Early City Minutes 1957 to 1965 i. Building Official, Dave Fisher discussed the past minutes. The commission decided they would like to do the minutes one at a time from 1957 to 1963. CHAIR OPENING STATEMENTS /PRESENTATIONS — MAPLEWOOD BOWL Chairperson Boulay stated the Maplewood Bowl has closed and more information will follow as it develops regarding the future of the site. VISITOR PRESENTATIONS a. Anne Fosburgh & Anthony Yocum Maplewood Resident, Anne Fosburgh thanked Award that she won. Anne shared many stories two closets full of photo albums which she sha the Heritage Preservation Commission and the hard work and dedication to preserving the hisi ission for her nomination of the Heritage s with the commission and said she has events at the Bruentrup Farm. The city, A Historical Society appreciate Anne's Business Owner, Tony Yocum IV, at and discussed how his father founde businesses that are owned by Yocur and is still prosperous in 2013. a. Grants — Discussion commission and shared a power point display He also gave the family history and discussed 9 Yocum Oil celebrated 50 years in business The fast track legacy grant deadline is July 12, 2013. The Minnesota Historical Society is offering a workshop on legacy grants in May and June that Commissioner Rudberg is considering attending. In January 2013, a motion was made to do a grant study for the Gladstone area but after having meeting in February it was recommended not to limit it to the Gladstone area but to include the whole city of Maplewood. Commissioner Rudberg made a motion to amend the January 2013 HPC decision to do an Historical Context study of the entire city of Maplewood and not limit it to must the Gladstone area. Seconded by Commissioner Gaspar. Ayes - All The motion passed. Commissioner Rudberg would like the planning commission and the Maplewood Historical Society to be on board with this process which she has spoken to Bob Jensen about. May 9, 2013 Heritage Preservation Commission Meeting Minutes b. Approval of the Bridge 6402 Interpretive Panel Sign (Bruce Vento Trail Highway 36 & English) i. Building Official, Dave Fisher gave the report on the Bridge 6402 sign and answered questions of the commission. Chairperson Boulay moved to approve the bridge 6402 interpretive panel sign at the Bruce Vento Trail at Highway 36 and English. Making sure the date on the photo is correct as October 1926. Seconded by Commissioner Rudberg. Ayes — All The motion passed. c. Approval of the Frost Ave Bridge Interpretive Panel Sign i. Building Official, Dave Fisher gave the report on the Frost Avenue sign and answered questions of the commission. Chairperson Boulay moved to approve the Frost Avenue Bridge Interpretive Panel Sign along with the changes needed in the map. Seconded by Commissioner Creager. Ayes - All The motion passed. COMMISSION PRESENTATIONS a. Heritage Award — Commissioner Currie discussed that the Heritage Award for Anne Fosburgh and recognizing Lu Aurelius should have been under Awards and Presentations but Mayor Rossbach pulled it from the consent agenda to do a separate acknowledgment. The commission discussed that they would have appreciated being notified that it was going to be on the city council agenda so the commission could have been present. 1GllLU /el »AgT16161lL1N *l MM 11.11101 V 107M W l=111 V1 Bob Jensen, Maplewood Historical Society said there may be a quorum of the Heritage Preservation Commission in attendance at the Maplewood Area Historical Society Spring Tea on May 25, 2013. There may also be a quorum June 12, 2013, at 7 p.m. The Maplewood Area Historical Society meetings are held at the Bruentrup Heritage Farm, 2170 County Road D, Maplewood. fifi11� :JN *140 IIQ01 W Dave Fisher stated the month of May is building safety month, just a reminder to check your smoke detectors and your C.O. detectors. The city is working on the CIP. Someone from the commission could contact Chuck AN at 651- 249 -2056 or email him to make sure something gets put in the CIP for the Heritage Preservation Commission. Staff has not heard anything from Forest Lawn Cemetery but will pass the information onto Ginny Gaynor who will be taking over the HPC commission. 12. ADJOURNMENT Chairperson Boulay adjourned the meeting at 9:36 p.m. May 9, 2013 Heritage Preservation Commission Meeting Minutes HERITAGE PRESERVATION COMMISSION UPCOMING TRAINING OPPORTUNITIES NOTE —City staff will handle registration of commissioners for these events to ensure we take advantage of grant funding. One staff member and up to two Maplewood Commissioners may attend the CAMP training. CAMP Coming to Red Wing July 18 -19 Soon it will be summer and that means it's time for CAMP! No, not the swimming, crafts, and horseback riding you remember as a kid, but a CAMP for grown -up preservationists -- namely, a Commission Assistance and Mentoring Program. The Red Wing HPC and the Minnesota SHPO invite you to CAMP offered through the National Alliance of Preservation Commissions CAMP counselors will cover Legal Issues, Standards & Guidelines, Procedures, Design Review, Public Support, and Identifying & Designating Resources. Registration is FREE but