A. Call to Order
A meeting of the Commission was held in the City Hall council chambers and was called
to order at 7:02pm by Chairperson Brandt.

C. Approval of Agenda
Commissioner Fortin moved to approve the agenda as submitted.
Seconded by Commissioner Diatta Ayes - All
The motion passed.
D. Approval of Minutes
1. Approval of May 14, 2013 HRC Minutes
Chairperson Brandt pointed out a misspelling of his name under Agenda Item C,
Approval of Agenda.
Commissioner Diatta moved to approve the May 14, 2013 HRC Minutes as amended.
Seconded by Commissioner Fortin Ayes – All

E. New Business
1. Discussion on Legalization of Same Sex Marriage in the State of Minnesota –
No Report
Commissioners gave comments and discussion was held on the issue.
2. Human Rights in the News - Review/Update on Upcoming Forums/Report on
Forums or Meetings Attended or Other Related HR Issues (This item is on the
agenda to give the Commissioners an opportunity to announce upcoming meetings or
give a report on meetings or forums that they have attended.)
Commissioner Fortin announced that Pride Weekend will be held in Minneapolis, MN
on June 28-30, 2013 at Loring Park.
Chairperson Brandt announced that the Golden Valley City Council is debating if the
Pledge of Allegiance should be spoken at the beginning of City Council meetings.
There is debate among council members whether the Pledge should be required,
optional, or discontinued.
Commissioner Diatta spoke about the Washington Wizards basketball player, Jason
Collins, who recently came out.

1. The Open Meeting Law Do’s and Don’ts – Karen Guilfoile
A discussion was facilitated by Karen Guilfoile, City Clerk, to assist in a better
understanding of the Open Meeting Laws which the Commission, as well as all
appointed government entities, is held to.
Commissioner Diatta recommended presenting a report on the Islamic community at a
future meeting.
Commissioner Xiong mentioned that the Healthcare agenda topic would be moved back
to the fall, perhaps September; an ad hoc committee will be created.
The fall Student Essay Contest will be discussed during the July meeting; an ad hoc
committee will be created.

MEMORANDUM
TO: Human Rights Commissioners

SUBJECT: Cancellation of August 2013 HRC Meeting
Summary:
Minnesota State Statute 204C.03 states that no special taxing district governing body, school
board, county board of commissioners, city council, or town board of supervisors shall conduct a
meeting between 6:00 p.m. and 8:00 p.m. on the day that an election is held within the
boundaries of the special taxing district, school district, county, city, or town.
As the August 13, 2013 HRC meeting is scheduled on the same date as Maplewood’s Primary
Election, it is prohibited that this meeting occur. Unfortunately, a quorum is unable to be
achieved at any of the reschedule date options in August.
Due to a lack of quorum, it is recommended that the August 2013 HRC meeting be cancelled.
The next HRC meeting will occur on September 10, 2013.
