CALL TO ORDER A meeting of the Commission was held in the City Hall Council Chambers and was called to order at 7:07 p.m. by Chairperson Brandt Commissioner Sarah Deeny took the Oath of Office, administered by Karen Guilfoile, Maplewood City Clerk. B. ROLL CALL Jon Brandt, Chairperson Present Commissioners Nathan Danielson, Commissioner Absent Sarah Deeny. Commissioner Present Yaya Diatta, Commissioner Present Maurice Fortin, Commissioner Absent Jeffrey Kringle, Commissioner Absent Julie Xiong, Commissioner Present Staff Karen Guilfoile, City Clerk C. APPROVAL OF AGENDA Chairperson Brandt added to the agenda, under New Business, “Introduction of Sarah Deeny to the Human Rights Commission” Commissioner Xiong moved to approve the agenda as amended. Seconded by Commissioner Diatta Ayes - All The motion passed. D. APPROVAL OF MINUTES 1. Approval of the June 11, 2013 HRC Minutes Commissioner Diatta moved to approve the June 11, 2013 HRC Minutes as submitted. NEW BUSINESS 1. Introduction of Commissioner Sarah Deeny to the Human Rights Commission– No Report Sarah Deeny introduced herself to the Committee and highlighted her reasons of interest in becoming a member of the Human Rights Commission. 2. Discussion on US Supreme Court Decisions on Civil Rights – No Report Each Commissioner gave a brief comment on recent Supreme Court Decisions 3. Discussion on the 2013 Student Essay Contest – No Report Chairperson Brandt proposed his recommended topic for the essay Contest: “It’s easy to see human rights violations in the past, how do we recognize human rights violations in our own times?” An ad hoc committee was established for the essay contest. Commissioner Danielson will chair the committee, Commissioner Xiong and Diatta will also participate. Once school starts the commission will move forward with the essay contest. 4. Human Rights in the News – Review/Update on Upcoming Forums/Reports on Forums or Meetings Attended or Other Related HR Issues (This item is on the agenda to give the Commsisioners an opportunity to announce upcoming meetings or give a report on meetings or forums that they have attended) Commissioner Diatta spoke on the human rights violations stemming from the unrest in Egypt. F. UNFINISHED BUSINESS None G. COMMISSIONER COMMENTS / STAFF PRESENTATIONS 1. Cancellation of August 13, 2013 HRC Meeting Karen Guilfoile announced the cancellation of the August 13, 2013 Human Rights Commission meeting due to the Municipal Primary Election that day; she encouraged the citizens of Maplewood to vote. The next Human Rights Commission meeting will be Tuesday, September 10, 2013. Chairperson Brandt commented on the success of the Gay Pride Festival and Parade in Minneapolis and the Maplewood Fourth of July celebration. H. VISITOR PRESENTATIONS I. Who is eligible? The contest is open to all ISD 622 middle and high school students in grades 6-12 during the 2013-2014 school year. 2. Who is sponsoring the contest? The City of Maplewood Human Rights Commission is sponsoring this event. The mission of the Maplewood Human Rights Commission is to aid and advocate for equal opportunities for all citizens of Maplewood in housing, employment, public accommodations, services and education, in addition to continuously working to improve human rights within the community. You can visit the City of Maplewood website at www.ci.maplewood.mn.us. 3. How do I enter? The contest runs through November 29, 2013 5:00pm. During this period to enter please Submit a copy of your essay via email to Maplewood City Clerk, Karen Guilfoile at karen.guilfoile@ci.maplewood.mn.us; All entries must be accompanied by an Official Entry Form and received by 5:00pm, November 29th to be included in the contest. Late submissions will not be considered. 4. What are the criteria for the essay? Entries must address only the topic question presented in 500 words or fewer. Only one student is allowed per submission and the essay must be the work of one individual. Students may reference the Universal Declaration of Human Rights, US Bill of Rights, the MN Human Rights Act, or any other credible sources, and they should cite references appropriately. Entries must be the original work of the author. 