Maplewood’s Next Police Chief
The Maplewood Police Department welcomes Paul Schnell
as their next Police Chief. Schnell, the current Chief of Police
for Hastings, was a St. Paul police officer for 12 years and served
as a Carver County deputy sheriff for nearly eight years.
“I have an interest in bringing a research focus to policing,” says Schnell, who
was named “Officer of the Year” for the St. Paul Police Department in 2003.
“It is important that we measure our efforts in order to know what strategies
are effective and alter those practices that do not show promise.”
“I believe that we have an excellent police department,” says Maplewood City
Manager Chuck Ahl. “Paul Schnell will add to that staff as well as expanding on our efforts to broaden
the department philosophy to reach out and communicate our message to our residents, businesses,
and to surrounding communities.”
Schnell, who serves as an elected director for the Minnesota Chiefs of Police Association, is also an
adjunct School of Social Work faculty member at both the University of St. Thomas and St. Catherine
University. He is also a member of the Board of Directors for 180 Degrees, a Minnesota non-profit
serving youth, families, and correctional clients.
“I look forward to being actively involved in the Maplewood community,” says Schnell.

Xcel Energy warns Minnesota Customers About Billing Scams
MINNEAPOLIS -- Xcel Energy is warning customers of increased
incidences of scams targeting residential and business customers.
Since January, more than 120 scams have been reported in the
utility’s Upper Midwest territory. The scams typically involve attempts
to illegally obtain payments for fictitious utility bills.
Individuals impersonating Xcel Energy employees or collection
agency personnel are using a variety of techniques to gain access
to customers’ funds, usually by indicating a customer has an
outstanding debt and is about to lose service:
The impersonator directs the customer to go to a local retailer and
purchase a pre-paid cash card. The impersonator then persuades
the customer to provide the card number over the phone.
Impersonator requests payments over the phone by credit card or
personal check.
Impersonator provides a fake employee name and/or a fake ID
number, and offers to come to the customer’s residence to pick up
the payment.
Impersonator arrives at a customer’s home and tells the customer
that the meter is broken and immediate payment is needed for repairs.
Xcel Energy reminds customers to only use authorized methods to
pay their bills. Credit card numbers and any personal information
should not be provided to suspicious callers. Affected customers
should call Xcel Energy customer services at 1.800.895.4999 and
report any scamming incident to their local police departments.
Xcel Energy is also recommending that if a customer has given
credit card information over the phone to someone posing as an
Xcel Energy employee, the customer should call his or her
credit card company and follow the credit card company’s
recommendations.

The City of Maplewood was hit by two rounds of severe thunderstorms on June 21. Hundreds
of branches and trees were downed causing temporary power outages and roadway closures.
A drive thru damage assessment immediately after the storm identified the area bounded by
Rice Street, County Rd D, White Bear Avenue, and Larpenteur Avenue as sustaining the most
significant tree damage and debris accumulation. Examples of streets temporarily blocked by
downed trees were: Downs Avenue, Skillman Avenue in three locations, Kenwood Drive East,
Adolphus Street in two locations, County Road C, and Desoto Street.
City crews immediately started clearing roadways on Friday after the first storm hit, and then again
on Saturday, June 22nd as a result of the second storm. By that Saturday evening city crews, with
the assistance of Hugo Tree Service, successfully opened all roadways with the exception of one
(Skillman Ave, between Greenbrier Street and Kenwood Drive East) which was the result of live
electrical wires impeding safe access for clearing. This was a huge accomplishment and reflection
of dedication by the work crews to get roads opened to the traveling public.
On June 24th Public Works crews began hauling away storm debris including private storm debris
left curbside in this case. The majority of private debris hauling concluded on July 1st with the
crews working long hours during the week and making hundreds of trips to get the job done. It
is estimated that over 6,000 cubic yards of debris was collected, which would almost fill two
Olympic-size swimming pools.
The Public Works crews did a top notch job in responding, and this was further reinforced by the
number of “thank you” messages that poured in from residents during the debris pickup effort.

