the planning commission. Planning Commission Applicant Interviews The first applicant to be interviewed was Richard Currie Mr. Currie has no problem making the meeting day and time. He has no problem visiting the sites ahead of time. He does not approve of the roundabout at English and Frost. Everything else in the city seems to be going well. He wants to be on the planning commission to give some input. The second applicant to be interviewed was Tushar Desai Mr. Desai has no problem with the meeting day and time. He has no problem visiting the sites ahead of time. He has a bachelor degree in industrial and mechanical engineering and a master's degree in business. He has been managing engineering and manufacturing - related businesses for the past 25 years. He has experience in dealing with technical issues related to buildings, OSHA regulations, and building - construction regulations throughout his career. He has managed anywhere from 1 to 300 people. He would like to be on the planning commission because he would like to give time back to the community. He thinks the Maplewood Community Center is the best thing that Maplewood did. He is a member and takes advantage of using the facilities. One thing that the city could work on is the notification process of 350 feet of a proposed development. It should be sent out to people at least in a six -block radius. Sometimes even reading the proposed development sign is hard to get the phone number down fast enough. It would also be nice to have a sign up saying "future site" for Boca Chica for example. He believes the Hillcrest area needs redevelopment, and he is happy to see that will be redeveloped in the near future. He also thinks the commission should limit the time people speak at the podium to move the meeting along. Sometimes people bring things up when this is not the forum to bring them up in. The third applicant to be interviewed was Brad Lagoon Mr. Lagoon has no.problem making the meeting day and time. He has no problem visiting the sites ahead of time. He did construction work for a short time but otherwise he has no specific education or experience that would qualify him for the planning commission position. He wants to give back to the community. He works in state workers comp, so there would be no conflict of interest. He has also applied for the police commission as well as the planning commission position. He grew up in White Bear, but he is not too familiar with Maplewood. The fourth applicant to be interviewed was Reginald Meissner Mr. Meissner has no problem making the meeting day and time. He has no problem visiting the sites ahead of time. He is retired now and wants to be involved in other areas. His experience is in commercial signs. He was in the sign business for 42 years and he just retired in 2002. He is interested in the planning commission because he wanted to be involved in. the Hillcrest redevelopment area project. He lives in that area and wanted to be involved. He would also like to see what is good for business in Maplewood and what is good for the residents. He thinks the traffic is bad on - White Bear Avenue by Maplewood Mail. He likes the city, and other than the traffic, he has no negative comments. He thinks tonight's meeting could have been moved along quicker. A lot of the comments were repeated over and over again. Maybe there should be a time limit on how long a person can speak on certain development issues. The commissioners rated the applicants with 4 being the highest score for a candidate and 1 being the lowest score for a candidate. The council will be asked if further action will be requested after the presentation. 1 Agenda # 00 MEMORANDUM TO: City Manager FROM: Ken Roberts, Associate Planner SUBJECT: Proposed Apartment Building LOCATION: County Road D, between White Bear Avenue and Ariel Street APPLICANT: MWF Properties (Dave Steele) DATE: July 8, 2002 INTRODUCTION Project Description Mr. David Steele, representing MWF Properties, is proposing to build an 80 -unit apartment building. He is proposing this project on a 7 -acre site on the south side of County Road D, between White Bear Avenue and Ariel Street. (See the location map on page 2 and the property line /zoning reap on page 5.) The project would be a 2 -story apartment building with a mix of 72 two - bedroom units and 8 three - bedroom units. There also would be 80 detached garage stalls and 101 surface parking spaces on the site. (See the proposed site plan on page 6 and the enclosed site plan.) Requests To build the development, the applicant is requesting that the city approve the following: 1. A change in the city's land use plan. This change would be from BC (business commercial) to R -3(H) (residential high density). (See the existing and proposed land use plan maps on pages 3 and 4.) 2. A conditional use permit (CUP) for a planned unit development (PUD) for an 80 -unit apartment development. The applicant is requesting the CUP because the BC (business commercial) and LBC (limited business commercial) zoning districts limit the uses an the site to a variety of commercial, retail and once uses. The code, however, allows multi - dwellings on land that the city has zoned BC by CUP. (See the property line /zoning map on page 5.) 3. Design approval. DISCUSSION Mr. Steele has asked staff to present these preliminary plans to the planning commission and city council for comments.