limited to 30 participants and will be made on a first -come, first - served basis to active members of heritage preservation commissions and to city staff that work directly with a HPC. The event will be held at the historic St. James Hotel, 406 Main St., in downtown Red Wing. CAMP offers AIA and APA continuing education credits. Registration details forthcoming. For more information contact Michael Koop 651 - 259 -3452 * * * * * * * * * * ** Lanesboro to Host Preservation Conference Mark your calendars now for Preserve Minnesota, the 33rd Annual Statewide Historic Preservation Conference, to be held September 12 -13, 2013 at the Commonweal Theatre and St. Mane Theatre in downtown Lanesboro. Nore' Winter will be the keynote speaker. Winter is an urban design and planning consultant with more than twenty -five years of experience nationwide. He specializes in services to communities special amenities, distinctive settings and traditional neighborhoods who seek to protect their heritage. He has developed preservation plans and guidelines for historic and conservation districts across the country and has provided design review training for a wide range of locations. He is frequently a featured speaker at conferences and conventions. Mr. Winter is based in Boulder, Colorado. He holds a Bachelor's degree in Architecture from Tulane University and a Master's in Architecture and Urban Design from UCLA. Watch for a brochure about the conference to be mailed in early June. CLG grants will be available for scholarships to attend the conference. Details forthcoming at the Preserve Minnesota Conference website. CAMP 2013 RED WING Commission Assistance and Mentoring Program Thursday and Friday, July 18 -19, 2013 St. James Hotel, Red Wing CAMP is a training program provided by the National Alliance of Preservation Commissions (NAPC), an organization committed to supporting the work of local preservation commissions. CAMP is based upon the NAPC's core curriculum of four fundamental elements: The legal framework of local preservation, identifying and protecting historic resources, the commission's role and responsibility, and public support and outreach. Modeled after summer camp experiences, this entertainingly effective training program features terrific counselors who help the "campers" improve their preservation skills while everyone has fun. The NAPC is the only organization devoted solely to representing the nation's heritage preservation commissions. NAPC provides technical support and manages an information network to help local commissions accomplish their preservation objectives. The Alliance also serves as an advocate at federal, state and local levels of government to promote policies and programs that support preservation commission efforts. CAMP Fire Topics Legal Issues: Covering the legal basis for commission operation, this topic includes procedural due process, takings, appeals, ethics, property rights, economic hardship, and more. Standards and Guidelines: This component gives participants an understanding of the relationship between Federal Standards and local design guidelines and how to use these essential tools most effectively. Procedures: The strongest defense preservation commissions have against accusations of arbitrary and capricious decisions is to consistently follow established review procedures. This CAMP topic deals with the essential elements of those procedures and how to ensure that they are consistently followed. Identification and Designation: Every preservation commission faces issues of determining what resources should and can be protected through local designation. CAMPers explore all aspects of identifying and designating resources; including surveys, evaluating integrity of potential historic districts, determining district boundaries, and legal aspects of the designation process. Public Support: Preservation commissions regularly get bogged down in the day -to -day issues of reviewing applications and forget that they are public servants who should enthusiastically promote local preservation. Participants will learn how to engineer local support for designations, survive unpopular decisions, and deal with reluctant elected officials. Hands -On Design: The "Sports and Games" of CAMP, this session teaches commission members and staff how to view change before it occurs in historic districts, and provides opportunities to learn from instructors and from each other in a lively and fun format. MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor, Natural Resources Coordinator DATE: June 6, 2013 RE: Change in Staff Liaison to Heritage Preservation Commission I I i! 11 Y01 Bills] I L11] i! Each Maplewood Commission has a staff liaison. Beginning with the June 13, 2013 meeting, Ginny Gaynor will be staff liaison to the Heritage Preservation Commission (HPC). BACKGROUND David Fisher has been staff liaison to the HPC for several years. Due to staff workloads, Mr. Fisher's duties with the commission will end with the May 2013 HPC meeting. Beginning with the June 13, 2013 commission meeting Ginny Gaynor, Natural Resources Coordinator, will be staff liaison