recycling Cart Pilot
Project a Success!
Tennis Sanitation, the City’s recycling contractor, completed a cart pilot
project. The project included 213 single-family residential properties
located within the City’s Wednesday recycling route. Tennis compared
recycling participation and rates with the use of the City’s existing
18-gallon recycling bins versus 65 gallon recycling carts over a
one-year period.
The project reflected that by switching to recycling carts, recycling
participation increased resulting in a 37 percent increase in recycling
rates. Residents located in the project neighborhood had positive
comments about the carts including increased recycling storage space,
ease of wheeling the cart to the curb on recycling day, and cart covers
which prevented recyclables from blowing away on recycling day. To

which encourages walking and biking as one of its key tenants,
momentum is gaining on retrofitting infrastructure to promote active
living. Maplewood has

The Highway 36/English Street Interchange Project
A number of trail and sidewalk connections are currently
underway in addition to the major interchange work. A key
segment of new trail was installed last month on the south side
of County Road B extending from Weaver Elementary School to
Keller Lake Regional Park. Additionally, with a new trail and
boardwalk project which Ramsey County Parks is constructing
this fall, Keller Regional Park will connect to Spook Lake Park
via a trail under the bridges currently being re-built by MnDOT at
the Keller/Spoon Lake confluence. Another key pedestrian segment
slated for installation later this year is new sidewalk on the north
side of Gervais Avenue that will finally connect White Bear Avenue
to Harvest Park.
These two projects exemplify how Maplewood is quickly becoming
more walkable by providing safer routes to schools, neighborhoods,

Sanitary Sewer Backup Prevention
The City of Maplewood Public Works Department operates and maintains nine sanitary
sewer lift stations and 155 miles of sanitary sewer mains. Each year about one-third of
the City’s sanitary sewer mains are inspected and cleaned. Mains requiring a higher
level of maintenance are cleaned annually or semi-annually. This routine maintenance
helps to prevent blockages and sewer backups.
As a resident, you can play a key role in preventing sanitary sewer backups. To help
prevent backups, please dispose of the following items properly, not by dumping in a
drain or flushing down the toilet:
• Diapers
• Sanitary napkins
• Rags or shop towels
• Garage waste products such as oil, grease, gasoline, antifreeze
• Household waste such as ashes, grease, corrosives, glass, metals, paint, poisons, or solvents
• Yard waste such as sand, soil, or mud
Inflow and infiltration (I&I) is also a potential cause of sewer backups. I&I refers to clear water getting into the sanitary sewer system. This
might occur through cracks or leaks in sewer pipes and manholes or from sump pumps incorrectly connected to the sanitary sewer system.
Particularly during large rain events, I&I can cause the sanitary sewer system to overflow resulting in sewer backups.
Because of the potential for I&I to create system issues, City ordinance prohibits property owners from disposing of clear water into the sanitary
sewer system. This includes water from any roof, surface or ground sump pump, or foundation drain, for example.
Sanitary sewer problems should be reported to the City of Maplewood’s Public Works Department. The City will work with you to identify the
cause of the problem. If there is a blockage in one of the City’s main sewer lines, the City will attempt to clear the blockage.
The sewer line from your home, business or other property to the City sewer main is your responsibility. That means that you as the property
owner are responsible for clearing any blockages. Property owners must schedule service and pay the cost of clearing any blockage located
in the individual sewer line on their property. It is important that your plumber notify the City prior to service cleaning so the mains can be
monitored to ensure roots or other debris that may be pushed out of your service do not backup the main.
If you have questions regarding the City’s sanitary sewer maintenance program, sewer backup response or a specific incident, please contact
the Public Works Department at 651.249.2400 Monday through Friday, 8:00 AM to 4:30 PM. Outside regular business hours, backup calls can
be reported to the Police Department’s non-emergency number at 651.777.7181.