5. How will winners be selected? On or after December 1, each essay will go through independent review by members of the Maplewood Human Rights Commission. Judging will be done based upon: (A) originality of idea, (B) creativity of expression, and (C) Composition (presentation and grammar). A scoring system will be used to judge each of these three categories by awarding points from 1 through 10 each for (A) originality of idea and (B) creativity of expression; and 1 through 5 for (C) composition; 1 being weak and 10 or 5 being strong. Minimum points score is three (3) and maximum points score is twenty-five (25). Individual scores from each commissioner will be totaled for a final score on each essay. The top three scoring essays from each grade group will be selected and only winners will be notified by December 4th. Award presentations will be made at the December 10 Maplewood Human Rights Commission meeting and Awards Ceremony starting at 7 pm at Maplewood City Hall. 6. What can I win? Three winners will be selected to win a first-place cash prize of $50, a second-place cash prize of $25, and a third- place cash prize of $15 in each grade group. Prizes must be accepted as awarded. The Sponsor reserves the right to substitute a prize of equal or greater value. HRC Packet Page Number 5 of 7 7. What may potential winners be required to do? Winners will be invited to an Awards Ceremony on December 10, 2013, along with their parents or guardians, family, and friends. Winners are encouraged to attend; however, if a potential winner declines to accept the invitation, the award and prize will be mailed to them. At the Awards Ceremony, winners will be invited to read their essays in front of a live audience and broadcast on cable television. 8. What other terms should I be aware of? By participating in the contest, entrants agree to these Official Rules and the determinations of the Sponsor, which shall be final. In the event the contest or the administration of the contest is impaired in any way for any reason, including, but not limited to fraud, technicality, or other problems, the Sponsor may, at its sole discretion, either (a) suspend the contest; or (b) award the prizes from among the eligible entries received. The Sponsor reserves the right, at its sole discretion, to disqualify any individual it finds to be acting in violation of these Official Rules. Failure by the Sponsor to enforce any provisions of these Official Rules shall not constitute a waiver of that provision. Sponsor reserves the right to modify or cancel this promotion at any time. 9. Hold harmless agreement By participating in the contest, entrants agree to release and hold harmless the Sponsor against any claim or cause of action arising out of participation in the contest or receipt or use of any prize, including, but not limited to (a) unauthorized intervention; (b) technical errors related to online submissions; (c) printing errors; (d) lost, late, misdirected essays; (e) errors in the administration of the contest or determination of the winners. 10. Waiver Entrants acknowledge that the submitted written work is the property of the Sponsor and will be on display in a variety of ways. The use of the work for display or printing will be at the discretion of the Sponsor. Entrants agree to allow the use of their essay, name, voice, photograph, video, and/or likeness for advertising and/or any other purpose in any media or format now or hereafter known without further compensation, permission, or notification. 11. How can I find out who won? If you are a winner, you will be notified by the City of Maplewood Human Rights Commission, or you can tune in to N.E. Metro Cable Channel 16 on December 10 at 7:00pm CST to watch a live broadcast of the Awards Ceremony. You can also watch a taped replay of the broadcast via the City of Maplewood website or obtain a list of winners by contacting the Sponsor or the Maplewood City Hall. City of Maplewood, 1830 County Road B East, Maplewood, MN 55109 HRC Packet Page Number 6 of 7 ESSAY CONTEST Essay Questions: “Prejudice and stereotypes affect the way we perceive and interact with each other, even when we don’t realize it. How do stereotypes affect our society and how do they damage hu- man rights? Awards Grades 6-8;1st-3rd prizes will be awarded. In addition the 1st place essay will be entered into the statewide essay contest. Grades 9-12;1st –3rd place prizes will be awarded. Both grade levels will be invited to present their essay at the December 10 Human Right Com- mission meeting. Rules Essays will be judged by the commissioners of the Human Rights Commission.
