CALL TO ORDER A meeting of the City Council serving as the Economic Development Authority, (EDA), was held in the City Hall Council Chambers and was called to order at 8:35 p.m. by EDA Chair Koppen. ADJOURMENT EDA Chair Koppen adjourned the meeting at 9:49 p.m. EDA Packet Page Number 2 of 5 EDA MEMORANDUM TO: Charles Ahl, City Manager FROM: Gayle Bauman, Finance Director DATE: August 27, 2013 SUBJECT: Preliminary Approval of Proposed Tax Levy Payable in 2014 and Setting Budget Public Hearing Date Introduction State law requires that cities certify their proposed property tax levies to the county auditor by September 15th. The proposed tax levy that is given preliminary approval cannot be increased. Therefore, it is important that the proposed tax levy provides adequate revenues to finance the 2014 Budget. The Proposed 2014 Budget for the Maplewood Area EDA requires a tax levy of $89,270 which is 0.5% of the 2013 total levy. This is the second year that a levy is being introduced to continue funding the Maplewood Area EDA Fund. The Authority needs to decide the maximum levy that it is willing to approve and then adopt the attached resolution. Background The 2014-2018 CIP talks about a Commercial Property Redevelopment Program to prevent neighborhoods from deteriorating. A tax levy is needed in order to fund this program and to allow for other economic development opportunities. A draft copy of the 2014 Operating Budget can be found online under the Finance Department City Budget page. A budget statement for the Maplewood Area EDA Fund is attached. There are no anticipated sales tax exemption savings due to the nature of the purchases being made. Recommendation It is recommended that the Maplewood Area Economic Development Authority adopt the attached resolution setting the maximum tax levy for payable 2014 at $89,270 and setting the date for the Public Hearing on the 2014 Levy and Budget for Monday, December 9, 2013 after the Regular City Council Meeting. Resolution G1 EDA Packet Page Number 3 of 5 G1 Attachment 1 EDA Packet Page Number 4 of 5 RESOLUTION PROVIDING PRELIMINARY APPROVAL OF A PROPOSED TAX LEVY PAYABLE IN 2014 And SETTING BUDGET PUBLIC HEARING DATE WHEREAS, State law requires that the Maplewood Area Economic Development Authority give preliminary approval of a proposed tax levy for 2013 payable in 2014 by September 15, 2013 and WHEREAS, the Maplewood Area Economic Development Authority has reviewed preliminary information on the Proposed 2014 Budget and has determined the amount of the proposed tax levy payable in 2014 which is the maximum amount that will be levied. NOW THEREFORE BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA THAT: 1. The proposed tax levy for 2013 payable in 2014 in the amount of $89,270 is hereby given preliminary approval and shall be certified to the Ramsey County Auditor. 2. The date for consideration of the final levy and consideration of the 2014 Budget shall be set as Monday, December 9, 2013 at 7:00 pm in the Maplewood City Council Chambers.