Maplewood Fire department Training
Each time we respond to a medical emergency or a fire situation our
adrenaline surges. With our heart pounding we respond to potentially
saving a life or someone’s property. Our dedication to this field
emulates who we are as a team. Dedicated and determined, we
feel the need to always prepare ourselves for the unexpected. In
training we learn to live in anticipation of the next moment and
maintain composure, enabling us to effectively react to each situation
with professionalism.
Maplewood Firefighters are required to attend Fire and EMS training
to keep our skills at the highest level. We are recertified or relicensed
by the State of Minnesota as a Firefighter and EMS (Emergency
Medical Service) provider and are required to have a minimum of
72 hours of firefighter training every three years.
We participate in online training through “Target Solutions”, a nationally
recognized organization by the National Fire Protection Association,
OSHA, and EMS Educators. Lesson plans consist of protocol and
procedures to ensure a positive and safe outcome. With controlled
training, we get to apply what we have learned in the lesson plans.
For example, it is one thing to read how to use a piece of equipment
called the “jaws of life”, but it is an entirely different level of learning
when we actually use it to cut open a car. The hands-on training
actually builds our confidence so we can calmly and professionally use
that, or any piece of equipment, when someone is depending upon
use to respond.
On occasion Maplewood firefighters train with North St. Paul and
Oakdale Fire Departments. This training readies us when we respond
to emergencies and enables us to function as a team during stressful
situations. We train together on general fire attacks, incident
command, mass casualty incidents, and hazardous material incidents.
Maplewood Fire provides ambulance service for the entire City. In
addition, we respond to assist in North St. Paul, Oakdale and St. Paul
when requested. All of our full-time firefighters are paramedics, and
our part-time firefighters are required to be an Emergency Medical
Technician (EMT).
Aside from the required in-house training our department conducts to
enhance our skills, Maplewood firefighters are required to complete 24
hours of medical training every two years to be recertified by the State
of Minnesota and to work as EMT’s on ambulance calls. In addition,
we receive a minimum of three hours of required training every quarter
through Health East Medical.
The medical emergencies we respond to vary in type and severity. We
may respond to a call where someone has a broken bone, feels sick,
is having trouble breathing or experiencing heart issues to medical
emergency calls resulting from a vehicle crash or the need to assist
in delivering a baby. Training enables us to successfully treat and
transport our patients to the hospital.

dentistry. Lemke Dental was
started 17 years ago by Dennis
Lemke. Dennis was first introduced
to dentistry when his roommate,
a Dental Technician in the Navy,
would bring home models of teeth and work on them. Dennis
was fascinated and decided to make a career change from a
mechanical draftsman of tool and die to dentistry.
Lemke Dental employs over 40 people and services over 200
doctors. Their largest accounts are in California, Nashville, New
York, Washington DC, Pennsylvania, Minnesota, Wisconsin, and
Canada. Many of their clients are famous singers, actors, or
professional athletes. If you visit their office you will see many
celebrity photos with autographs on the wall in the lobby.
Along with cosmetic dental work Lemke Dental also offers many
unique services. Occasionally professional football players will
request a diamond set in their tooth or a tooth
tattoo of their team logo. Lemke Dental has
done some of these for the Minnesota Vikings
and Greenbay Packers. To create a tooth
tattoo technicians use 1-2 hairs on a brush to
paint the logo on the tooth. Dennis says, “it is
very tedious work.”
Dennis has commented how the

complexion of where the industry is
going. Many jobs that were previously
done by hand are now done on
machines which make the products
less expensive with better quality.
Study Clubs are held at their office which are key to their marketing
success. Instead of knocking on doors they are able to meet
face-to-face with dentists and build a relationship. They are currently
expanding within their clinic and building a new 60-person classroom

Charitable gambling - Now Accepting
Applications
The City of Maplewood is now accepting applications for the use of
the 2014 proceeds of the City’s 10% Charitable Gambling Tax. The
application deadline is August 30, 2013.
In order to qualify an organization must be a non-profit corporation
with an IRS 501(c) (3) designation serving the citizens of
Maplewood. The first priority will be given to funding City of
Maplewood organizations and second priority to organizations
from outside the city proposing to meet the needs of Maplewood
residents. In general, requests from organized athletic groups are
not funded.
The City Council awarded a total of $30,000 in Charitable Gambling
Tax Funds in 2013. Funds went to the following groups: Ashland
Productions, Boy Scout Troop 461, CHILD Inc., Dispute
Resolution Center, District 622 Education Foundation, District 622
Fusion Drumline, Friends of Maplewood Nature, Friends of Ramsey
County Libraries, Hmong American Education Fund, Maple Tree
Monastery Childcare Center, Maplewood AARP TaxAides,
Maplewood Area Historical Society, Maplewood Fire Fighters Flower