to HPC and the Parks and Recreation Department will be responsible for meeting minutes and packets. Mr. Fisher's service as liaison for the HPC has been greatly appreciated. During his tenure the Commission reviewed many projects and Maplewood became a Local Certified Government. Mr. Fisher will support Ms. Gaynor in making the transition as smooth as possible. In addition, he and the Community Development Department will provide their expertise as needed for agenda items related to development, building inspection, and codes. Ms. Gaynor is Natural Resources Coordinator for Maplewood, and is part of the Parks and Recreation Department. She and the Parks and Recreation Department are looking forward to their responsibilities with the HPC. Ms. Gaynor's contact information is: virginia .gaynor @ci.maplewood.mn.us 651 -249- 2416. Her office is currently at City Hall (1830 East County Road B, Maplewood, MN 55109) but in early July she will be moving with the Parks and Recreation Department to the Public Works Building (1902 East County Road B, Maplewood, MN 55109). MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor, Natural Resources Coordinator DATE: June 6, 2013 RE: Legacy Grant for Historical Context Study INTRODUCTION In May 2013, the Heritage Preservation Commission (HPC) approved conducting a historic context study for the City of Maplewood. Commissioner Rudberg has drafted a grant seeking funding for the study. BACKGROUND In January 2013, the HPC approved conducting a historic context study for the Gladstone area. At the May 2013 HPC meeting, commissioners decided to expand the study area to the whole city. The US Secretary of Interior's Standards and Guidelines provides the following definition of this type of study: "The historic context organizes information based on a cultural theme and its geographical and chronological limits. Contexts describe the significant broad patterns of development in an area that may be represented by historic properties. The development of historic contexts is the foundation for decisions about identification, evaluation, registration and treatment of historic properties." Commissioner Rudberg has prepared text and is working with city staff to submit a grant proposal to the Minnesota Historical and Cultural Heritage Small Grants Program, for the July 12, 2013 deadline. The grant proposal is to conduct a historic context study of the City of Maplewood which meets objectives of federal and state preservation planning and Increases community awareness of Maplewood's historic resources. This study will lay the groundwork for future projects including inventory and survey, determining priorities for local and National Register of Historic Places designation, and developing a heritage preservation plan for the city. City Council does not need to approve this grant prior submission. If Maplewood is awarded the grant, Council will consider approval of the grant along with bids for the project. RECOMMENDATION No action required. MEMORANDUM TO: James Antonen, City Manager FROM: David Fisher, Building Official, Chuck Ahl, Assistant City Manager SUBJECT: Heritage Preservation Commission 2013 Goals DATE: March 18, 2013 INTRODUCTION The Heritage Preservation Commission (H PC) needs to establish their goals for 2013. At the March 14, 2013 HPC meeting they approved their goals to submit to the city council. To guide them in setting these goals, the HPC referred to the Historical Resources Chapter in the 2030 Comprehensive Plan and to the Heritage Preservation Commission Ordinance statement of public policy and purpose. The following are suggested goals: Goals Continue all necessary measures for the Certified Local Government (CLG) status by maintaining a historical site survey and providing all the documentation required to the Minnesota State Historic Preservation Office. Review at least one project and submit it to the City Council and the Minnesota State Historic Preservation Office for the Local or National Historical Register. Submit a nomination to the city council for the Maplewood Heritage Award for 2012. "The Maplewood Heritage Award is an annual award recognizing an individual who has positively influenced our city's past or strengthened the preservation of Maplewood history." Submit a proclamation to the city council for an award for business as a Heritage Award. Continue to identify and recognize historic families. Continue to identify and recognize the history of geographic features such as lakes, etc. Continue to provide and add links to the city website from the Maplewood Area Historical Society, Minnesota State Historical Society and other public websites. Have a guest speaker from a historical site give historical presentation to the commission. Continue to identify books, articles and media about Maplewood. Work with the Maplewood Library to provide the books, articles and media to the public. 10. Review photos of demolished buildings throughout the year and make it part of the HPC's annual report. 11. Continue to promote, collaborate and work with the Maplewood Area Historical Society. 12. Write and obtain a grant for the context study.
