This term expires on 12/31/2005, though Mr. Robinson will continue until the vacancy is filled. City staff advertised this vacancy in the Maplewood City News, Maplewood Review, Pioneer Press, on our website and through postings. We received applications from seven qualified residents. BACKGROUND At the October 14, 2004 CounciVManager Workshop, the Mayor and City Council will interview these seven applicants and will vote on the top candidate to fill the vacancy. RECOMMENDATION Based on the final vote, it is recommended that the City Council appoint the finalist to fill the Commission vacancy. This term will serve through December 2005. Yes _ _ No POLICE CIVIL SERVICE COMMISSION Training and Experience Questionnaire August 2004 Name: ~ ~~ ~ l~ 61 The Maplewood Police Civil Service Commission is athree-member unpaid Commission that oversees and approves job descriptions and hiring processes for all sworn officers -including approval or rejection of candidates based on background investigation reports. The backgrounds are done by Police Department staff. They also have aquasi-judicial function in that sworn officers can appeal disciplinary suspensions, discharges and reductions in rank to the Commission and the Commission has the authority to overrule the City's action, to reinstate employees and to order back pay. The Commission would also act as a Veteran's Review Panel if a Veteran requested a hearing after receiving notice from the City that they are being removed from their position. There have been three hearing of this nature in the past ten years. The majority of the work involves overseeing the hiring process. The Commissioners are normally appointed to three-year terms by the City Council_and volunteer their services as interested residents. The City has afull-time Human Resource Director who handles most of the hiring process and serves as a staff liaison for the Commission. The Commission decides which of several #ypes of tests to use for sworn positions, the weighting of the exam components, and the minimum qualifications. They also certify names to the City Manager from eligibility lists. The Commissioners may oversee test administration or an individual Commissioner may act as a panel member on a structured panel interview (oral exam) of candidates. They may review applications for upper level positions and rank candidates but usually limit their oversight to establishment of the process and weighting. Most Commission meetings are held either at 8:30 a.m. or 5:00 or 5:30 p.m. on weekdays. There are no set meeting dates except for the first Monday in February for election of officers. Otherwise they meet as often as needed. Meetings can last from 20 minutes to three hours, averaging 1 to 1'/z hours. They do not take complaints from the public nor do they review or conduct internal investigations. They do not direct or oversee police operations nor do the have input into the Police Department budget. They have no involvement in compensation or benefits for the officers. St. Paul's program hires law enforcement students to enforce parking regulations. Tenure in this position evolves into full-time police jobs for those individuals. Because of that potential promotion to the rank of police officer, the selection process is vitally important to the department As the supervisor, I was responsible for determining the need for hiring, preparing interview questions, selecting interview panels and interviewing, Once the interviews were complete, I would forward a list of finalists to the Chief of Police for his consideration. In addition to this position, I participated in the SPPD Professional Development Institute Background Investigator Course. Question Z. As noted above, I participated in a school for police background investigators. I have been afull-time police officer for 25 years. I have been a sergeant/supervisor for 5 % years. First-line supervisors are responsible for conducting the majority of the internal affairs investigations involving officers under their command. The summary document calls for a decision from the supervisor relating to the validity of the complaint. Once completed, the results are forwarded to the Police/Civilian Review Board. Question ~. As a first-line supervisor in the Central and Eastern Districts, I have had the opportunity to chair dozens of District Council and community meetings. The district. council meetings are a forum that allows members of the community to discuss law enforcement issues within the area that they live. Question 4. Much of what I have done as a police officer involves being that "objective third party" who makes determinations on disputed claims. In addition to that, before I was a police officer, I worked full-time as a claims adjuster. Since I have been a police officer, I have maintained that career on a part-time basis. That career has spanned 29 years, My career as an adjuster has always been as an independent, Effectively, we are the objective party who works between and insurance company and the insured or claimant. Question ~. I believe that the hiring process is the most important part of an employee's career. Simply stated, good hires make good employees. Without a solid, established process for hiring, the integrity of the organization can be compromised, I have lived 42 of my 52 years in the City of Maplewood. My decision to become afull-time police officer was as the result of being a Maplewood Police Reserve officer from 1973-1979.. This is my community and I want to help ensure we hire competent, enthusiastic officers. Question b. Asa 25 yr. employee of a local school district, I have been part of the training and evaluation process, I have been a union negotiator and participant in disciplinary actions with the bureau of mediation services in St. Paul giving testimony and reviewing documents. I have been a part of making improvement to the current evaluation process and had training devoted to current best practices. Queston 3. I was a grant coordinator for 2 years and managed chaired and facilitated meetings and training session's state wide. I have been a conference presenter on numerous occasions. I have chaired and served on a variety of committees as well as a wide range of interests. I have also been extremely active my entire life in a variety of interest areas, and served in various roles on both large and small committees. Question 4.
